National Parks of Eastern North Carolina
Cape Hatteras National Seashore Scope of Work Replace Light Fixtures to Reduce Light Pollution to Comply With Dark Sky Guidelines throughout Cape Hatteras National Seashore, NC
1.0 INTRODUCTION
The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) will be contracting a project to procure, replace, install, and remove light fixtures that have a negative impact on Dark Sky standards.
2.0 CONSTRUCTION SITE LOCATIONS
The locations of the light fixtures are Nags Head NC, Pea Island NC, Buxton NC, Hatteras NC, Frisco NC, and Ocracoke NC.
3.0 BACKGROUND AND EXISTING CONDITIONS
Cape Hatteras National Seashore (CAHA) is located in North Carolina. Stretching over 70 miles from north to south, Cape Hatteras National Seashore crosses three islands: Bodie, Hatteras, and Ocracoke. The park was established by Congress in 1937. The parks mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations.
We have approximately (+/ - ) 228 lights and fixtures that are to be discontinued. The majority of the lights to be replaced don’t comply with Dark Sky Standards or practices. The current lights are Fluorescent Tube, High Pressure Sodium, and LED. The type fixtures are wall mounted, ceiling mounted, walkway ramp flood lights, Security flood lights, and explosion proof light fixtures The fixtures are located on wood, metal, and concrete siding material. They are located inside and outside of some of the buildings. The buildings are trailers, Comfort Stations (Restrooms), Visitor Contact Stations, and some historic structures. Some of the lights will need to reposition the fixture and install new conduit to power the devises. All locations are exposed to high winds and salt water environment.
4.0 STATEMENT OF WORK
This Statement of Objectives is not meant to be an all-inclusive to do list for the project, but a list of the main items involved in the project. The contractor can use this list to assist him with the design and cost estimate for the project. The contractor will provide all technical support, materials, tools, equipment, and man power to completely demolish the structures and associated utilities or appurtenances in this Scope of Work. The contractor must abide by the Specifications which are associated with this Scope of Work.
1.
Remodel lighting in all comfort stations to match lighting scheme in Frisco Campground comfort stations. Where appropriate use amber lights for comfort station ‘porches’ to further minimize impact on local wildlife. Bathroom should use occupancy sensors in conjunction with daylight sensors. Bi-level dimming can be considered for comfort station porch lights in conjunction with daylight sensors. Bathroom interior lighting should have a color temperature of 3000K. - Vision 4 LED product
2.
Similar 4’ LED lights can also be considered for kiosk and visitor center exterior lighting. 3000K
3.
Vision 8 LED products could be considered for locations where additional light is necessary such as the Oregon Inlet Fishing Center and fuel station
4.
Replace all linear fluorescent indoor and outdoor light fixtures (especially T-12s). Replace with similar linear LED integrated products as above.
5.
For lower light level wall mounted lights consider using fixture type the same or equal to the “Acclain” 1991BK light fixture 7.
When providing bulbs for some fixtures they should be able to take a PAR20 bulb form factor with an LED bulb with 3000K color temperature
9.
For housing or NPS station decorative fixtures, find similarly decorative fixtures that cut off all up light. Use high quality LED bulbs that can be enclosed - CCT 3000K
12.
Replace all conventional wall pack lights with full cut-off LED products with CCT 3000K
13.
Use motion detectors in conjunction with photo sensors to control light at night and limit lighting when no one is present. Bi-level dimming controls (20/80) can be considered where a low level of light is useful for guiding users to the destination and then lights can be increased as user approaches lighted area The major project components are listed below but are not limited to the following:
BASE BID:
1. Demo and properly dispose of all old lights and fixtures
2. Demo and replace all conduit that can’t be reused
3. Demo and not replace the flag pole light at Ocracoke housing unit and Buxton Ranger Station
4. Demo and not replace nonoperational street light near the main entrance of the Ocracoke maintenance shop
5. Mount and wire all new fixtures at the appropriate locations
6. Demo old explosive lights at the Buxton maintenance yard, replace with new explosive proof rated LED lighting devise at the Buxton Maintenance yard fueling station. Install new wire, switches, and conduit if needed
7. Install new LED flood light, wire, conduit, and switch at the Ocracoke maintenance shop fuel station
8. Install new LED flood light, wire, and conduit with motion detection switch on the Ocracoke maintenance shop on the side of the building near the office trailer
9. Remove current light fixtures and install historic style exterior light fixtures at the Ocracoke DKQ, Buxton CCC cabins, and Hatteras Weather Station. The park will provide example of the style choice
10. Install new conduit where needed, no Romex wire to be used on this project
11. Install appropriate switch devise/s for each location. This could be an on/off switch, Day Light Control Devise, Motion Sensor Devise, 20/80 lighting devise or a combination of more than one operating devise. If the correct conditions exist, contractor can reuse the current lighting operating devise control
12. Based on the light fixture selected for each location, determine the best position and number of fixtures need to provide safe light for the location
13. Some of the fixtures at Comfort Stations, Campgrounds, SST could require the usage of an amber LED light
14. All flood light devises will be equipped with built in light shield
OPTION 1:
15. ??????
NOTES:
