STATEMENT OF WORK

Design, Fabricate and Delivery of Mobile Visitor Center

Sleeping Bear Dunes National Lakeshore

Empire, Michigan

1. BACKGROUND

Sleeping Bear Dunes National Lakeshore (SLBE), located in Northern Michigan, preserves and protects 71,291 acres of outstanding natural features, including massive sand dunes, quiet rivers, sand beaches, beech-maple forests, clear lakes, and rugged bluffs towering 450 feet above Lake Michigan. The park includes two offshore islands (North and South Manitou) and contains 65 miles of Lake Michigan shoreline. Included within the park are the South Manitou Island lighthouse, two US Life-Saving Service stations, restored coastal village, and the largest publicly owned historic agricultural landscape in the nation, all of which reflect the park’s rich maritime, agricultural, indigenous, and recreational history.

More information is at https://www.nps.gov/slbe/

The National Park Service (NPS), Sleeping Bear Dunes National Lakeshore (SLBE) seeks a vendor to design, fabricate, and deliver a mobile visitor center. This involves converting a Dodge Promaster 3500 4x2 Cargo Van the park has procured. This vehicle will serve as a mobile contact station at outreach events and throughout Michigan and possibly the Midwest region.

2. PURPOSE

The purpose of this contract is to create an engaging and aesthetically pleasing design and interpretive displays for a Dodge Promaster 3500 4x2 Cargo Van that will serve as the park’s mobile visitor center.

The mobile visitor center will aid in our efforts to reach what are typically underserved communities in urban areas throughout the state while increasing our operational agility allowing us to better leverage our interpretive staff by expanding their reach and visibility. The design will need to highlight the interpretive themes of the park incorporating maritime, agricultural, indigenous, recreational, natural, geologic history.

Public engagement will happen off board but elements of the vehicle will be used as interaction points.

The intended interactions will be managed by a minimum of one ranger and in most cases, two. The rear door has been identified as an area to be built for interactive engagement. The vehicle will have a service window which will have a mounted monitor to project educational content. The monitor should be viewable to an audience of 40, and shall have sound or directed sound that can project to an audience of 40 standing directly in front of the monitor. The monitor while protected by an awning (addressed in a separate section) shall be visible in bright sunlight.

The ranger will need an area within the interior for drafting of reports or other written activity so a desk of x size is required. The ranger will utilize the interior of the vehicle for rest, breaks or otherwise so requires a sitting space. Air conditioning capability is required for when the ranger is on board (with the https://www.nps.gov/slbe/ rear door open and service window open, air conditioning is not really effective. Consider a fan to supplement.

3. SCOPE OF WORK

The contractor will provide all labor, materials, equipment, facilities, shipping, and travel necessary for planning, design, and fabrication.

A. Tasks:

Planning and Conceptual Design. During the planning and conceptual design phase, CONTRACTOR will provide detailed drawings to help with the design process. This will make it easier to imagine the final product. There will be three conceptual designs. These designs will explore various options for using the space, and will start to define the operational aspect of the new mobile visitor center.

During this phase, CONTRACTOR assumes that there may be aspects of all three designs that are chosen.

The refined design phase will fit as many elements as we can into the final design.

CONTRACTOR will research and present options for off-the shelf products – for folding table, chairs, awning, large monitor, etc. The dimensions of these elements will be critical to know for the final design development.

Throughout the conceptual design, CONTRACTOR will make some raw materials inquiries to ensure that we are staying within the budget.
