About this file
This document contains answers to questions regarding solicitation number 140P5422R0016 to replace a comfort station at Cumberland Island National Seashore. The project involves replacing an existing structure with a new building to current building codes. The contractor will be responsible for any changes needed to meet the updated codes. HDPE can be used for both toilet partitions and shower doors for symmetry. Some underbrush will be cleared by the park, while additional removal will be the contractor's responsibility without needing an arborist. Vehicle access is limited, with a maximum width of 9.5 feet and height of 10 feet on the only access road. A concrete batch plant and mixer will be needed on-site due to access limitations. Subterranean pretreatment for wood-destroying organisms is required before footings and slabs. Concrete finishes will be broom finish for all exposed concrete. Proposed substitute materials for items like lockers or partitions would be considered if specifications are met.

140P5422R0016 Amendment 1 Attachment 1
Question #1: As per spec section “010400 paragraph 1.6 (a) pg 40 quality control” calls for the contractor to meet current building code which was released in 2022. In review of the design documents all indications is the design was issued in 2013 using the 2012 or earlier applicable building codes. Are current building codes applicable or are we building to the stated building codes within the drawings on page G2?
Answer: The current code, 2022 should be used.
Question #2: If the project is to be built to current building codes, will the contractor or the designer of record be responsible for revisions to the project requirements?
Answer: The contractor is responsible for any changes. If the changes involve a cost change, a modification request will be submitted to the COR for review and subsequently forwarded to the CO if approved by the COR.
Question #3: In referencing accessories in section 102113-2 The toilet partitions and shower doors receive the same accessories. The shower doors are indicated by a detail note on the drawings sheet number A7.1 detail 2 are called out to be KingStar board ST. The toilet partitions as per the specifications are a HDPE material with rounded edges. Can the same material used for the toilet partitions be used for the shower doors creating symmetry between the finish components and appropriate mounting of the specified hardware?
Answer: Yes, the same material (HDPE) can be used for both partitions.
Question #4: Will any of the underbrush be removed from the project site including the lay down area before mobilization?
Answer: Yes
Question # 5: If we are to cover removing underbrush, is an arborist required or any other specialty service?
Answer: No, some of the underbrush around the existing structure will be cleared by the park but if more removal is needed, that will be covered by the contractor and won't require an arborist or specialty service. NO TREES/LIMBS are to be cut without prior approval.
Question #6: Due to the amount of natural growth and vegetation along Grande Ave, will the government cut back existing vegetation to allow access for oversized vehicles (i.e. concrete truck, dumpster removal, temporary facilities)? If not, what is the maximum height, width, and load capacity on Grande Ave to the work site from the loading dock?
Answer: : No. Access to the work site will not be possible for a concrete truck. The maximum vehicle width is 9.5’and maximum height is 10’.
Question #7: If concrete must be batched and/or mixed at the site, as part of the quality control, will an engineer be required to be present during batching/mixing operations?
Answer: No
Question #8: Based on the production and placement rates for mixing on site at this particular location, may the main slabs be placed on two different days utilizing cold joints?
Answer: Yes
140P5422R0016 Amendment 1 Attachment 1
Question #9: Due to the limited access to the site, the standard batched concrete and delivery trucks may not be able to deliver the batched concrete to the project location. Is premixed bagged concrete material mixed at the site an acceptable alternative?
Answer: Yes, some type of batch plant ("Hopper") with a concrete mixer (2-3 yards) will be the best option for getting concrete at the site.
Question # 10: If premixed bagged concrete can be used, will the testing requirements as per spec section 033000-6 (para 2.2b) be applicable or as per the manufacturers recommended quality control/assurance?
Answer: Testing requirements will be based on the 2022 building code.
Question #11: Is subterranean pretreat for wood destroying organisms “termites or similar” required before placing the concrete footers and slabs?
Answer: Yes
Question #12: Regarding section A6.2, detail 2 shows 1x8, the area indicated is approximately 20”. Shall the 1x8’s be placed edge to edge or overlapped? Is sealant required to be applied at the edge-to-edge joints or overlaps?
Answer: Complete according to the Plans and Specifications
Question # 13: The concrete floor finish specification (033000-11 3.5 b) references the architectural drawings for details and required finishes. No details or finish schedules were observed within the drawings. Specifications indicated both broomed and troweled finishes on interior/exterior surfaces. As per the drawings, several of the concrete surfaces are under cover/roof but are exposed to exterior elements. Please define what would be considered exterior vs interior or a finish schedule for the various spaces and/or surfaces?
Answer: A broom finish is expected on all exposed concrete, whether interior or exterior.
Question # 14: Would you accept substitute lockers or partitions?
Answer: If your proposed materials meet the minimum salient characteristics as those items in the SOW (since those are for reference only), they would be reviewed with your offer.
Note: Any answers or clarifications that add to or change any information currently in the statement of work (SOW) will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.
