SECTION 01 10 00
SUMMARY OF WORK
PART 1 - GENERAL
1.1 SUMMARY
A. This work consists of providing all labor, materials, and equipment to switch the water supply for the Bill Roberson Center (BRC) from the existing well in the BRC building to another existing well located near the Fire Cache Warehouse approximately 300 feet west of the BRC.
B. The work site is at the Bill Robertson Center located in Everglades National Park. The Bill Roberson Center is located approximately 8 miles inside the park from the main park entrance. The main park entrance is on State Road 9336 approximately 10 miles west of the Homestead and Florida City area. GPS Coordinates of the Bill Robertson Center are North 25.390º Latitude, West 80.681º Longitude.
C. NPS Drawing Number 160/152,923 is incorporated as part of these specifications and included in the work of this project.
1.2 SEQUENCE WORK
A. In order to facilitate changing over the water service from the Bill Robertson Center Well to the Fire Cache Well the work shall follow the following sequence.
1. Install the pumps in the Fire Cache Well and install all piping and new equipment to the proposed connection point for the BRC building water service. Reused equipment will need to remain on the existing system and temporary bypass at these locations will be required.
2. Allow the NPS operate the new pumps and piping in order to gather 10 consecutive days of water samples from the Fire Cache Well.
3. Disconnect the building water service from the BRC Well and reconnect it to the Fire Cache Well. Relocate equipment to be reused.
4. Plug the existing BRC well and remove the existing piping, pumps, and equipment associated with the BRC Well.
1.3 USE OF PREMISES AND WORK RESTRICTIONS
A. Use of Site: Limit use of the premises to the area immediately adjacent to the work site. Do not disturb portions of the site beyond the work area.
B. Preservation of Natural Features: Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
C. Preservation of Cultural Resources: No known archeological resources are in the area of this construction. If previously unknown archeological resources are discovered during the work of this project, the Contractor will immediately stop work in the area of discovery and notify the Contracting Officer. An equitable adjustment will be made in accordance with the Changes clause of the contract.

D. Start of Work Notification: At least two weeks prior to the start of on-site work, the Contractor shall notify the Contracting Officer of the intended start date. This will allow government personnel to conduct a final review the work site for any resource issues prior to the start of construction.
E. Threatened and Endangered Species: The following threatened or endangered species could be encountered in the project area: Wood Storks, Eastern Indigo Snakes, Bonneted Bats, Florida Panthers, and American Crocodiles.
1. All sightings of these species shall be reported to the Contracting Officer.
2. When an endangered species is present or observed on the work site, work shall be postponed until the individuals leave the area.
3. Follow the Standard Protection Measures for the Eastern Indigo Snake published by the U.S.
Fish and Wildlife Service, August 12, 2013. This includes notifying the Fish and Wildlife Service 30 days prior to beginning on-site work to certify the standard protected measures will be complied with on this project.
4. At the beginning of each day, any open trenches or excavation shall be inspected for the presents of Eastern Indigo Snakes or other wildlife.
5. At the start of the project, all on-site employees shall receive training to identify threatened and endangered species which maybe encountered on the site.
F. Non-native species: To prevent the spread of non-native species into the park, the Contractor shall do the following:
1. Construction equipment brought to the site shall be cleaned of any foreign material which could contain non-native plants, seeds, animals or noxious weeks.
2. All materials (including fill dirt and aggregates) shall be free of non-native invasive plants and animals, and noxious weeds.
G. Runoff: Install silt fence downhill from all earth disturbing activities.
H. Protection Of Public: Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry.
I. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, except when otherwise indicated. Requests for any work outside those hours, including weekends and holidays, must be submitted for approval at least 48 hours in advance.
J. Hurricanes: The government requires closing of operations between 72 and 48 hours of anticipated landfall of a tropical storm or hurricane as determined by the National Park Service. All project materials will be adequately secured or removed from the site within that time frame.
1.4 EXISTING UTILITIES
A. Maintaining Utility Service:
1. Minimize utility interruptions.
2. Provide 24 hour notification for planed utility interruptions.
3. Interruptions to utility services shall be limited to one hour. For the water system, the one-hour requirement is for providing pressurized water to the water system. It is understood the system may not be considered potable for a longer amount of time during equipment start-up and water sampling.
B. Locating Existing Utilities:
1. Call Sunshine 811 to locate underground utilities prior to any ground disturbing activities.
2. Notify the Contracting Officer prior to any ground disturbing activities.

3. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
4. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the changes clause of the contract.
C. Utility Breaks: The electric and/or telecommunication company shall immediately be notified of damage to their utilities. For water and sewer breaks, the Government shall be immediately contacted at the 24-hour dispatch center 305-247-7272.
1.5 ACCIDENT PREVENTION
A. Before on-site work begins, submit a written accident prevention plan containing the following:
1. Identification of personnel responsible for safety at and both corporate and project level including on-site personnel.
2. Emergency Response Plan including site specific emergency contact information and location of the nearest emergency room.
3. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees. The plan shall address issues such as confined space, trenching, heavy equipment operations, visitor safety, and demolition safety.
B. The Contractor shall follow all federal, state, and local safety and health requirements
C. The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
1.6 QUALITY ASSURANCE
A. The Contractor shall provide daily reports of construction activity. The form of the report is up to the Contractor but the report shall include the following information:
1. Date
2. Project Title and Contract Number
3. Contractor’s name and On-site Superintendent’s name
4. General description of weather and ground conditions
5. Number of employees (including sub-contractors) working on-site. Employees shall be listed by job categories.
6. List of equipment working on-site.
7. Description of work performed
8. Any issues arising including disputes, unforeseen circumstances, differing site conditions, delays, accidents, etc.
B. Reports shall be e-mailed to the Contracting Officer on a weekly basis.
1.7 PRECONSTRUCTION CONFERENCE:
A. Before start of construction, the Contracting Officer will arrange a meeting with the Contractor. The meeting agenda will include the following as a minimum: correspondence procedures, designation of responsible personnel, payments to the Contractor, park rules and regulations, construction schedule, submittals, and project closeout requirements.

1.8 SUBMITTALS
A. All submittals shall be transmitted electronically in PDF or MS Word format.
B. Pre-Construction Submittals:
1. Submit a Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work.
2. Submit a Schedule of Values showing the breakdown of the Contract amount into appropriate units of work. Include general condition costs, overhead, and profit in each part of the work and not as separate items. The Schedule of Values will form the basis for progress payments as provided for in the General Provisions.
3. Submit a safety plan per the accident prevention paragraph of this section.
B. Material Submittals:
1. All material submittals shall be transmitted using National Park Service form DSC-1(CS). No action will be taken on a submittal item unless accompanied by the transmittal form.
2. As specified in the individual sections, forward submittals to the Contracting Officer at least 21 days before need for approval.
3. The Government will return the submittals either approved, approved with notations, or disapproved.
C. Post Construction Submittals:
1. Project Record Drawings: Maintain one complete set of contract drawings. Clearly mark changes, deletions, and additions to show actual construction conditions. Show additions in red, deletions in green, and special instructions in blue.
2. Operation and Maintenance Data:
a. Format
1) Provide one paper copy and one electronic copy.
2) The paper copy shall be provided in a 3-ring binder (or binders) with a Cover Sheet and Index. The cover sheet shall identify the project title, location, park, contract number, prime contractor's name, and date. The binder shall have tabbed dividers for each section in the index.
3) The electronic copy shall be a collection of PDF files for each document. The files shall be named for easy association of the file with the associated piece of equipment.
An electronic copy of the cover sheet and index shall also be provided.
b. Contents
1) Manufactures Data: Provide all available data, including installation and operating instructions, parts lists, electrical and mechanical schematics, control circuit documentation, performance data, safety instructions, etc.
2) Equipment Data Sheets: For each item of equipment included in the operation and maintenance data, provide an Equipment Data Sheet using a form provided by the Contracting Officer.
3) Vendor Furnished As-Built Drawings: For each control system, provide control circuit schematic drawings. Identify each wire and terminal block number. Show terminal numbers on all control devices. Show control wires and devices remote from the control panel.
1.9 CONSTRUCTION MATERIALS:
A. Some the water system equipment is shown to be reused at the new well location. Otherwise, all materials, including borrow and aggregates, shall be Contractor furnished from outside the park.

1.10 DISPOSAL
A. Some the water system equipment is shown to be reused at the new well location. Otherwise, all other removed material including, soil and rock, becomes the property of the Contractor and shall be disposed of outside the park.
1.11 FIELD VERIFICATION:
A. Field verify all new and existing dimensions affecting the work of this contract before ordering products. Any discrepancies between construction drawings, construction specifications, and field conditions shall be brought to the attention of the Contracting Officer before work is to be performed. Any work that is performed without notifying the Contracting Officer will be done at the contractor's own expense.
PART 2 - PRODUCTS
2.1 FIRST AID FACILITIES
A. Provide adequate facilities for the number of employees and the type of construction at the site.
2.2 PERSONNEL PROTECTIVE EQUIPMENT
A. Meet requirements of NIOSH, where applicable, as well as ANSI.
2.3 SANITARY FACILITIES
A. Sufficiently lighted and ventilated toilet facilities in weatherproof, sight proof, sturdy enclosures.
The Contractor shall not use the restroom facilities provided for the public. Place in approved locations secluded from public observation and convenient to work stations.
PART 3 - EXECUTION
3.1 SUBSTANTIAL COMPLETION AND FINAL INSPECTION
A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish.
At time of final inspection, project shall be thoroughly clean and ready for use.
B. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request.
C. If the project is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.
D. After all deficiencies have been corrected, a Letter of Acceptance will be issued.

SECTION 02 41 00
DEMOLITION
PART 1 - GENERAL
1.1 DESCRIPTION
A. The work of this section consists of demolition and removal of water treatment equipment, piping, and the existing well.
1.2 SUBMITTALS
A. Per Section 01 10 00
B. Provide evidence of licensure for the water well contractor who will abandon the existing well.
C. Provide a plan detailing the method proposed for abandoning the well.
D. Close out Submittal: Provide the Government copies of all forms. well logs, and paperwork concerning the well abandonment filed with the Florida Department of Health.
1.3 QUALITY ASSURANCE
A. Comply with safety requirements for demolition, ANSI A10.6.
B. Work to abandon the existing well shall be performed by a water well contractor licensed by State of Florida.
1.4 PROJECT CONDITIONS
A. Ensure safety of persons in demolition area. Provide temporary barricades as required.
PART 2 - PRODUCTS Not Used
PART 3 - EXECUTION
3.1 WELL PLUGGING
A. The existing well shall be abandon per Florida Administrative Code 40E-3.531
B. After abandoning the well, the building floor shall be patched with concrete. Trowel to match the existing concrete floor.

3.2 DEMOLITION
A. Concrete: Remove structures to a minimum of 2 feet below grade. Break remaining portions to permit drainage.
B. Water piping and equipment: Completely remove. Patch all wall penetrations after removal of the pipe.
C. Electrical: See Section 26 00 00.
3.3 SALVAGE
A. Items to be salvaged and reused are shown on the drawings.
B. Remove carefully equipment to be reused. Property store the items until re-installed.

SECTION 26 00 00
ELECTRICAL
PART 1 - GENERAL
1.1 DESCRIPTION
A. The work of this section consists of general electrical materials and methods. Electrical materials that are a part of equipment specified under other sections shall meet the requirements of this section, unless part of larger factory-assembled equipment.
B. As specified and as shown, furnish, install, test, and place in satisfactory and successful operation all equipment, materials, devices, and necessary appurtenances to provide a complete and operable electrical system.
1.2 QUALITY ASSURANCE
A. Worker's Qualifications: All electrical work shall be performed by licensed electricians or under the direct supervision of a licensed electrician.
B. Codes and Regulations:
1. All work shall meet requirements of governing codes and regulations, NFPA 70 (NEC), and
NESC.
2. Advise the Contracting Officer of conflicting codes or conflicts between codes and drawings and specifications.
3. When the requirements of specifications or drawings are more stringent than the codes, regulations, or standards, the specifications or drawings shall prevail.
4. The electrical installation shall meet the requirements of NECA Standard of Installation, except where otherwise specified.
C. UL Listing:
1. All electrical materials and equipment shall meet requirements of the applicable standards of
UL if UL standards exist for such materials and equipment.
2. The UL authorized listing mark is acceptable as evidence that the materials meet this requirement.
3. In lieu of UL authorized listing mark, the Contractor may submit independent proof satisfactory to the Contracting Officer that the materials meet the standards.
4. Materials and equipment shall be installed only for their intended operational purpose.
D. Standard Products: Provide only new electrical equipment of current standard design.
E. Finished Surfaces:
1. Finished surfaces of existing facilities that are marred, scratched, or damaged shall be refinished to match original condition.
2. Building surfaces that have been altered for the proper installation of electrical equipment shall be restored by skilled personnel of the trades involved at no additional expense to the Government.
F. Polychlorinated Biphenyl (PCB): Equipment containing PCB is not acceptable.

1.3 INTENT OF CONSTRUCTION DRAWINGS
A. Electrical drawings do not attempt to show complete details of building construction that affect installation. Diagrams are schematic only and do not necessarily show physical arrangement of equipment. Refer to drawings of other trades for additional details which affect work.
B. Conduit, conductor and ground connections are shown diagrammatically only. Layout does not necessarily show total number of conduits or conductors for circuits required and should not be used for obtaining quantities for linear runs of conduits or wires. Locations of indicated runs are not intended to show actual routing of conduits. Provide additional conduits and wire wherever needed to complete installation of specific equipment furnished.
C. Locations of outlets on drawings are approximate and may be distorted for clarity in representation.
D. Install electrical outlets and other equipment clear of and in proper relation to radiators, ducts, grilles, pipes, and other equipment, and items such as cabinets and counters.
E. Changes such as offsetting conduit runs, moving outlets, or other minor changes necessary to facilitate installation shall be made at no additional expense to the Government.
1.4 COORDINATION OF WORK
A. Coordinate electrical work with the work of the various trades on the project.
1.5 SUBMITTALS
A. As specified in Section 01 10 00.
B. Submit manufacturer's literature for items listed below.
1. Wire and cable
2. Wiring devices
3. Circuit breakers, fuses
PART 2 - PRODUCTS
2.1 RACEWAYS AND FITTINGS
A. Raceway Systems: Schedule 40 and Schedule 80 rigid PVC conduit, UL 651.
B. Conduit Within or Under Buildings in Contact with Bare Earth: Schedule 40 PVC conduit suitable for direct burial.
2.2 WIRE AND CABLE
A. Color Coding:
1. Conductors sized smaller than No. 6 AWG shall be color coded. Neutral and equipment grounding conductors sized No. 6 AWG and larger may be marked with colored plastic marking tape at each end and at every point where wire is accessible.
2. For single phase voltages, black and red for phases, white for neutral; and green for ground.

B. Branch and Feeder Circuits:
1. Conductor insulation shall be rated for 600 volts.
2. Conductor size shall meet requirements of NFPA 70, or the sizes shown on the drawings if larger, and for feeder and branch circuits shall be No. 12 AWG minimum.
3. Wire sizes are for copper.
4. Copper clad and aluminum conductors are not acceptable.
2.3 WIRING DEVICES
A. Ground Fault Circuit Interrupter Receptacle (GFCI): Duplex 20-ampere with NEMA 5-20R configuration, UL 943-95, Class A, Specification grade. Receptacle shall have built-in surge and load noise suppression, with feed-through capability to protect branch circuit beyond GFCI receptacle against ground fault, and test and reset buttons. Indicator light shall glow only when tripped. Color shall be white.
2.4 LIGHTING FIXTURES
A. Provide all accessories required for a complete and operable system. Provide plates, barriers, or rings to cover any exposed ceiling material between fixture canopy or pan and outlet box. Fixtures installed in damp and wet locations shall be UL listed and marked "Suitable for Wet Locations."
2.5 MOTOR STARTERS
A. General: Size for the motor unless a larger size starter is shown. Provide NEMA type enclosures intended for the specific starters. For all starters, provide integral overload protection, manual reset type, standard, slow, or quick-trip, depending on the application. Overload devices in controllers may be either melting alloy or bimetallic type. In rating overload devices, use actual nameplate value of motor current.
2.6 PANELBOARDS
A. Enclosures and Bus: As shown on the panelboard schedule. Complete with protective devices and enclosures, copper buses, ground and neutral bars as required, front covers with door and built-in lock. Protective devices shall be removable without disturbing adjacent units. Subpanel neutrals shall be insulated from their enclosures and grounds. Panelboards used as service entrance shall be UL listed as suitable for service entrance equipment.
B. Circuit Breakers: Thermal-magnetic, multi-pole breakers shall automatically open all poles when an overload occurs in any pole. External tie-handle construction where adjacent poles are on the same phase or leg will not be accepted. Tandem breakers are not acceptable. Branch circuit breakers used for switching duty shall be UL listed as SWD type. Ground fault circuit interrupter protection as required by NEC shall be provided by ground fault circuit interrupting breakers.

PART 3 - EXECUTION
3.1 RACEWAY AND FITTINGS:
A. Replace crushed, deformed, or clogged raceway.
B. Make cuts square, removing sharp edges.
C. Run raceway plumb, level, and in a direct line, with long sweeping bends and offsets. Make changes in direction of raceway with symmetrical bends or metal fittings. Bends shall not kink or reduce the internal diameter. Follow manufacturer's recommendations for handling, bending, coupling, and installing nonmetallic conduit.
D. Make joints tight. Do not use nonconductive material at joint locations before joints are made.
Provide expansion joints as necessary for PVC.
E. Securely mount raceway using manufactured supports, connectors, and securing devices. Support nonmetallic conduit with straps and clamps.
F. Make transitions between nonmetallic conduits and metallic boxes with manufacturer's standard adapters designed for such purpose.
G. Clean raceway before pulling in conductors. In raceway without wiring, install nylon pull string of minimum 100-pound strength, allowing 12 inches excess at each end.
H. Underground conduit shall have watertight joints.
I. Install conduit following manufacturer's recommendations. Backfill from tie-in point toward end of conduit run.
J. Grout around conduit tie-ins entering manhole, vault, handhole, or building walls. Where conduit enters buildings, seal openings with approved duct seal to prevent circulation of air or moisture.
3.2 WIRE AND CABLE
A. Install all single conductor THHN/THWN interior wire and cable in raceways.
B. Taps and Splices: Permitted only in junction or outlet boxes. Use only copper insulated-wire connectors, bolted and taped connectors, or crimp connectors.
3.3 INSPECTION
A. Demonstrate that electrical work operates satisfactorily and in accordance with the requirements of the drawings and specifications. Before final inspection, remove the front covers on all panelboards, and wire gutters. Replace covers after the final inspection is completed.
3.4 TESTING
A. General:
1. Make all specified tests in the presence of the Contracting Officer.

2. Furnish all instruments and provide qualified personnel to perform all tests in accordance with the drawings and specifications.
3. Perform all tests at no additional expense to the Government.
4. Operate all electrical equipment within the ranges specified by manufacturer.
5. Correct defects revealed by the tests.
B. Conductors: Prior to energization of circuitry, test installed wires and cables to ensure that insulation resistance levels are adequate, test wires and cables for electrical continuity and for short-circuits.
C. Wiring devices: Ensure proper polarity of connections. Prior to system energization, test wiring devices in accordance with manufacturer's recommendations.
3.5 EXISTING EQUIPMENT AND WIRING
A. Surface Wiring Systems to be Abandoned: Remove conduit, wire, boxes, and other components to nearest outlet, device, or panelboard that is to remain in use.
B. Concealed Wiring Systems to be Abandoned: Remove wire, devices, and other components to nearest outlet, device, or panelboard that is to remain in use. Install blank faceplates on abandoned outlet boxes.
C. Modify existing electrical installation as required by new construction. Provide necessary conduit system, wire, and connections for a complete and operable system.
D. Removing Existing Equipment: Existing equipment specified to be removed becomes property of Contractor and shall be removed from site, unless otherwise specified.

UTILITY TRENCHING AND BACKFILL
PART 1 - GENERAL
1.1 DESCRIPTION
A. The work of this section consists of excavating and backfilling for utility trenching. All trenching will be open cut.
1.2 PROJECT CONDITIONS
A. Arrange construction sequences to provide the shortest practical time that excavations will be open to avoid hazard to the public, and to minimize the possibility of trench collapse.
1.3 EXCAVATION CLASSIFICATION
A. Regardless of the nature of material excavated, all excavation will be considered unclassified.
1.4 QUALITY ASSURANCE
A. All compaction testing and gradation analysis will be arranged and paid for by the Contractor. Tests shall be performed by an independent testing laboratory.
B. All references to percent of maximum density will be as determined by ASTM D698 (Standard Proctor Test).
C. In-Place Soil Density Testing: Procedures used by the Contractor will be in accordance with ASTM D1556, (Sand-Cone Method), or ASTM D6938, (Nuclear Methods). Contractor shall perform two test on the embankment fill at locations determined by the Contracting Officer.
1.5 SOIL CONDITIONS
A. The contractor should expect the existing ground to be a thin layer of soil over limerock.
PART 2 - PRODUCTS
2.1 GENERAL
A. All backfill material shall be approved before use and be free of cinders, ashes, ice, frozen soil, large hard clods, organic debris, or other deleterious items. Excavation materials may be reused as backfill as approved.

2.2 TRENCHING BACKFILL
A. Materials used in backfill, as shown in trench details, are defined as follows:
1. Bedding and Select Backfill: When rock, unstable material, or wet trench is encountered at the excavated grade for utility installation, bedding is required. Materials shall be predominantly sand and gravel, having a plasticity index less than 6. Bedding may be omitted if, in the opinion of the Contracting Officer, the excavated trench bottom will adequately support and not damage the utility line.

2. Trench Backfill:
a. Soils that contain no rock larger than 6 inches at greatest dimension. If expansive clays are present, such content shall not exceed one-third of the material by volume, and shall be well mixed with non-cohesive soils.
B. Excavated materials meeting the backfill requirements shall be used before importing backfill material.
2.3 PAVEMENT PATCHING
A. Hot Mix Asphalt, FDOT Standard Specification Section 334. Superpave mix design for Traffic Level A, SP-12.5 coarse-graded aggregate, and PG 67-22 binder.
B. Concrete: 4,000 psi mix at 28 days.
PART 3 - EXECUTION
3.1 TRENCHING AND BACKFILL
A. Trenching Guidelines: Excavate the trench to the approximate level of the top of the utility line to be installed, using adequate trench width and side slopes to safely accommodate worker access.
Continue excavating for the utility line, to a width not greater than is shown on the appropriate trench detail.
1. Rocky Trench Bottom: Where ledge rock, hard pan, boulders, or sharp-edged materials are encountered, over-excavate a minimum depth of 6 inches below the bottom of the utility exterior wall to permit adequate bedding preparation. The installed utility shall have at least 6 inches of clearance from any rock protrusion.
2. Unstable Trench Bottom: Secure approval of depth of over-excavation and stabilization method. For wet trench construction, use approved method of dewatering through diversion, damming and pumping, well points, or underdrain systems. Dispose of removed fluidized materials as approved. Use bedding material to build a suitable foundation to within 6 inches of finished utility grade, prior to bedding with the specified material. Compact layers to 95 percent of maximum density in not greater than 6-inch layers. Do not proceed with utility installation until wet trench and unstable conditions are under control.

1. Compaction: Use vibratory compactors for sands and gravels (non-cohesive soils). Use mechanical tampers for sand and gravel containing a significant portion of fine-grained material, such as silt and clay (cohesive soils). Hand tamp around pipe or cable to protect the lines until adequate cushion is attained. Puddling or water flooding for consolidation of backfill or compaction by wheel rolling with construction equipment will not be permitted.
2. Bedding: Compact the specified material to 95 percent of maximum density to the finished utility grade.
3. Utility Installation: Shape the trench bottom to ensure uniform contact with the full length of the installed line and remove any sharp-edged materials that might damage the line.
Compaction shall be maintained beneath the line.
4. Select Backfill: Fill by hand placement around the utility to just over half depth, and compact in a manner to ensure against lateral or vertical displacement. Place select backfill to 12 inches above the utility line by hand placement in not more than 6-inch layers. Compact each layer to 95 percent of maximum density.
5. Backfill: Fill and compact in 8-inch maximum layers to 90 percent of maximum density.
3.2 SHORING AND SHEETING
A. Construct and maintain all shoring, sheeting, and slope lay-back necessary to protect the excavation, as needed for the safety of the employees and as required by applicable State and Federal laws.
B. For excavations over 5 feet deep, provide suitable barricades for worker protection. When work area is left open and unattended by Contractor, provide suitable barricades for public safety, regardless of trench depth.
C. For excavations over 4 feet deep, provide suitable exit means in accordance with applicable provisions of OSHA.
D. Do not remove timber or sheeting if it is in a compacted zone. Instead, trim it off at a safe level above that zone.
E. As directed, remove all other sheeting and shoring when safe to do so.
3.3 UNDERGROUND UTILITY MARKING
A. Install per Section 33 05 26.
3.4 SURFACE FINISH WORK
A. Grade all disturbed areas to a finish ordinarily obtained from a blade grader, with no abrupt changes in grade or irregularities that will hold water.
B. Grass and Mowed Areas: Grade to the level of the existing ground. Hand rake to a smooth final finish. Remove all loose rocks over 1.5-inch diameter and all rocks protruding more than 1 inch out of the ground.
C. Asphalt Paved Areas: Replace removed paving and base course with new asphalt material.
Minimum thickness 3-inches. Saw cut pavement edge to a true line and broom as needed prior to paving. The asphalt material shall be compacted in layers not exceeding 2 inches in thickness. The asphalt shall be compacted with a steel-wheel, vibratory roller weighing over 1500 lbs.

D. Concrete Pavement: Saw cut edges to a smooth finish. Compact subgrade and level to a smooth grade. Place concrete a minimum of 4-inches thick. Finish to match the existing pavement.
E. Clean-Up: Prior to final inspection and acceptance, remove all rubbish and excess material for disposal as approved, and leave area in a neat, satisfactory condition.
3.5 DISPOSAL
A. Dispose of surplus and unsuitable material as specified in Section 01 10 00.

UNDERGROUND UTILITY MARKING
PART 1 - GENERAL
1.1 DESCRIPTION
A. The work of this section consists of furnishing and installing utility line marking.
1.2 SUBMITTALS
A. As specified in Section 01 10 00.
B. Marking Tape:
1. Sample: Provide a 24-inch strips of tape.
C. Tracer Wire:
1. Catalog Cuts: Provide for the wire, connectors, access points and ground rods.
2. Sample: Provide a 24-inch length of wire.
PART 2 - PRODUCTS
2.1 TRACER WIRE AND ACCESSORIES
A. Wire: Copper-clad steel wire 14-AWG High Strength with a minimum 250 lbs breaking load.
Minimum 30 mil HDPE insulation thickness. Color coded to the utility line type per APWA standard for utility being marked.
B. Connectors: Direct bury wire connectors shall be specifically manufactured for use in underground tracer wire installations. Connectors shall be dielectric silicone filled to seal out moisture and corrosion and shall be installed in a manner as to prevent any uninsulated wire exposure. Connectors shall lock onto the wires to prevent pullout. Non-locking, friction fit, or tapered connections are prohibited.
C. Access Points: Two-terminal above ground access point including a manually interruptible conductive/connection link between the terminal for the tracer wire connection and the terminal for the ground rod wire connection. Color coded to the utility line type per APWA standard for utility being marked.
D. Grounding Points: Grounding points shall use a 1.5-lbs drive in, magnesium ground road with a minimum 20 foot #12 red HDPE insulated copper-clad steel wire connected to the rod.
E. Manufacturer: Tracer wire and accessories shall be manufactured by Copperhead Industries, Monticello, MN or approved equal.

2.2 MARKING TAPE
A. Tape: 3” width, 4.0 mil thickness. 38-lbs tensile strength per ASTM D882.
B. Printed Message: Identify buried utility line tape with imprint such as "Caution: Sewer Line Below". Repeat identification at approximately 24 inch intervals.
C. Color: Tape color shall meet the APWA color code for the marked utility.
D. Manufacturer: Reef Industries, Inc., Houston, Texas, or approved equal.
PART 3 - EXECUTION
3.1 TRACE WIRE INSTALLATION
A. Tracer Wire shall be installed as a single continuous wire except where using approved connectors.
No looping or coiling of wire is allowed.
B. Tracer wire shall secured to the pipe at 10-foot intervals.
C. One foot of excess/slack wire is required in all tracer wire access points after meeting final grade.
D. Ground rods shall driven into the virgin soil directly beneath and in line with the utility.
E. Testing: The government will test the tracer wire system using low frequency line tracing equipment prior to acceptance.
3.2 MARKING TAPE INSTALLATION
A. Install tape in backfill directly over each buried utility line as shown.

PART 1 - GENERAL

PART 2 - PRODUCTS
2.1 PVC PIPE AND FITTINGS
A. Pipe: ASTM D1785 Schedule 80. Fittings: ASTM D 2467 Schedule 80. PVC material shall be ASTM D1784 Cell Classification 12454. NSF listed for drinking water.
2.2 VALVES
A. Ball valves shall be PVC with EPDM seals and PTFE seats. Valves shall have 2-way blocking capability and a tee shaped polypropylene handle. PVC shall conforming to ASTM D1784 Cell Classification. Valves shall be rated 150psi at 70°F.
2.3 WATER SYSTEM PUMP
A. Convertible Jet Pump, 2-hp/230v/1-phase, 20.8 gpm at 50 psi at 15’ suction head, NEMA open drip proof motor, include shallow well package. Goulds Model HSJ20N, or approved equal
2.4 TRUCK FILL PUMP
A. Self-priming centrifugal pump, 2-hp/230v/1-phase, 67 gpm at 30 psi and 15’ suction lift, NEMA open drip proof motor. Goulds Model GT20 or approved equal.

2.5 PRESSURE TANK, CONTACT TANK, FILTER HOUSINGS, CHEMICAL FEED EQUIPMENT
A. Reuse the existing equipment.
2.6 BACKFLOW PREVENTER
A. ASSE Standard 1015, less than 6 psi pressure loss at 100 gpm. Watts Series 007 or approved equal.
Assembly includes isolation valves.
2.7 DRINKING FOUNTAIN
A. Combination drinking fountain and bottle filler. Fountain shall deliver 8.0 gph of 50° F degree water at 90° F ambient and 80° F inlet water. Basin shall be designed to eliminate splashing and standing water. Bubbler shall be a low flow, one piece construction with flexible guard and operate between 20 and 120 PSI. Stainless steel basin and sandstone powder-coated cabinet finish. Cooling system shall use R-134a refrigerant. Shall comply with:
1. ANSI/ICC A117.1
2. UL listed
3. ANSI/NSF 61G
B. Model P8SBF as manufactured by Oasis International, or approved equal.
2.8 WELL SEAL
A. Cast iron compression plates, corrosion-resistant zinc-plated bolts, and thick PVC molded gasket.
Model DH6 as manufactured by Campbell Manufacturing Inc, or approved equal.
2.9 EQUIPMENT SUPPORTS
A. Series 1000 channel framing system made by Unistrut, or approved equal. Channel and fittings shall be hot-dipped galvanized. Bolts and nuts shall be stainless steel.
PART 3 - EXECUTION
3.1 PIPING
A. Threaded Joint: Cut threads accurately with sharp dies. Assemble screwed joints after applying Teflon tape to male threads. Once the joint has been tightened, backing off will not be permitted unless new tape is applied to the threads.
B. Solvent Cement Joining
1. The pipe must be cut square. The outside and inside edges are to be deburred.
Surfaces to be cemented shall be clean and free of foreign material.
2. Liberally applying primer to both the pipe and socket fitting so that it flows onto and soaks into the plastic. The primer should be applied to the pipe ends an equal distance to the corresponding fitting socket depth.
3. Apply liberal coat of cement to pipe to the depth of the socket, leave no uncoated surface.

4. Apply a thin coat of cement to inside of fitting, avoid puddling of cement. Apply a second coat of cement to the pipe.
5. Assemble of pipe and fitting quickly while the surfaces are both wet and fluid. Push pipe fully into fitting using a turning motion until pipe bottoms out.
6. Hold pipe and fitting together until the cement begins to set.
7. Any excess solvent on the outside of the joint should also be removed, to avoid puddling and for appearance.
8. Pressure test the system only after the joints have cured. Refer to curing schedules as defined by the solvent manufacturer.
3.2 EQUIPMENT
A. Install according to manufacturer's recommendations. Manufacturer's nameplate shall be provided on all equipment identifying manufacturer's name, model number, size, capacity, and electrical characteristics. Leave manufacturer's nameplates clean and legible.
3.3 DISINFECTION
A. The well shall be disinfected according to AWWA C654 at the time of pump and drop pipe installation.
B. Piping and equipment shall be disinfected according to AWWA C651 prior to use.
