LOCATION
The National Park Service (NPS), Whiskeytown National Recreation Area (WHIS), gather water samples from around the park for monitoring of sewage treatment compliance, drinking water distribution compliance, and recreation water contact. The location of WHIS is along Hwy 299 about 8 miles west of Redding, California, the address of WHIS is:

BACKGROUND
WHIS operates two wastewater treatment plants, provides the public drinking water from surface water and groundwater sources, and monitors public swimming beaches. Water quality monitoring of these systems is required per NPS policy RM 83.
SCOPE
This Statement of Work (SOW) is for analytical analysis of water samples pertaining to wastewater treatment, drinking water distribution and Recreational Contact Type II compliance. The wastewater treatment and drinking water delivery samples shall be provided year long, whereas the Recreational Contact Type II samples shall be gathered from the months of April through September. This SOW provides for a fixed price, one year base award, and the potential for up to four option years.
The bidding laboratory must be certified by the State of California.
Sampler results reports shall be provided within two-weeks or less (standard turnaround) of sample submittal, unless otherwise noted. In some cases, samples may require a twenty-four hour turnaround at additional cost. Additionally, interested vendors must be able to accept samples on the weekend and provide twenty-four turnaround for reports if required, however this is infrequent and only occurs during emergencies (spills, public health etc.). Interested vendors must also be able to accept samples on all holidays even if these days fall on the weekend. If laboratory utilizes a courier service, that service must be available to receive samples that support the above mentioned schedules.
Interested vendors shall provide a cost for each analysis based upon a standard two-week turnaround and a cost for rush twenty-four hour turnaround. If the laboratory charges cost to accept samples afterhours including weekends and holidays, list those costs.
Several sample analysis require a six-hour hold time such as the Recreational Contact Type II sampling (SM 9223b). As stated in 40 CFR Parts 136 and 503 the maximum hold time for this type of sample is six hours. Interested vendors outside of Redding metropolitan area must be able to accept the samples within six hours of sampling, and process the sample within two hour of receipt. In the case of Recreational Contact Type II sampling, seven samples are gathered over a four hour period, leaving two hours for delivering samples to the receiving laboratory. As a result, interested vendors must be within a two hour drive of WHIS Headquarters.
Table 1 provides a list of water analysis required by WHIS for wastewater treatment, drinking water distribution, and Recreational Contact Type II compliance. Table 1 lists the water sample analysis, and project quantity. The quantity represents a typical yearly sample amount. The actual quantity of analysis may vary from the projected amounts. The bid amount for each analysis represents a simple quote. There is no guarantee that the stated amounts in Table 1 shall actually be analyzed, as the total amount could be greater or less.
