Question and Answers from the Site Visit.

Solicitation #140P6322R0002

# Questions Answers 1 Does the Park Service have a Water Source close by within the Park (either a hydrant or pipe stand) capable of filling a 3,000 Gallon water truck for this project the contractor would be allowed to use?

There is a standpipe in the maintenance yard that is used to fill the fire tender. It will be available for use by the contractor.

2 On a new plan sheet, can you please provide us with the typical width required on Route 5 for the Base Course Placement? The widths vary but majority of the road is currently 12 ft wide.

Most of the road is 12 ft wide, there are sections that are wider than 12 ft. When I figured the CY for the project, I averaged the width to 14 ft. Follow the current width of the road. There will be areas that are a lot wider due to vehicles going around mud and holes. We want them graveled and compacted as well; this will provide pull out areas.

3 Please confirm that we are not doing any earthwork to widen the roadway throughout Route 5. Our understanding is to stay with the current existing road widths when placing new Base Course, is that correct?

The road is not being widened, stay with the existing road widths when placing base course.

4 With the narrow 12 ft – 13 ft road widths on the majority of Route 5, please confirm your quantity of 8,000 CY of Base material specified in the description of work provided. Provide a new quantity to Bid if necessary.

NPS calculated NPS 5 at a width of 14ft, the road is 40,366.01 ft in length, 4 inches of gravel. Using a construction calculator, I came up with 6,976.841 cy. I added an extra 1000 cy for NPS 266 since there was already 1600 cy of material there to use.

5 On a new plan sheet, Please specify the exact locations we are required to Ditch Grade on Route 5.

Priority #1:

N 43.59448 W 103.39468 Priority #2

6 On a new plan sheet, Please specify the exact locations of Culverts to be removed and replaced on Route 5, with their sizes.

Culvert #1 N 43.63590 W 103.44812 Culvert #2 N 43.62947 W 103.43079 Culvert #3 N 43.61933 W 103.40657

The GPS was within 15-foot accuracy when points were taken (cloudy day) Culvert sizes are listed in ITEM 1.1.2.B.

7 Does the Park have a location where we would be allowed to dispose of vegetation (grass & soil) nearby?

Vegetation can be disposed of by the side of the road. NPS will be treating and reseeding any required areas, as well as treating the road on an as-needed-basis.

8 Please specify all exact locations we would be allowed to turn our gravel trucks around throughout the Route 5 section. To be efficient, we are hoping there could be some turnaround areas established so the use of traveling Hwy 87 would be minimal.

Turn Around #1:

NPS 5 and 6 Junction Turn Around #2:

N 43.61245 W 103.40214 Turn Around #3:

N 43-62947 W 103.43079 South side of the road Turn Around #4:

The NPS 5/Bison Corrals Road Junction – close to the wooden bridge.

9 (We would really like to have a truck turn around area near the north intersection Route 5/Hwy 87 in the Prairie Dog Town area on Route 5 in a flat area.)

Using the Prairie Dog town as a turn around area is not permitted. See Area #3

10 Please confirm that we are not required to do any testing on any materials associated with this project.

Testing is not required as long as the load tickets identify the material correctly as specified in the spec documents.

11 Please confirm that we are not required to place new topsoil and/or re-seed any areas on this project.

The NPS will reseed and any areas that need it. No topsoil or reseeding is required by the contractor

12 We have Base Course Material at two nearby Quarries, both having different colored aggregate. Would the Park Service rather have the “pink” color Limestone Base Material on Route 5 or a “whiter” colored base course?

Either color of base coarse is fine

13 On NPS 266 there is Rip Rap currently in a stockpile. Is this material suitable for us to use as indicated at the Box Culvert Location? Are we allowed to use this Rip Rap?

Yes, the Rip Rap is for use on the Box Culvert.

14 Please specify all Fencing work on NPS 266. No fencing is required by the contractor in this contract.

15 The quantity of 1,611 CY Cut & 1,559 CY Fill is shown in the plans; However, it appears that there may be some significant grading to get the drainage needed, especially on the north side of NPS 266. Please confirm

The engineer stated the quantities are correct. If this changes, we will update.

the cut and fill quantity is correct for this section of the project.

16 There is a detail on Sheet C11 of the new Gate Road Closure w/ “kissing gate”. After looking at this location it appears additional fencing would be needed to tie into the other two parallel fences in place. Please Specify what fence work is required and what types of fencing is required.

No fence or gate work is involved in this contract. NPS will complete all fence and gate work at a later time.

17 Would the Park Service consider furnishing the special Road Closure Gate to us to install? Or would the Park Service consider eliminating that item and install the Road Closure Gate themselves?

No gate work is involved in this project.

NPS will install gates at a later time

18 I see the Base Course Spec gradations provided but I am confused with which material is actually required. All Base Course is a 1” Base Material except for the “Granular Surfacing” Material which is not produced on this side of South Dakota due to the PI Specification. I’m thinking you are wanting a standard Limestone SDDOT Spec 1” Base Course? Please confirm which material.

After speaking with the Engineer at HDR, either ¾ minus or 1” Base Course is acceptable.

19 Can you please provide us with a depth for the Fiber Optic underground line on the south side of NPS 266?

The buried Fiber Optic Cable predates the park ownership of the property. I do not know the bury depth of the cable.

Contractor should call 811 locate for utilities marking prior to performing work in the area.

20 Please confirm we are not responsible for obtaining any permits for this project.

See Section 1.2.D “All work will be performed under a single contract.

Contractor is responsible for any required permits.”

21 I see the Base Course Spec gradations provided but am confused with what it says in the description of the work where they call the Base Course ¾”. The only material ¾” gradation material is Gravel Surfacing and we do not think you want that material. Is the Parks Service just wanting the DOT Spec 1” Base Course on the Project? That is what we would suggest, to use a DOT Spec 1” Base Course (Limestone) from our Hot Springs Quarry.

After speaking with the Engineer at HDR, either ¾ minus or 1” Base Course is acceptable.

22 With the Base Course onsite for NPS 266, it is likely that old pile will have contamination. If we are unable to use a large portion of that stockpiled material, what would we be required to do with the excess? Would we be required to haul it away and reclaim the stockpile area?

We are requesting the old material be used. NPS will move unused material after the contract is complete.

23 Please clarify the utilities that are in the ground on the south side of NPS266. Is it only the Fiber Optic Line shown in the plans? I’d like to know depths if possible.

The buried utilities along NPS 266 predates the park ownership of the property. I do not know the bury depth of the utilities.

Contractor should call 811 locate for utilities marking prior to performing work in the area.

24 Explain in detail which permits are required and costs. Does the Park Service already have a 404 Permit in place? These can take a long time to obtain.

The NPS does not have a 404 permit for this project. See Section 1.2.D “All work will be performed under a single contract.

25 There are notes about protecting trees. Which tree(s) are we needing to protect and where exactly is the location?

The contract does talk about protecting trees, see 3.3.F.2. This section is slightly misleading in this contract. There are only 2 trees near any operations. The closest tree to the road is near the NPS 6 junction.

The contractor should be mindful of limb overhangs with their equipment (especially when dumping gravel in this area) so they do not damage the tree.

26 Can the Parks Service provide detail for the widths of the road surface on Route 5? It appears that this road has varying widths. Are we widening the road in any areas or just placing base course on what is there?

The plan is to gravel the current width of the road. There are places that have been widened by vehicles going around mud or large potholes. We are requesting these areas to be gaveled over and compacted to provide passing, or pullover areas along the route. When figuring quantities NPS use the value of 14ft wide for the entire

7.64 miles of road.

27 Where does the Park Service anticipate we would be required to re-seed? Also, if seeding is required is that seed provided to us by the Parks Service?

The Park Service will conduct any re-seeding operations, if required.

28 For the Undercut under the Box Culvert, is that section to be re-placed with Base Course or is the intent just to replace and recompact the native material?

Native Material can be reused from the excavation of the culvert. Otherwise use base course. There is no area in the park that native material can be taken.

29 For the Gate (Road Closure) on NPS 266, it looks like this is a specialty gate. Would the Parks Service furnish this gate to us?

The contractor is not installing any new gates. They are not mentioned in the contract, the NPS will install the gates.

30 Is there any place we would be required to bring in new topsoil?

No topsoil is required.

31 Does the Park Service have a Water Source closeby within the Park (either a hydrant or pipe stand) capable of filling a 3,000 Gallon water truck for this project the contractor would be allowed to use?

There is a standpipe in the maintenance yard that is used to fill the fire tender. It will be available for use by the contractor.

33 Please confirm that we are not doing any earthwork to widen the roadway throughout Route 5. Our understanding is to stay with the current existing road widths when placing new Base Course, is that correct?

The road is not to be widened any further than it already is. Stay within the current existing road widths.

34 With the narrow 12 ft – 13 ft road widths on the majority of Route 5, please confirm your quantity of 8,000 CY of Base material specified in the description of work provided. Provide a new quantity to Bid if necessary.
