Request for Information 1
Q.1. Part 11. Protection of Public: As it appears that this site is closed to the Public, will a Visitor Access Plan and Visitor access accommodations still be required for this project??
A. See Spec section 01 11 00 - 3.4 Closures - The site will be open to the public for the duration of the work. Contractor will complete a public access plan for approval by Park and Contracting Officer.
Q.2. Section 01 27 00 Definition of Bid items: Bid item No. 1, No. 2 & No. 3:
A. What is the depth of excavation for these items?? Will just the existing pavement be removed or will the pavement and existing soil to a 4” depth be excavated, to allow for the 4” HMA structure to be flush with the surrounding ground??
The first three bid items, 1-3, address removing all trail materials (surface and aggregate) to existing compacted soils (no changes to existing grade). This may range from 4-6". The existing grades will be maintained except where level areas are required for accessibility. The new trail will rest above the finished grade at the edges and is not the preferred cultural resources treatment. The additional bid items, 4-6, request the removal of all trail materials and an additional 4" (assumed) of soils excavation to meet adjacent grade and historic grade alignment with the new trail surface edge.
Q.3. Bid items No. 1, No. 2 & No. 3: Please supply the Specifications for “Seeded Asphalt” Please include the aggregate size/gradation, color of aggregate, aggregate application rate and specification for the execution.
A. The seeded asphalt spec was provided- SECTION 32 12 17 BITUMINOUS SEAL COAT AND COVER AGGREGATE. Refer to the section 3.3 Surface Preparation. The spec notes vary size of aggregate to use. ¾” minus and 1” minus have been successful in other applications in local parks. The rate and color will have to be determined by the mockups and discussion with the Landscape Architect based on Contractor’s proposals. We want to get a historic look (with exposed aggregate), with a crushed stone color that matches the native soils in the park. The contractor should try several applications and several size aggregates, rates, and colors to start to see what is acceptable to the Landscape Architect. Q.4. Bid Items No. 4, No. 5, & No. 6: Are these items for the soil excavation not included in Items No 1- 3?? To allow for the 4” HMA structure to be flush with the surrounding ground??
A. Refer to answer to Q2 - The additional bid items, 4-6, request the removal of all trail materials AND an additional 4" (assumed) of soils excavation to meet adjacent grade and historic grade alignment with the new trail edge surface. The preferred historical treatment is to have the edges of the trail meet historic grade alignment with no asphalt trail edge visible. We anticipate 4" of compacted soils to be removed in these three bid items that would not be removed in bid items 1-3.
Q.5. Section 01 35 14 Archeological Protection: Is a permit required for this project?? If so, what is the cost of a permit?? If so, how long does it take to acquire the permit after submitting an application??
A. No permit required.

Q.6. Section 01 43 00C: What contractor supplied testing is required for this Project??
A. Inspect and test all work often enough to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable specifications and drawings.
Q.7. Section 01 56 39 Protection of Existing Vegetation: As it appears that no trees or shrubs will be removed will protective fencing be required for this project. If, so can a plan indicating the trees/ shrubs to be protected be furnished to the contractors??
A. No protective fencing is required for natural resource protection.
Q.8. 3.2: Will the agency be responsible for tree pruning, to accommodate the equipment required to complete this work, prior to the commencement of the removal/ excavation work??
A. Yes.
Q.9. Section 32 11 00, Section 01 27 00 & Construction Documents Sheet 5 of 5: Will aggregate base material be required under the 4” HMA structure as Section 01 27 00 has no mention of Aggregate Base. And the additional 4” removal of soil, for Items 4-6, would not accommodate a flush to existing surface for a 4” HMA/6” AB section??
A. Spec section 32 11 00 Aggregate base specification is included as it is the required base for all asphalt paving. The excavation in Bid Items 4-6 of 4" is assumed to reach adjacent grade at trail edge. The trail will still have a crown to allow for shedding of surface water to the trails sides. If there is a consensus among bidders that the excavation required in Bid Items 4-6 should be more than 4" to meet the flush historic alignment at trail edge, than we can discuss and share assumptions with all bidders so they can all include the same common depth in all of their bids.
Q.10. 32 12 16 2.2 Asphalt Binder: Can the Cal Trans Standard Asphalt Binder for this Area, Grade PG64- 10, be used in lieu of PG64-28, which is not readily available at the Asphalt Plants in the surrounding area?
A. Yes, Cal Trans Standard Asphalt Binder, Grade PG64-10 can be used for the project area in lieu
PG64-28.
Q.11. 32 12 17 Bituminous Seal Coat and Cover Aggregate:
2.1 Please specify the Bituminous Material required for this Project.
2.2 Please specify the color of the cover aggregate.
3.4A Please specify the application rate/ Type of Seal Coat.
