SCOPE OF WORK

I. BACKGROUND / OBJECTIVE;

a. Background:

Currently the Visitor Center HVAC water line insulation has deteriorated to a point where it neither reliable nor functional. The fiberglass insulation and wrappings were saturated with condensation having discolored and falling off.

b. Objective:

The purpose of this statement of work is to replace approximately 650 linear feet of assorted sized HVAC water line insulation with new moisture resistant, fire resistant, light weight and UV and weather resistant insulation ( in freeze-thaw in areas). The new insulation must either be paintable or blend into exposed public areas of the facility.

II. SCOPE OF WORK;

a. Remove existing damaged fiberglass insulation and wrappings on all areas as outlined in the statement of work. Dispose of waste accordingly.

b. Open areas to ceiling access to gain entry to drain lines and water lines.

c. In accordance with the above-referenced contract the contractor shall provide all labor, materials, equipment, installation and services necessary to provide complete and properly insulated HVAV water lines that meet industry and regulation standards.

d. Replace damaged roof drain insulation.

e. Replace damaged insulation in public areas with new insulation that is either paintable or pre-colored to blend into the exposed public areas of the facility. All other areas can be of any color.

f. OSHA and all applicable industry safety standards and practices are in force A minimum of a one year warranty on all labor with a twenty year warranty on installed new insulation, wrappings, tape, etc. which does not include the individual manufacturer’s part implied warranties.

g. Clean-up all debris and work areas. Close all ceiling access areas to work areas.

h. Repaint new insulation in public area if needed to match existing color.

III. PROJECT LOCATION;

IV. PERIOD OF PERFORMANCE;

Work will be completed within 90 days of contract award.

V. TASKS / SPECIFICATIONS / GENERAL GUIDANCE;

1. Remove existing damaged fiberglass insulation and wrappings. Dispose of waste accordingly.

2. Size accordingly each section or run of HVAC water lines to appropriate sized insulation.

3. Remove ceiling tile access in areas to reach roof drains lines

4. Replace ceiling tile access in areas where work is accomplished after completion of work.

5. Replace insulation on 4 each roof drains (120 linear feet. 4” pipe) .

6. Remove and replace approximately 75 linear feet of exterior insulation on roof top units water lines and valve assemblies (75 linear feet. 4” pipe and valves).

7. Replace insulation on 33 each HVAC heating / cooling units (approximately 12 linear feet each.

400 linear feet total ½” pipe and valves).

8. Replace insulation on two chiller pumps (50 linear feet. 4” pipe and pumps).

9. Low VOC cements or glues will be used in the interior areas.

10. Ensure proper R-valued insulation is installed in accordance with North American Insulation

Manufactures Association [NAIMA, ASTM C547 and other associated ASTM Standards]

11. Use no open flames in any areas. A 25 lb. fire extinguisher will be maintained within 15 feet of any work requiring heat.

12. Proper insulation R-value rating will be used throughout the project. R-value will be meet or exceed industry stands.

13. The insulation must be installed in compression to allow for expansion and contraction. Install an additional 1.5 inches of insulation for every six feet of installed pipe or an additional 2 percent of measured pipe length.

14. All edges shall be clean cut. Rough or jagged edges of the insulation shall not be permitted. Proper tools such as sharp knives must be used.

15. Seams shall be staggered when applying multiple layers of insulation.

All outdoor exposed piping shall have the seams located on the lower half of the pipe.

16. Insulation Thickness Recommendations A. The insulation thickness recommendations are based on heat loss calculations, consult local energy code requirements for minimum insulation thickness. Up to Over 2” Over 4” Piping System 2” to 4” to 6” Over 6” Plumbing: Cold Water 1/2” 1/2” 1/2” 3/4” Hot Water 1/2” 1/2” 3/4” 3/4” Hydronic Systems, Heating Hot Water 3/4” 3/4” 1” 1”.

17. Material shall be delivered in non-broken, factory furnished packaging and stored in a clean, dry indoor space that provides protection against the weather.

18. Insulation shall be applied by qualified personnel skilled in this trade.

19. Insulation shall not be applied until all surfaces are clean, dry, and free of dirt, dust, grease, frost, moisture and other extraneous elements.

20. Work shall be performed at the temperatures recommended by the product manufacturer.

21. Repaint insulation in public areas to match existing color. This will not be required if pre-coated insulation is used and matches / blends with the existing ceiling colors.

All Equipment Specifications are subject to FAR Clause 52.211-6 Brand Name or Equal.

Insulation finish shall be the insulation manufacturer's recommended finish

Accessories such as adhesives, mastics and cements shall have the same properties as listed above and shall not detract from any of the system ratings as specified above.

Materials shall have a maximum thermal conductivity of 0.27 Btu-in./h-ft2- °F at a 75°F mean temperature when tested in

6 | P a g e accordance with ASTM C 177 or ASTM C 518, latest revisions.

Materials shall have a maximum water vapor transmission of 0.08 perm-inches when tested in accordance with ASTM E 96, Procedure A, latest revision.

VI. WARRANTY REQUIREMENTS;

A two year minimum warranty on installation and labor and twenty year minimum warranty on all installed insulation, fittings and fastening devices which does not include the Manufacturer’s part or product implied warranties

VII. QUALITY ASSURANCE:

1. CONTRACTOR shall assure quality of project work.

2. CONTRACTOR shall provide all tools, equipment, materials, labor, supervision, personnel and shall do all things necessary that will result in a safe work environment and completion of the project.

3. CONTRACTOR shall follow the manufacturers and product installation requirements and recommendations to ensure compliance with warranty requirements.

4. CONTRACTOR shall maintain a qualified crew of electricians and installers throughout the duration of the work and ensure quality control. Only qualified journeypersons, as defined by local jurisdiction, shall be engaged in roofing work. Apprentices may be employed provided they work under the direct supervision of a qualified journeyperson in accordance with trade regulations.

5. The services to be performed by the CONTRACTOR shall be inspected by the Contracting Officer or his/her authorized representative, the COR. Inspection by COR will be made daily or more frequently.

7. Other Applicable Standards: Installation and Prep shall comply with the policies and standards of the governing bodies and applicable regulations which include but are not limited to:

a. State and local codes [latest editions]

b. Uniform Building Code [ICBO, latest edition]

c. Occupational Safety and Health Act [OSHA, latest edition]

d. North American Insulation Manufactures Association [NAIMA, ASTM C547 and other associated ASTM Standards]

8. This section includes all labor, materials, tools and other equipment, services and supervision required to complete all exterior roofing work as indicated.

9. The new closed-cell insulation will be installed in accordance with manufacturer’s instructions and industry standards. Final acceptance Inspection will be done by the COR prior to final payment.

VIII SUBMITTALS;

The following submittals are required to be submitted to and approved by the CO prior to projectors and AV System installation;

a. Insulation type

b. Insulation color

c. Sealant / adhesive / glue

IX. PROJECT CLOSEOUT;

When the project is complete, the contractor must request in writing a final inspection. Upon receipt of said written request, the Contracting officer will proceed with inspection within 10 days of receipt of request or will advise the CONTRACTOR of items that prevent the project from being designated as complete.

a. All re-work by the Contracting Officer shall be made good at the expense of the CONTRACTOR.

b. If following final inspection, the work is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a letter of Substantial Completion.

CONTRACTOR shall complete the work described on the list of deficiencies within 30 calendar days as weather permits. If the CONTRACTOR fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Construction clause of the contract.

c. If, following final inspection, the work is not determined to be complete; Contracting Officer will notify CONTRACTOR in writing. After completing work, CONTRACTOR shall request a new final inspection.

i. After all deficiencies have been corrected, a Letter of Final Acceptance will be issued.

X. BARRIERS & RESOURCE PROTECTION MEASURES;

a. Furnish, install, and maintain barriers to protect existing facilities and to protect public visitors and staff from installation operations. Erect barriers, and warning signs in accordance with OSHA regulations.

Completely remove barriers no longer needed when approved by the Contracting Officer (CO). NOTE:

Use of lift equipment will be limited to rubber tires or rubberized tracks. Plywood of a minimum of ¼” will be used to protect the carpets, walkway and tile surfaces. Any and all tread or rubber marks will be cleaned/repair prior to final payment. Drop cloths will be used to prevent debris damage to the floors and furniture. Drop cloths will be water proof to prevent any water damage to the floor coverings.

b. While working on the roof top; the roof is covered with a PVC membrane. Water proof drop cloths will be used in addition to a plywood barrier to protect the roofing membrane against damage from dropped objects, tools, knives etc. Shoes and boots will be checked for any debris that will damage the roof membrane.

XI. TEMPORARY CONTROLS;

a. Put up temporary work barriers to protect visitors and employees. The CONTRACTOR shall work with the CO/COR to avoid or minimize interruptions to the museum spaces or visitor access.

XII. MATERIAL AND EQUIPMENT;

During work stoppage (e.g., overnight) and at completion of the project, cleanup work areas and properly dispose of all waste materials, nails and debris, off site. All supplies will be stored or removed from site. All equipment will be stored, removed from site or secured (i.e. man lift). No equipment or materials will be left where visitors could access when CONTRACTOR’s employees are absent from work area. The man lift will be secured to prevent unauthorized access during periods of work stoppage.

a. Submit two sets of Material Safety Data Sheets (MSDS) to COR fourteen days prior to commencement of work for review and for posting at job site as required. Deliver all roofing materials to this job site in sealed, original labeled containers bearing manufacturer's name, brand name, type of materials or coating and color designation, standard compliance, materials content as well as mixing and/or reducing and application requirements.

b. Only materials used on this project are to be stored on site. The Government cannot provide storage space;

consult with CO/COR on arranging minimal storage facility (see section IX-Material and Equipment, following).

c. Where toxic and/or volatile / explosive / flammable materials are being used, provide adequate fireproof storage lockers and take all necessary precautions and post adequate warnings (e.g. no smoking) as required by OSHA.

d. Take all necessary precautionary and safety measures to prevent fire hazards and spontaneous combustion and to protect the environment from hazard spills.

Materials that constitute a fire hazard (paints, solvents, adhesives, drop clothes, etc.) shall be stored in suitable closed and rated containers or shall be removed from the site on a daily basis.

Dispose of contaminants in an approved legal manner in accordance with hazardous waste regulations.

XIII. SPECIAL PRECAUTIONS / CONDITIONS;

The subject parking lot is part of a National Park with public visitation seven days a week during the summer.

CONTRACTOR’s business should be conducted to respect the public nature of this property and, to the extent possible, not interfere with the visitor’s enjoyment and use of property.

a. The original historic fabric of the grounds must be protected and preserved.

b. No work shall take place on holidays or weekends without prior approval of the Contracting Officer.

c. CONTRACTOR may use a lift. Weight/pressure will damage surface. Additionally will protection from other damage by equipment.

d. CONTRACTOR is responsible for all damage to the lawn and buildings caused by their personnel or equipment.

e. CONTRACTOR will keep all entrances, vehicular circulation lanes, and pedestrian circulation walks clear during normal operating hours. Visitor and worker safety is the highest priority.

f. CONTRACTOR will work with COR to ensure that work does not interfere with special events.

g. All collateral damage created/caused by the contractor/contractor vehicles, delivery vehicles to the work site etc. will be repaired/corrected at the cost of contractor.

XIV. GOVERNMENT FURNISHED PROPERTY;

The National Park Service will provide electricity, water, restroom facilities and limited storage.

XV. OTHER UNIQUE REQUIREMENTS;

The Visitor Center is part of the Dayton Aviation Heritage National Historical Park and is a working museum space.

Addition care must be taken while working around exhibits and visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s museum areas. No smoking or tobacco products and radio playing in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. All lunches must be taken outside of the museum buildings. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site over- night. Dumpster and recycling locations will be shown to the contractor by the COR. Contractor’s vehicles will be parked be at the discretion and coordination of the COR to prevent impact on the visiting public. Illegal Drugs and their use and fire arms on site are prohibited and will result in arrest if they found.

XVI. GREENING REQUIREMENT

a. To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.

b. Use products meeting or exceeding EPA’s recycled content recommendations for EPA designated products. Use materials with recycled content such that the sum of postconsumer recycled content plus on-half of the pre-consumer content constitutes at least 10% (based on cost) of the total value of the materials in the project.

c. All materials must meet EPA guidelines. Requirements can be found at https://sftool.gov/green-products.

d. During installation, recycle or salvage at least 50 percent of the non-hazardous materials, excluding soil, where markets or onsite recycling opportunities exist. Provide salvage, reuse and recycling services for waste generated from major renovations, where markets or onsite recycling opportunities exist.
