Questions/Answers PARK: Fort Scott National Historic Site PROJECT TITLE: Replace Roof Surface – 140P6024B0002

Questions:

1. The SOW calls for hot dipped galvanized nails but fire treated wood shingle nails require 302 stainless steel nails. Please advise as the price difference is substantial.

Answer: Use Type 316 stainless steel nails to fasten fire treated shingles as recommended by the Cedar Shake and Shingle Bureau (CSSB). Hot dipped galvanized nails are not required to be used on this project.

2. Does the shingle product being installed need to be a #1 Blue Label Bureau Certified product?

Answer: Follow the contract specifications - The Shingles shall be: Certi-Guard Fire Retardant Treated Cedar Shingles, 24 inches in length, #1 Blue label.

3. In Lieu of Bureau certified can this be a QAI Certified product?

Answer: Follow the specifications.

4. Can a product from a Non Bureau mill be used as long as it meets the criteria for a #1 product?

Answer: Follow the specifications.

5. Section 1.2 B.k.5 states “selective fascia replacement”. I could not find any reference to how replacement determination would be made. Is there a method we should use to make this determination in order to include an accurate cost in bidding?

Answer: Coordinate with the Park staff to determine what fascia is damaged and due to be replaced.

6. Is this project tax exempt, and if so, will a tax exempt certificate be issued?

Answer: Yes, a tax exempt certificate will be issued.

7. Are there any sort of building permits required on this project?

Answer: Follow state and local requirements for building permits.

8. Some of the older drawings show the fascia boards having a small kerf in them. Does the new fascia board being installed need to have the same profile as what is being removed?

Answer: Replace in-kind or as closely as possible to existing.

9. For bidding purposes, how many square feet of roof sheathing replacement should be assumed?

Answer: Plan for 5%.

10. For bidding purposes, how many linear feet of fascia board replacement should be assumed?

Answer: Plan for 10%

11. The fascia board appears to be painted, can you provide a paint spec, or provide preferred color and type of paint for fascia?

Answer: Sherwin Williams- Super White Flat

12. Can you provide any additional information on the existing lightning protection system that needs to be temporarily removed and reinstalled?

Answer: Follow contract specifications to remove, store, and reinstall the lightning protection system.

13. Tremont Nail Corporation has a variety of nails that they manufacture, can you please specify type of nail preferred for installation of fascia boards?

Answer: Box Nails - hot dipped galvanized

14. Please confirm that cedar shake installers need to be members of the Cedar Shake and Shingle Bureau.

Answer: Follow contract specifications.

15. It appears the specified shingle is not available in the U.S. and therefore will not adhere to the Buy America Act. Is this acceptable for this project? If not, can the government please provide an alternative product?

Answer: Refer to Section 073129, paragraph 1.8, Design note: “DESIGN NOTE: Cedar Shingles manufactured in the U.S. are not commonly available; most are being produced in Canada. Canadian Cedar shingles are subject to the buy American Act and will be rejected at the job site. However, treated shingles may qualify as American made if the treatment is performed in the U.S.”

16. Is a historic preservation officer required to be provided by the contractor for this project?

Answer: No. Refer to Div. 1, paragraph 1.3 for contractor responsibilities.

17. SOW states to provide temporary fencing around entire site. Please confirm this is to be interpreted that we are required to fully fence around the Fort Scott National Historic site. a. Can this requirement be modified, to reflect staging areas only to be required?

Answer: Refer to Div. 1, paragraph 3.3,E,6. The requirement is to fence the individual building that is being actively roofed and the staging areas.

18. Will badging, background checks, or daily security checks be required as part of this project?

Answer: There is no badging, background checks, or daily security checks.

19. Can a site visit list be provided?

Answer: Yes.
