The purpose of this amendment is to provide answers to contractors’ questions as follows:

A. The following answers are provided:

Q. Is it permissible to masticate the fuels instead of machine piling?

A. Yes, some areas could be masticated, however there are not many sites that could be masticated due to terrain, rock obstacles, and archelogy sites.

The preferred treatment is cut and pile, if mastication is used the fuel bed layer would need to be at a depth that would not carry surface fire (similar to the previous treatment areas conducted by the previous contractor, consultation with COR must occur if mastication is utilized)

Q. How far off the pavement north and south does the project extend?

A. 200ft each way from centerline.

Q. Starting on the eastern side of the project, how far to the west will we need to go the reach the 30-acre threshold?

A. Starting at the eastern end of Foresta road just below the NPS dumpsters, treat both sides of the road to the intersection of Campground Rd. continue treatment along Campground Road until the end of the road.

If 30 acres is not achieved the next priority area is along the Old Coulterville Road and 1st Street.

Third priority is along the Foresta Road on the Southwest corner of the community (see below screen shots in order of priority).

Q. Are there any known archeological sites within the project area?

A. Yes, there are numerous archeologic sites in the work area. The project site has been approved through our compliance process. When we come across known sites or discover new sites the contractor will be notified, and we will follow mitigations from the resource advisor (Normal mitigations would be to not use mechanized equipment on the site and not pile any material on the site). The Resource Advisor will mark known sites prior to treatments.

Q. Do the willow trees get removed or do they stay?

A. We will need to consult resource management on the removal of Willow.

Q. Is payment based on the total 30 acres or 30 treated acres?

A. Payment is based on the completion of 30 acres treated as specified in the Performance Work Statement. The Foresta area has multiple fuel types with varying degrees of fuel loading from dense thickets of Ponderosa, Cedar, and Knobcone pine intermixed with Manazanita, Deer brush and Riparian species. Some areas also contain heavy dead and down from previous fires.

Q. Can all materials be chipped and broadcasted? Or would you need to have some quantity of piling?

A. NTS is capable of chipping up to 20"DBH. Chipping is acceptable for brush limbs and smaller diameter fuels. Larger fuels our preference is to pile and burn at later date.

C. The RFQ due date remains unchanged and reads August 15, 2023, at 2:00 PDT.
