Questions & Answers

1. Are guttering and downspouts included in the areas to be cleaned and painted?

A. Gutters and downspouts are not included in this contract.

2. Does the park want the foundation cracks filled and repaired prior to painting?

A. No. Park staff will do this.

3. Is power washing of the building exteriors allowed?

A. Section 7.2-B.2. provides clear direction on the use of a power washer and states “Limit use of power washing on Historic Structures to the extent necessary. Any power washing should be done in a manner to avoid damage to the structure and substrate.” Also see 7.1-B that relates to using a moisture meter to determine if the wood and concrete substrate are dry enough to paint.

4. There is rotted wood in the threshold of the west door and possible above the east door.

Does the park want this repaired/will the park repair as part of the project?

A. Park staff will repair this prior to contract award.

5. Does the park want the eaves of the barn painted?

A. Yes, all wood surfaces.

6. Can the small trees on the west side of the barn be removed to allow access with a lift?

A. Yes, smaller trees with a 4 inch or less diameter, within a 10 ft distance from the barn may be removed. Anything larger must be discussed with the COR and park staff prior to removal.

7. Is the small smokehouse part of the project?

A. No

8. Is the small storage shed next to the barn part of the project?

9. Windows appear to need reglazing. This is not indicated on the statement of work. Can the government clarify if they would like the windows reglazed during this project?

A. We do not want the windows reglazed.

10. In Section F, Decking: Section F states Alkyd/oil for use. Would a product such as Sherwin Williams deckscapes for the decking be an approved alternative? The gloss level is 3-5. Alkyd is difficult to acquire.

A. Yes, that would be acceptable, as long as it can be color matched to existing paint.

11. Will tuckpointing the masonry be part of this effort?

A. Park staff will repair the masonry cracks on the NW corner of the house prior to contract award.

12. Please verify requested gloss levels. Existing paint on structure is satin. Is it the park’s intent to change the MPI gloss levels from the last painting?

A. No it is the parks intent to repaint the structure as it currently is. The paint examples provided in the pictures reflects Satin.

13. Electronic Moisture Meter. Will this be the responsibility of the contractor or the park prior to the start of work each day?

A. Section 7.1-B is part of the examination section of the specifications, and it is the responsibility of the contractor to ensure that the moisture levels in concrete and wood meet the moisture content specifications outlined prior to beginning painting operations. Park staff will check the moisture content to ensure the contractor is complying with the specifications. It would be in the interest of the contractor to provide their own quality control and document the procedures they plan on using in a Quality Control Plan (see Section 9.1-C.7).

14. Please clarify what is referenced in Section 7.3 APPLICATION, Subsections B and C.
