140P5420Q0029 Amendment 1 Attachment 1
Question #1: Would you consider composite bridge materials as long as it meets or exceeds all design requirements for FDOT approvals on bridge and boardwalk materials? It would be lighter weight and because it is in a harsh environment it will weather much better and longer than steel.
Answer: Any product offered must meet or exceed the specs required. You are invited to submit your offer for evaluation by the technical team to determine if it meets/exceeds the need.
Question #2: Please verify design load.
Answer: The design load of the bridge should have been described as 40# / sq. ft. which equates to a higher rating than the 15,000 lb rating currently in our requirements
Question #3: We note that it is to span the Halfway Creek Canal and next to the HQ. However, there is a lot of water around the property and cannot tell exactly where this bridge is to be placed. Is it possible to post pictures or map with the bridge’s exact location for our reference?
Answer: Yes. See attached. (Atch 2 to Am 1-Layout & Picture.pdf)
Question #4: Would the Government please consider postponing the planned site visit or offering a supplemental opportunity, as we are unable to attend the date specified?
Answer: No, however, the location is accessible to the public
Question # 5: Would the Government consider an alternative technical concept of a prefabricated aluminum pedestrian bridge in lieu of hot-dipped galvanized steel?
Answer: See Question #1
Question #6: As it appears likely that contract execution, general conditions deliverables, permanent material purchase order(s), shop drawing approval, production scheduling, shop fabrication and delivery coordination would consume far more than 120 calendar days, would the Government please consider a limited notice to proceed for procurement, prior to beginning the 120 allowable contract days ?
Answer: The solicitation requires that you submit your proposed timeline along with your offer, that would be the time to indicate your proposed (realistic) period of performance
Question #7: Is there a targeted budget or estimate for this project?
Answer: No. A price range is only provided for construction projects. This is a service to provide a pre-fab pedestrian bridge and set it in place.
Question #8: What is the engineer’s estimate and budget for the project?
Answer: Refer to question # 7
Question #9: Is there a bid bond required and if so, is there a required bid bond form to be used?
Answer: No.
Question #10: Is this meant to be a design-build?
Answer: No. This is a supply/service project requiring a pre-fab pedestrian bridge to be set in place.
Question #11: Are there any plans and specs for this project?
Answer: All available information has been posted in the original solicitation and this amendment.
Attachment 1
Question #12: Is the geotechnical report available yet?
Answer: Not before award, but will be provided before performance and the volume of 57 stone needed to reach needed soil bearing capacity will be provided by the Government
Question #13: Will all testing and inspections be covered by the Owner?
Answer: Yes
Question #14: Are there any permits required and if so are there any fees associated with the permits?
Answer: Yes. See attached (Atch 3 to Am 1-Permits.pdf)
Question #15: Is the contract time 120 days? That is likely not enough time to have the bridge shop drawings prepared, approved and put into production in order to receive the bridge in 120 days.
Answer: See question #6.
Question #16: Do you have as-builts for the sewer main and fibrotic line running in the area of the bridge.
Answer: Yes and locates have been completed (See Atch 4 to Am 1-Seagrape utility as-builts.pdf)
Question #17: After seeing the approximant location for the bridge it appears it my conflict with some mangrove trees who is responsible for the trimming/ removal and mitigation cost permits.
Answer: The government
Question #18: Are we allowed to set up cranes on both side of the canal.
Answer: Yes
Question #19: What elevation is the top of precast abutments supposed to be at.
Answer: Elevation which allows bridge tread surface to meet existing grade at each end of bridge, while maintaining a level placement for the length of the bridge
Question #20: What is the engineers estimate.
Answer: A price range is only provided for construction projects. This is a service to provide a pre-fab pedestrian bridge and set it in place.
Question #21: What is the estimated start date.
Answer: Within 10 days of award.
Question #22: Will you be posting an updated Performance Work Statement (PWS)?
Answer: Not with this amendment. Any answers or clarifications that add to or change any information currently in the performance work statement will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.

Question #24: Are there any permits currently associated with the scope of work for the Project? If there are, when and will they be made available for prospective bidders?
Answer: Yes. See attached (Atch 3 to Am 1.pdf)
Question #25: It is noted in the solicitation that there are 120 days allocated for completion of the Project. Will those be consecutive calendar days or working days?
Answer: Consecutive. This is a solicitation for a pre-fab pedestrian bridge, not for the construction of a bridge. The solicitation requires that you submit your proposed timeline along with your offer, that would be the time to indicate your proposed (realistic) period of performance.
Question #26: Would aluminum vs galvanized for the Bridge structure be acceptable?
Answer: See Question #1
Question #27: Is the proposed location of the pedestrian bridge fixed? Meaning, in order to miss underground utilities can the location of the bridge be shifted either direction paralleling the canal? If so, what would the tolerance of relocation be?
Answer: Approximately 5 feet in either feet in either direction, but only if utilities cannot be avoided.
This location was selected to minimize encroachment on existing Mangroves
Question #28: If relocation of the proposed bridge alignment is allowed, who would be responsible for trimming/removal of the surrounding vegetation?
Answer: The government
Question #29: Would cast in place versus precast be acceptable regarding the bridge abutments?
Answer: No
Question #30: Can you provide a Survey of both properties in which the Bridge will be placed? Please include on Survey or provide additional information that indicates any and all utility locates within the work area.
Answer: Yes, attached, but to be used only as reference. Contractor responsible for verification of elevation of bridge placement. (Atch 4 to Am 1-Seagrape utility as-builts.pdf)
Question #31: When will the geotechnical report be available to prospective bidders?
Answer: See Question # 12.

Answer: No
Attachment 1

Question #35: What is the disposition of the existing mangroves and based on your desired layout of the proposed bridge will any of them require removal and/or trimming? If so, what are the requirements for this work?
Answer: The government. See question #28.
Question #36: We will need adequate access for construction to both sides of the canal. Are there any restrictions we should be aware of regarding this?
Answer: No
Question #37: Please provide an as-built drawing of the existing utilities that seem to be very close to were we were shown the bridge is to be built.
