About this file

This document is an amendment to a solicitation for the PERI Visitor Center HVAC Replacement Project. The amendment provides responses to ten questions from potential offerors, notes that the chiller has already been removed, and extends the closing date for receipt of offers to September 17, 2020. Key details include responses that clarify the boiler pump requirements, provide a link to and copy of the existing roof warranty, specify that a COVID plan will be due after award, and note that open cell spray foam cannot be used for attic insulation. The amendment also communicates that the chiller removal is no longer required. Offerors are instructed to consider the amendment information in their proposals.

140P6220R0005/0001 pump. The new plan does not show that type of system nor does it specify the two pumps necessary for the two new boilers. The main pumps alone will not provide the water flow that the new boilers will require and you will have system problems. I will quote the project the way it must be, however other bidders likely will not and will consequently have a price advantage. It would be best to see an amendment with the design and details corrected. There should also be a boiler piping detail showing flow control, isolation valves, and possibly a strainer.

R-1: The specified boiler has in integral pump for the secondary loop. Existing pumps WP-3 and

WP-4 are maintained as the primary pumps for the hot water distribution to the building. If alternate boiler is provided without integral secondary pump, contractor should provide external pump.

Q-2: Who had the original roofing contact, is the person that had the roofing contract also the holder of the warranty?

R-2: The Prime Contractor on the Visitor Center

Roof Project was Shearbilt Enterprises, Scott

Blackshear Owner, 501-617-5354. See Responses in

R-2, R-3, and R-4 regarding warranty.

Q-3: Can the contractor be provided with a copy of the current roofing warranty?

R-3: The roof is a commercial roof. The roof material is a brand known as CeDUR Shakes, which is a synthetic composite cedar Shake Roofing

Material. The CeDUR's standard warranty can be found at the following link:

R-4: There are two warranties presently in effect. The first warranty is a one-year

Contractor's warranty on materials and workmanship which was provided by Contractor pursuant to FAR Clause 52.246-21. This warranty is valid for one year from the date of the

Government's final acceptance of the roofing project. That project was accepted by the

Government on 10/10/2019; therefore, that warranty of construction is valid up to, and including, October 9, 2020. The coverage of

Contractor's Warranty can be found in FAR Clause

52.246-21. The second warranty is a manufacturer's warranty. That warranty can be accessed at the link provided in R-3, as well as in the attached Amendment Attachment 1.

Q-5: Can the NPS make sure that the roofing contractor that is currently in possession of the warranty, provide bids to all potential bidding contractors?

R-5: No, this cannot be required.

Q-6: Will the NPS specify which one of the three boiler holes will be patched and which will be reused or is that at the contractor's discretion?

R-6: Roof penetration to be patched is at the contractor discretion, with choice left to simplify piping of new boiler vents through roof.

Q-7: It is important that in the attic there be some sort of climate control air exchange between the two conditioned spaces to mitigate the moisture that will be created from encapsulating the attic space with spray foam. Does the NPS want the contractor to provide some form of air supply and air return to dehumidify and condition the space inside the encapsulated attic? Not conditioning the attic space could lead to a mold problem.

R-7: Attic ventilation has been provided by EF-1 in attic space. EF-1 draws conditioned air through attic.

Q-8: Will the contractor be required to provide a COVID plan as part of the safety plan upfront or upon reward of contract?

R-8: COVID Plan will be due after award of contract and is to be submitted as part of Safety

Plan.

Q-9: Will the government substitute the following Alternate I FAR clause for FAR 52.219-3

(d)(4) Notice of HUBZone Set-Aside or Sole Source

Award with regard to specialty trade construction in place of the basic clause? "(4) For specialty trade construction, at least 25 percent of the cost of the contract performance to be incurred for personnel shall be spent on the concern's employees."

R-9: Pursuant to FAR Part 19, in order to waive the 50% requirement and reduce the requirement to

25%, a CO's determination had to have been made prior to soliciting the requirement as a HUBZone set-aside under 52.219-3. Since there was no such determination made, the CO is unable to substitute the original Clause 52.219-3 with

Clause 52.219-3 Alternate I.

Q-10: Can the contractor provide 6" of open cell instead of the 4" of closed cell spray foam for encasement of the attic space?

R-10: Attic insulation and ventilation has been designed for air-impermeable insulation. Open cell insulation is not allowed.

AI-1: On the design plans/drawings found at

Attachment 2, Detail 2 on M001 Ref Demo Note 3 states it is contractor responsibility to demo existing chiller. The Park has already had that chiller removed and it is no longer the responsibility of the Contractor to demo that chiller. This was also noted on the applicable photos in Attachment 3. NOTE: A revised set of design plans/drawings at Attachment 2 will not be issued to reflect this change.
