About this file

This document is a Justification for Brand Name Products for the procurement of Axis surveillance cameras at Mount Rushmore National Memorial. The National Park Service (NPS) is soliciting for specific Axis brand surveillance cameras, including three Axis Q6315-LE PTZ, three Axis Q5525-E PTZ, and four Axis Q6318-LE PTZ cameras.

The brand name cameras are required because they are compatible with the proprietary software currently deployed at the park. The government has already invested significant resources into the Axis system and determined that using alternate camera components is not possible due to unique programming and processing capabilities required to meet the park's security needs. The justification cites the Federal Acquisition Regulation (FAR) authorities for procuring brand name products. The NPS plans to conduct market research to determine if future actions can enable competition for different brand name cameras.

5.

The Brand Name Axis Surveillance Cameras are required because they are compatible with proprietary software currently deployed and in use at the park. The Axis 5523-E s, 6315-Es, and 6318-Es will be required for consistent coverage throughout the park. The use of alternate system components is not possible due to the unique camera programming and processors that drive Axis capabilities to meet the Government s security requirements. The Government has already invested significant resources into the Axis system, and it would not be beneficial to seek another brand.

6. Efforts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

Point of Entry, sam.gov.

b. Presolicitation notice per FAR 5.2:

sam.gov unless the exception noted at FAR Part 5.202(a)(13) applies.

7. Determination that costs will be fair & reasonable:

The Government expects sufficient competition leading to fair and reasonable pricing. Beyond that, the CO will seek prior pricing used to determine fair and reasonable.

8. Description of the market research conducted:

Market research was conducted, investigating available products to upgrade the surveillance cameras at the park. The findings suggest there are no known other Brand Name that would be compatible with the existing Axis software at the park.

9. Other facts supporting other than full & open competition:

a. Reason why documents suitable for full & open competition have not been developed:

As stated above, the compatibility of other products will not allow for a seamless process of surveillance coverage.

b. Data, estimated costs or other rationale as to the extent or harm to the Government:

The economic impact of not procuring Axis would be significant as the related software used for Axis would become obsolete; thereby requiring additional funds for new software and time to train staff.
