About this file
This document contains questions and answers regarding an administrative history project for the Wind Cave National Park in South Dakota. The solicitation seeks an extension to the period of performance of four to six months to accommodate conducting and transcribing oral history interviews with twenty respondents over the one-year timeframe. Based on prior experience, the contractor indicates fifteen interviews can typically be managed within one year, but twenty may require more time. The document also notes that records related to the park held at the National Archives facility in Lenexa, Kansas typically consist of one file folder per box, with past contractors spending one to three days on research there. Only two prior oral histories exist for the park, with one being transcribed. The related federal contract opportunity is for an administrative history of Wind Cave National Park issued by the National Park Service Midwest Region under solicitation number 140P6023Q0041.

Question/Answers
1. Would it be possible to get an extension on the POP – an extra four -six months would be helpful – to accommodate the number of oral history interviews? To maximize the effectiveness of discussions with respondents regarding their experiences with the park, it is necessary not to start interviews too early in the process of accumulating information. This usually involves a hiatus of several months. Additionally, scheduling the interviews as well as getting comments on transcripts back on time is usually dependent on the personal schedules of the respondents. Our past experience indicates that we can usually manage the schedules of fifteen respondents (15) within the year, but twenty (20) respondents may require more time than that.
Our past experience with 2-year Administrative History projects is that the first year is sufficient to conduct basic research in order to conduct interviews and have them finalized and transcribed within the first year. However, situations do arise where interviewees schedules do not mesh with the contractor and extensions have been granted based on legitimate justification to extend the POP.
2. Do you have an idea of how extensive are the records located at NARA in Lenexa (how many boxes)? No, this is determined with FRC/NARA once the project starts. Typically, there’s just one file folder related to the park (WICR) in a box so the number of boxes usually correlates to the number of WICR file folders identified. Past contractors have spent 1 to 3 days on average at the facility.
3. What is the number of previous oral histories available for research at this park (either the number of transcripts or the number of pages)? Just two, and only one is transcribed. Both interviews were conducted by the current park historian.
