About this file
This amendment to a solicitation provides additional details for a vessel charter opportunity with the National Park Service Alaska Region. The solicitation seeks a research vessel to support marine surveys along the outer coasts of Glacier Bay and Wrangell-St. Elias National Parks for up to 15 days in May and June of 2024 and 2025. The vessel must accommodate 7 to 12 scientists and personnel to conduct oceanography, zooplankton, contaminants, bird, and mammal monitoring surveys. Offerors should provide daily vessel rates and availability dates in response. The amendment extends the response deadline to December 19, 2023 and permits one port stop during the 15-day charter period.

Q1. Are the 12 scientists a firm requirement?
For 24-hour operations in that area, we need at least 5 crew (and possibly 6 if a second marine technician is needed), so the science party would be limited to 7 or 8 people. Our standard crew provides at least one marine technician to operate all of the scientific instruments aboard the vessel.
Response: We can operate with 7 or 8 science crew, especially if the vessel has a marine technician to operate and assist with scientific instruments. We typically conduct 12-hour scientific operations and then transit during the evening to next the site or anchor depending upon the location of the next station. We are working in an area that can have icebergs that are calved from tidewater glaciers in Icy Bay and in
Disenchantment Bay near Yakutat, Alaska.
Q2. How big and how many moorings would need to be stored on deck?
Response: One mooring will be retrieved in
Disenchantment Bay (it was deployed in 2023) and another mooring will be deployed.
Basic mooring specs are as follows: 230 m water depth in Disenchantment Bay, 200m subsurface taut wire mooring with 1 RR wheel anchor (~ 900 lbs) and two floats. Instrumentation includes 2xTRDI
ADCPs, 3xSBE37 CTDs, 1 SoundTrap, some thermistors, some WetLabs optics, and dual
EdgeTech PORT acoustic releases. We will bring a deck box.
Q3. How large are the skiffs?
Response: We need one skiff to go ashore to drop off/pick up scientists in Yakutat or to send scientists ashore to collect data. If the vessel does not have a support skiff that can be used, the NPS will bring one, most likely an inflatable zodiac, 16-20 ft with outboard.
Q4. The solicitation lists being able to easily handle a 750 lb anchor wheel, which we can. The
4000 lb safe working load of the frame is over our currently rated limit of 2500 lbs for the traveling block; but we have engineering to

140P9724Q0007/0001 support a higher safe working load, we would just need to test for it.
Response: Yes, that should be fine.
Q5. Can transit costs from home port be reimbursed?
Response: The NPS will consider all quotes and multiple quotes are welcome.
Q6. Is it acceptable to propose a smaller platform and at least one stop in port during the
15 day cruise?
Response: Yes, one stop in port should be fine.
