Questions:::
1. Is there any PLC, SCADA system, or control system called out for this project?
Response: Simple controls are all that is called out for this project. Well pumps to cycle on and off based on tank level sensor inputs but also have manual switch options. The booster pumps & pressure tank should run based on demand and line pressure. The hypochlorite dosing pump will run based on flow in the line.
2. Is this a prevailing wage project? We didn’t see anything included / listed.
Response: Attachment 4 is the Wage Determination.
3. Is there a paint analysis available for the old tank?
Response: No paint analysis was completed during design. The tank panels are made up of glass lined steel panels covered with insulated corrugated steel panels on the exterior. The glass lined steel tanks panels were manufactured without lead based paints.
4. We see the period of performance is Mar to Sept 2022, are you expecting the old tank to be removed in Aug / Sept 2022? Please provide an anticipated demo time frame for the old tank.
Response: Contractor is responsible for submitting a construction schedule once selected which would then set the timeframe for removal of the tank. NPS will not dictate timeframe for removal of the tank, it will have to fit within the contractor’s schedule and meet the requirement for minimal downtime on the system.
5. Please provide the actual size of this tank. volume, dia and height.
Response: 19’ diameter approximately 25’ tall.
6. We would quote this project to torch cutting through the existing coatings while wearing respiratory protection including PAPR’s and disposable clothing, and utilizing engineering controls (long torches and minimal cutting). OSHA Reg. 29CFR 1926.62 does not require paint removal prior to torch cutting. If you, the Engineer/ Project Manager were to require it, the preceding estimate would get multiplied by (5) five. Are you requiring paint abatement on the cut lines prior to torch cutting?
Response: NPS would not require paint abatement with the protective measures listed.
7. Do you have cut sheets on the Insulated Corrugated steel panels? Do you know what type of insulation it is? Is it hazardous material?
Response: We do not have cut sheets on the panels. The insulation is not hazardous.
8. Please provide an estimated time frame of when you think the demo of the ex tank will happen. Oct
22, Jan 23?
Response: The demo of the existing tank needs to happen after the new tank is built so that we can keep the system operational. That is up to the contractor's schedule that needs to be approved at submittal time.
9. I understand an inspection report was not available at the design build stage, Is there an old cleanout report available?
Response: The tank is clean potable water. The interior of the tank is clean.
10. Who provides & sets the service pole & transformer & who provides & installs the high voltage cabling on the primary side of the transformer? Usually, this work is done by the local utility company, but since this is a national park, I am not sure if the park does this work?
Response: Per specifications section 017340 and Division 26 contractor is responsible for furnishing & installation of the new service pole, transformer, high voltage cabling. Coordinate with Consumers Energy for connection.
11. I don’t see any detail or location for the 2 Level Transmitters that are wired to the VFD’s for WP-1 &
WP-2? I see the level floats on the tank, but not the level transmitters?
Response: Level transmitters shall be located inside the pump house, exact location inside the pump house to be confirmed with the COR during construction.
12. I don’t see where the Level Indicators, are located or quantity?
Response: Level indicator shall be on the tank north side and also have an indicator inside the pump house, exact location inside the pump house to be confirmed with the COR during construction.
13. I see a discrepancy on drawing D1 for the tank inlet and outlet. Vs what is called out in the spec.
Do we follow the D1 Drawings that show:
1-4” inlet, 1-6 “outlet?
OR
The spec calls for 2-4” flg nozzle, 2-6” flg nozzle, plus a 6” for the drain line.
Response: Follow Sheet D-1 with one 4” inlet and one 6” outlet plus a 6” outlet for a drain line.
14. How specific/strict are disturbance limits? Plan width of disturbance is ~13’ wide on the plans.
Based on proposed depths/bottom trench width just to excavate the trench and meet OSHA requirements for sloping you need ~15 feet. Let alone room to place spoils, spots where you widen out for utility crossings etc
Response: If the contractor feels they need additional width and disturbance to complete the work then they shall include those costs in their bid
15. Is alignment able to be altered at all? There are quite a few spots drawn through guy wires, poles, existing water main, forested areas etc.
Response: Alignment can be modified slightly in the field to avoid conflicts.
16. Please clarify who is responsible for utility relocation if it is not able to be altered.
Response: Alignment can be modified slightly in the field to avoid conflicts.
17. There are several spots drawn through areas with trees currently there. Who will be setting clearing limits/defining which trees we can remove?
Response: Contractor shall confirm limits of removals with park staff and inspector. Anticipated that the contractor will stake the centerline of the utility and then complete clearing and grubbing at the minimum width needed to install & backfill the utility.
18. Specification section 31 10 00 Site Clearing states “Remove or replace trees and vegetation damaged by construction operations” as well as “Replace with new trees of minimum 4 In Caliper” This spec also states no excavation or placement of fill within the drip line, which is extremely vague in the forested areas the pipe is drawn through.
Response: The spec states the following: Protect existing trees and other vegetation to remain against damage. 1. Do not smother trees by stockpiling construction materials or excavated materials within drip line. 2. Avoid foot or vehicular traffic or parking of vehicles within drip line. 3. Provide temporary protection as required.
The intent is to protect the trees to remain that are outside of the clearing limits required for construction. If trees outside of the agreed upon limits are damaged by the contractor those would need to be replaced at the contractor’s expense.
19. Please clarify what expectations are for replacement of trees/how many trees we need to expect to remove or clearing limits.
Response: Anticipated that the contractor will stake the centerline of the utility and then complete clearing and grubbing at the minimum width needed to install & backfill the utility. Contractor shall confirm limits of removals with park staff and inspector. Estimated to be approximately 20’ wide to allow for construction.
20. Specifications mentions that no material may be stored outside Material Storage Areas called out on the plans. Please clarify where these areas are/what their limits are, they are not clear on the plans
Response: Anticipated storage areas are between the existing and proposed pump houses and the lay down area at the north end of the maintenance area should be available. Contractor to coordinate exact locations/limits with park staff.
21. Are there any hauling/weight restrictions on the park roads?
Response: The roads up to the Empire Maintenance Area and Empire Housing Area are State Road.
The Barracks Roads and Wisniewski Roads do not have weight restrictions.
22. Marking existing government owned utilities appears to be the responsibility of the contractor. We will call Miss Dig. Who has the responsibility for marking the government owned facilities?
Response: The only government owned utilities are electric, water and sewer.
23. Permitting, testing and surveying – Is the contractor responsible for the EGLE water system permits or is this not required with it being a federal system?
Response: Not required due to the nature of the system. Park staff will coordinate with EGLE for testing of water following installation of the new system.
24. What are the water use charges if we need water for the project?
Response: Water can be provided at no cost.
25. Asphalt just shows a 6” thickness of 3E3 material. Please clarify how many lifts this is to be placed in and any other material requirements.
Response: Asphalt placement shall be per MDOT Standard Specifications for Construction requirements for 3E3 mix, 330-410 lb/cuft. Minimum of two lifts.
26. Specifications state that repairs to “unknown structures” etc. are at the contractor’s expense. It does not seem reasonable to accept liability for something that is unknown.
Response: Intent of this note is to protect existing buildings during connection of new water service lines from damage.
27. If we are to be responsible for any contaminated materials or buried structure removal please provide information on that so we can prepare the bid accordingly
Response: There is not believed to be any contaminated material on the project. The only know buried structure removal is the footing for the existing tank per the plans & specs.
28. Please provide a detail for Item 25 on sheet 12 of the plans for “Concentric Cylindrical Structure
NF”.
Response: Change description for Item 25 to “Connect to Existing Service”.
29. The run of water main shown as “L15” runs down an extremely steep wooded slope. Safety of the workers in this area as well as concerns with erosion runoff in the event of a rainstorm during construction makes directional drilling an appealing option. Is directional drilling an acceptable option for installing this section of pipe?
Response: Directional drilling would be an acceptable alternative option for pipe segment L15 down the steep hill if the contractor would like to use that installation method.
30. Plans don’t show locations of existing septic services (or fields) for the residences on Barrack Dr, please provide locations/information on existing septic facilities
Response: The septic tanks and fields are down by M-22 and Barracks Road.
31. Plans don’t contain information on existing gas, fiber, phone etc. facilities though there are above ground markers indicating the presence of these facilities. Please provide locations of existing facilities.
Response: These utilities should be marked by Miss Dig.
32. Material pricing and availability has become increasingly volatile. How quickly will low bidder be notified if the project is moving forward? Has material availability been considered with the proposed timeframe?
Response: This requirement will be awarded as soon as possible.
33. Regarding the native seeding specification, is the intent to utilize this seed mix for all disturbed non-pavement areas? Including those areas that are existing lawns?
Response: This is the seed mix recommended by the park so this will be used for all disturbed areas. If the contractor feels that a different local seed mix would work better in some areas they can propose that during construction.
34. Per drawing D1, there is a discrepancy for the tank inlet and outlet. Specification section 33 16 23
– 2.3F state to include (2) 4” flange nozzles, (2) 6” flange nozzles, and a 6” for the drain line, however, the drawings show (1) 4” inlet and (1) 6” outlet. Please advise.
Response: Follow Sheet D-1 with one 4” inlet and one 6” outlet plus a 6” outlet for a drain line.
35. Will the pipe bollards shown on C29 be supplied by others? Or do you need us to furnish these bollards?
Response: Contractor shall furnish and install bollards per the plan layouts and details.
36. What is required for reinforcement at the exterior concrete driveways and concrete sidewalks?
Response: 4x4 concrete mesh in sidewalk and driveways.
37. The Schedule Calls for the Following: Merv 8- Pleated Filters, 5 KW Electric Heat Pkg, Enthalpy
Ecenomiser for Vent Air, Free flow no duct, Install Grilles @ both SA & RA. The Contractors Representative that this Model is not available any longer. What can we substitute this with?
Response: Manufacturer shall propose an equivalent model that is currently available to be reviewed and approved during shop drawing review.
