Contractor’s Questions – NPS Response

1. The scope of work describes the production of both place assets (around 100 words) and articles (200-300) words. It specifies that the content will be “a mix of place assets and articles” and then states that it will require a “minimum of 15 place assets.” Can you clarify whether the “articles” will be in addition to the minimum of 15 place assets. If so, can you provide a minimum number of articles that will be required?

A minimum of 15 place assets and 3 articles.

2. What specific places (locations), assets, and/or cultural resources has the NPS identified/selected for the contractor to include for Place Asset and Article content?

We have not identified the locations. Locations will be selected by the contractor and proposed to the NPS.

3. If NPS does not have specific places, assets, and/or cultural resources selected, what further guidance does the NPS have regarding how the contractor is to identify/select Place Assets? For example, are there specific geographic areas NPS would like the offeror to consider, or are determining the Place Assets at the offeror’s discretion provided the assets are distributed across the 4,900-mile trail?

It is at the offerors discretion as long as they are distributed along the trail.

4. How many Articles should the offeror assume will be written (for accurate price development)?

5. Does NPS anticipate any need for the contractor to physically visit each of the locations for which it develops Place Asset and/or Article content?

No.

6. Comparing the Lewis and Clark journal entries to modern day landscapes and ecosystems may reveal changes that have arisen due to multiple intertwined factors (e.g., historic and modern land use practices). How does NPS envision the contractor being able to parse out those changes that are predominantly and directly related to climate change, versus those that may be attributable to other factors (e.g., damming rivers, industrial agriculture, urban development)?

This is something that will be worked through the process of developing the sites. We expect the contractor to use best available science on climate change and other factors to be able to make these determinations.

7. The SOW notes that “places chosen for this content should be distributed through the 4,900-mile trail.” What does NPS consider to be adequate place distribution? One place per state, one place per X miles, etc.?

We expect the sites to be at least one per region based on the Pivotal Places content: Pivotal Places: Stories from the Lewis and Clark National Historic Trail - Lewis & Clark National Historic Trail (U.S. National Park Service) (nps.gov)

8. Are the Lewis and Clark journal entries indexed, and will the indexed files be made available to the contractor upon award?

9. What is the NPS’s desired review period for project deliverables, given that the project schedule indicates 30 days between deliverable submissions?

15 days should be sufficient as long as the dates are given enough in advance.

10. How many reviews/revisions of the Interpretive Guide deliverable should be expected/accounted for?

One review and then a final sign off of chances.

11. What is the Government Estimate/Rough Order of Magnitude for this project?

12. Will the Proposal’s Due Date be extended?
