Card Access Control System – Yosemite National Park
RFQ 140P8521Q0040
Questions and Answers
Group One Questions;
1. Existing Infrastructure:
We understand from the statement of work that the system consists of 26 card readers installed in three separate buildings on campus.
a. Please provide the number of door controllers that control the card readers.
Unknown
b. Please provide the door controllers’ models and their year of manufacturing.
Unknown
c. Please provide the card readers and controllers locations in the architectural layout of the three buildings.
If I have this, I will have to send it on Monday. To be posted as an additional amendment to the solicitation.
d. Does there is sufficient cabling/network infrastructure connecting all card readers/controllers/buildings/local area network/wide area network?
Yes
e. Server
i. Do you have an existing licensed server of Hirsch Velocity?
Velocity 3.6 SP3 (3.6.7.1307) is latest we had operational.
ii. What is the version of Hirsch Velocity?
Velocity 3.6 SP3 (3.6.7.1307) is latest we had operational.
2. Networking and cabling
a. Would you require an installation of additional card readers in new locations?
No
b. Would this work require the laying of cables or re-cabling to existing card readers points?
No
c. Please provide the required length to lay cables.
Not Required
3. Maintenance The statement of work indicates in task number eight: “Prepare, and submit a monitoring and maintenance control plan to keep the system fully operational as a reference for NPS staff.”
a. Would the system maintenance will be conducted solely by the NPS staff?
Yes, with product support as needed by NPS Technicians via phone or remote.
b. Would you require any contractor on-site visits beyond the installation, testing and training?
No
4. Spare parts Would you require any spare card readers or control panels that will allow you to amend the system promptly and independently in the future?
No, not part of this contract.
5. Past Performance We didn’t find specific reference to past performance in section L and section M.
Does past performance are part of the evaluation requirements in this solicitation?
Offerors will be evaluated on lowest price, technically acceptable. Past performance is not an evaluation factor.
Group Two Questions:
1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please pass along the incumbent contract or task order number?
Previous Contractor was Adaptive Integration in Fresno, Ca. There are no current contracts or task orders.
Group Three Questions:
1. Does the client know what is wrong with the scanners or why they aren’t opening doors?
Server software not converted to IP communications with the Controllers.
2. I saw in the scope of work, it says to repair the current system, are they willing to entertain replacing the system as well?
No, funding not available to replace existing system.
Group Four Questions:
1. What is the current version of the Identiv Velocity Software?
Velocity 3.6 SP3 (3.6.7.1307) is latest we had operational.
2. Are the current control boards Mx, M2 or M8 model boards?
M2
3. How many controller boards exist within the system?
As per SOW, there are 26
4. Has this system ever been capable of reading PIV badges before?
Yes
5. Do the control boards communicate via Ethernet currently?
No, the controller boards are connected via ethernet, but the conversion to Ethernet has not taken place, hence the reason for this contract.
6. What are the specifications of the computer software is currently running on (RAM, Disk Space, Processing speed)?
Unknown at this point in time.
7. Is the intent to have all parts and labor for all repairs covered under this firm fixed price, or would the Government consider a contract modification if it is discovered parts need to be replaced?
Yes.
8. Would the Government consider a not-to-exceed break-fix CLIN to cover parts replacement?
Unknown.
Group Five Questions:
1. With the current COVID-19 situation, will the National Parks allow for an extension to the due date to ensure the vendor can submit the best proposal possible?
No.
2. Would the National Parks consider an alternate brand that may provide increase reliability while providing additional modern features?
No, funding is not available to replace the system
3. Or is Hirsch the desired brand to be re-installed?
Hirsch Velocity is the system.
4. Does the National Parks only require replacement of the 26 card reader points?
This contract does not require replacement of any card reader points. This contract is to get the server/client software installed and communicating via IP ethernet communications and bring the system on-line. Then provide some system programming training.
5. Or is there other parts of the system that need to be replaced?
See previous answer
6. What is the current version installed at the site?
7. Velocity 3.6 SP3 (3.6.7.1307) is latest we had operational.
8. Who is currently performing the preventative maintenance on the system? Is there a report of the last inspection of the complete system to know which parts of the system are degraded?
Preventive maintenance is not currently being performed as the software is off-line. No, there is no inspection data available.
9. Will the National Parks authorize the vendor to remote into the Card Reader system installed to assist the National Parks staff in troubleshooting?
Case by case basis, but NPS staff will have to drive.
10. Or will telephone and email be suffice for the support?
This is preferred method.
