Specifications and Statement of Work

Long-Term Integrated Marine Monitoring Along Outer Coast of

Glacier Bay and Wrangell St. Elias National Parks

SCOPE OF WORK AND EQUIPMENT REQUIREMENTS:

1. Background:

The National Park Service Southeast Alaska Network (SEAN) has expanded to include the marine and coastal regions of the outer coast of Glacier Bay and Wrangell-St. Elias National Parks. The expanded scope of monitoring will incorporate oceanographic surveys and continuous monitoring of ocean conditions through operation of a new fixed-location mooring, zooplankton sampling, marine bird and mammals surveys, glacier monitoring, and biological contaminants sample collection. The research charter will take place for up to 15 days during mid-May through June 2023. The charter will include the following areas: Glacier Bay National Park, Icy Strait, Cross Sound, outer coast between Glacier Bay National Park and Yakutat, Lituya Bay, Yakutat Bay, Disenchantment Bay, Icy Bay, coastal areas of Wrangell St. Elias National Park. Departure port is either Seward, Homer, or Auke Bay, Alaska.

2. Contractor shall provide a research vessel in support of the National Park Service SEAN long-term monitoring program. This includes providing a vessel charter, meals and lodging for up to twelve (12*) scientists /personnel (including personnel from National Park Service, University of Alaska, and other agencies and institutions) to conduct at-sea surveys for oceanography (including deployment and retrieval of an oceanographic mooring in Yakutat/Disenchantment Bay Icy Bay), zooplankton, contaminants, and bird and mammal monitoring in the eastern Gulf of Alaska between and including Glacier Bay National Park, Cape Spencer Icy Strait, Cross Sound, Lituya Bay, Disenchantment Bay, Icy Bay, coastal areas of Wrangell St. Elias National Park, and the Copper River Delta. Vessel will be required to transit and work in tidewater glacier fjords (e.g. Icy Bay, Disenchantment Bay, and portions of Glacier Bay), which may have dense floating ice and open ocean and nearshore waters of the Gulf of Alaska. Vessel must be able to depart in mid-May to mid-June 2023 (dates to be determined later) for approximately 15 days, inclusive of transit time from/to port.

3. The National Park Service (NPS) will pay for only those days the charter will be utilized. The length of charter is estimated and can be terminated at any time by NPS due to unforeseen circumstances. Area of operation will be Juneau, Auke Bay, Icy Strait, Cross Sound, Glacier Bay, outer coast region of the eastern Gulf of Alaska between Cape Spencer including (Lituya Bay, Icy Bay, Disenchantment Bay, Yakutat Bay).

4. The vessel will be required to provide sleeping areas for up to 12 passengers, 3 meals per day, fuel for chartered vessel, adequate deck and laboratory space, a utility (hydraulics) crane to load and off-load inflatable boats (with outboard motors), ability to safely retrieve and deploy an oceanographic mooring Icy in Disenchantment Bays and enough water for drinking and showers for passengers and crew for at least 15 days.

5. Research passengers/personnel will meet the vessel at departure port either in Seward, or Homer, or Auke Bay to load equipment and supplies. Exact time of departure will be discussed between vessel Captain and NPS prior to charter. Research crew in assistance with vessel crew will be responsible for loading supplies aboard the vessel at port of departure.

SPECIFICATIONS:

1. Provide name and detailed description of the vessel designated to be used under this contract.

2. Current color photograph or website of the vessel and of the inside spaces and staterooms must be provided.

3. Provide name, proof of U.S. Coast Guard license, and a description of the watercraft experience of the Captain.

4. Vessel must meet U.S. Coast Guard standards. Vessel shall be fully licensed by the US Coast Guard as required by law and shall have passed all appropriate US Coast Guard requirements for safety and seaworthiness.

Proof of certification shall be provided with quote.

5. Contracted vessel shall have marine and general public liability insurance with limits of liability in accordance with Department of the Interior insurance regulations, 1452.228-70 LIABILITY INSURANCE - DEPARTMENT OF INTERIOR (JUL 96). Proof of insurance shall be provided after contract award.

6. Vessel shall be of compatible length needed for the project including ample desk/bench space, to carry all equipment (including up to 2 inflatable boats and outboard motors) and personnel listed within this section, and all contractor employees needed for support.

7. Vessel shall be equipped with radar, GPS, depth sounder, EPIRB, safety equipment, medical kit, current nautical charts, and VHF radios. Must have US Coast Guard approved emergency life raft on board with capacity for all research and vessel personnel.

8. Vessel shall be equipped with properly maintained life vests and immersion, or survival suits, for all research and vessel personnel. Please include the number of life vests and survival suits available on the vessel with quote.

9. Contractor will be responsible for all fuel requirements for the vessel being chartered during the vessel's time at sea and during work of the period of performance of the awarded contract.

10. The vessel must have a lifting crane (hydraulics) with skilled and experienced operator to lower and raise equipment from shore to the main deck of the vessel to transfer small skiffs on/off of vessel and to safely deploy an oceanographic mooring and zooplankton sampling nets. Additionally, in order to enhance efficient and safe transfer of personnel and equipment, a section of the starboard or port side railing should be able to be removed and replaced with a latched gate.

11. Vessel must have a crane or A-frame that can easily lift a railroad wheel anchor (~750 lbs static load); safe working load on the lifting device should be at least 4,000 pounds for deployment of oceanographic mooring and zooplankton nets. A block suspended from the A-frame, crane, or davit will be required for the CTD, zooplankton nets, and mooring deployment. Vessel crew should have experience deploying oceanographic instruments and moorings in Alaskan waters. Please specify location of crane or A-frame on vessel.

12. A powered capstan (or powered winch) with ability to lift 750 lbs for recovery of mooring with anchor;

working load should be 4,000 pounds or more.

13. Equipment for CTD deployment requires an such as a oceanographic winch (e.g., 0.322” conducting wire) with 800 meters (with meter wheel) of line on winch for collection of real-time data. A winch that can provide wire in and out speed for deploying bongo nets, is preferable. Specifically, a .conducting winch wire appropriate for holding a 16-place 5-liter Niskin bottle rosette and Seabird 9 underwater CTD package and an electrical

140P9723Q0013 Page 5 of 37 termination with a MCBH type wet mate-able connector is needed. Please specify details related to terminations.

Please specify location of winch on vessel.

14. Vessel must have ability to maintain a towing speed of 2 knots for bongo net deployments.

15. Vessel must have a skiff and skiff operator that can take scientists ashore safely.

16. A saltwater washdown hose hookup for rinsing down nests after deployment and for cleaning of deck and work area.

17. A sink in lab space for multiple purposes.

18. A flammable hazmat locker for the bulk 95% ethanol and a corrosive hazmat locker for formalin, that is not in living quarters.

19. Power for CTD winch, either hydraulics or 120 VAC electricity.

20. A freezer (-20° or -40° C) that can be used for storage of biological and nutrient samples.

21. Hull-mounted ADCP for measuring currents and underway meteorological data sensors is preferable but not mandatory. If available, specify if there is a computer to run ADCP.

22. Contractor shall be responsible for providing fuel, lubricants, and other consumables for operating the charter vessel. Fuel, lubricants, and other consumables for operating government owned skiffs will be provided by government; however, the vessel will need to provide an area where these materials can be safely stored.

23. Vessel shall carry enough fuel, potable water, and food sufficient for up to 15 days at sea for up to 12 scientists plus crew. All port calls must be prearranged with the NPS Project Leader before contract begins.

24. Vessel must have large deck (at least 20 X 35 feet) for deck loading skiffs with outboard motors, and for stored oceanographic instruments (please specify deck available deck space).equipment.

25. Vessel must have a dry, indoor laboratory space for processing of biological specimens (e.g., zooplankton laboratory work).

26. Vessel must have lab/bench space for programming CTD, CTD computer, microscope, computers;

approximately 4-8 linear feet per scientist.

27. Vessel must have dry place to store supplies, laboratory, and biological specimen collection supplies.

28. Vessel must have laundry facilities (washer and dryer) that are accessible to research crew.

29. Vessel must have air hose on deck for inflating Zodiacs.

GENERAL GUIDELINES:

1. All areas of the vessel shall be accessible to the scientific staff, unless agreed to beforehand.

2. No alcohol will be permitted on the vessel.

3. The vessel master or designee will, at all times, maintain radio contact with scientists working in small boats (<25’) from the vessel, according to a pre-arranged radio schedule to assure their safety. In event of a problem or an accident, immediate steps will be taken to assist scientists. Government to furnish scientists with radios.

4. Safety orientation shall be given on the first day by the vessel master to all scientists/passengers aboard, including location of exits, locations and operation of life rafts, communications, storage of immersion suits, vessel evacuation and man overboard procedures and procedures for evacuation of vessel in the event of an emergency.

5. The length of the work day will be jointly determined each day by the Captain and the NPS project leaders. In the event of a disagreement, the NPS project leader has final authority, except for work stoppage due to uncontrollable circumstances, such as unsafe weather or sea conditions, or other safety-at-sea considerations as determined by the Captain. The Captain will have ultimate authority and responsibility for the vessel and all personnel aboard and therefore retains the right to operate the vessel in a safe manner based on best judgment. With this responsibility in mind, the Capitan must ensure that enough crew members are on the vessel to run a safe 24-hour operation.

ACCOMMODATIONS:

1. Vessel must have individual sleeping space (beds or bunks) for at least up to 12* passengers/personnel and additional space for required crew members.

2. Berthing area(s) shall be separate from the galley, wheelhouse, and deck areas, and shall be heated, have adequate ventilation, and working fire and emergency alarms, and clearly marked and accessible escape routes accessible.

3. Vessel shall be clean and provide quality living conditions. This includes being free from noise levels greater than 80db in the living and work areas and from undesirable and noxious odors.

4. Vessel lights, heat, hot water, sanitation facilities (including wash basins, toilet, and shower), galley, and cooking and eating supplies shall be appropriate to support up to 12* passengers/personnel and vessel's crew members. Berthing spaces, heads, sinks, and showers will be thoroughly cleaned daily by a vessel crew member.

5. Vessel shall be capable of providing a hot water shower for each passenger each day.

6. Vessel shall have a heated drying area separate from living accommodations and routine work areas, and must be capable of drying wet clothing, rain gear, etc. overnight for 12* people. The drying area must be large enough to hang these items away from walls.

7. Vessel shall have a flat, dry space available for setup and operation of laptop computers and scientific equipment.

8. Vessel shall have 110-volt AC electricity to recharge computers and VHF radios.

Three meals per day (breakfast, lunch, and supper), snacks, and drinks for twelve (12*) research passengers/personnel shall be provided by the contractor during the voyage. Meals must be well balanced, nutritious, palatable and varied. If special dietary needs (e.g., low-sodium, vegetarian, gluten-free diabetic, etc.)

are required, NPS will notify the contractor at least five (10) days prior to scheduled departure of the nature and number of special dietary requirements.

SCHEDULE/DEPARTURE:

1. The trip will originate and end in Seward, Homer, or Auke Bay sometime between mid-May to mid- June 2023, with specific dates to be determined. Contractor may include vessel availability timeframe with quotation. Transit time to research site may vary (depending upon port of departure) and may be weather dependent.

2. For trip planning and billing purposes, a day is defined as a 24-hour period starting at a time agreed upon by the Captain and the NPS project leader prior to the beginning of the trip. The trip officially ends when all NPS gear is off-loaded from the charter vessel. This is a fixed price contract and contractor shall invoice based on per day rate.
