140P5421R0019 Amendment 1 Attachment 1

Question #1: The SOW Section 6, b, 2 mentions bollard placement- Could you please clarify if 3 bollards are sufficient? And if not, how many are required?

Answer: If 3 bollards is all that is required by code and regulation, then yes. Contractor may refer to NFPA 30 4.3.7.2 2018 Version (Park Service used). However, it is up to the contractor to verify what is required.

Question #2: Will we be allowed to store a barge at the main docking area? Also, will we be allowed to store / stage materials at the main docking area? making sure that we have a place to dock the barge and that we have staging / laydown area right on shore…seeing that there is a 6 hour window of when we can load and unload the barge, we would like to land equipment and materials on the island side, close to the main dock area…hope that makes sense. As we off load, we would like to store equipment and materials nearby and then move them to the actual jobsite, so it is only temporary. It would be about a 60’ x 80’ section that would be needed Answer: We will provide space close to the Dungeness Dock for contractor to temporarily store/stage material in order to transport back and forth. We ask that the staging area stay approximately 100 yards to the South of Dungeness Dock near the tree line so not to impose on the visitor’s experience and boarding procedures to park ferry. Materials stored there must be then transported as soon as possible.

It cannot be used as a permanent storage area for material for the duration of the project.

Question #3: There is a tree that is slightly overhanging the existing fuel tank area. The SOW calls for a 12’ high roof and this will interfere with the tree / limb. Will the NPS be responsible for this? Or, please advise.

Answer: Any trees or limbs that need to be removed for the fuel tank project will be removed by the Government.

Question #4: We understand that NPS support vessels use the beach area North of the dock to load unload equipment at high tide. Do you have information on the depth of the area identified in the photograph i.e., would a barge with a 2-3 ft draft be able to anchor during high tide in that area in able to load/unload materials?

Answer: We cannot be sure of the depth in this area during high tide, as there are many deciding variables that change constantly to give a specified depth.

Question # 5: The existing concrete pad appears to be in good condition, is there a reason to have it replaced? Replacing the concrete pad will increase project costs without providing an obvious benefit.

Answer: We are unsure of the condition of the concrete under the tanks and within the concrete itself.

Due to the age of the pad itself, we do not want to risk a chance of the old pad beginning to crack and deteriorating after the new tanks have been put in place. Requiring us then to remove the new fuel tanks and lay a new pad.

Note: An updated Statement of Work (SOW) is not attached to this amendment. Any answers or clarifications that add to or change any information currently in the SOW will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated/clarified information.
