Replace 9 Water Source Heat Pumps
JELA HQs Building
1.0 GENERAL
Jean Lafitte National Historical Park & Preserve (JELA) consists of six physically separate distinct sites located throughout the Mississippi Delta Region of Louisiana. The sites in Thibodaux, Lafayette, and Eunice interpret the Acadian culture of the area. The Barataria Preserve, a 20,000-acre natural preserves a rare ecosystem and interprets the natural and cultural history of the Delta region. Six miles southeast of New Orleans is the Chalmette Battlefield, site of the 1815 Battle of New Orleans. Adjacent to the Battlefield lies the Chalmette National Cemetery, the final resting place for over 16,000 soldiers from the War of 1812, the Civil War, Spanish-American War, Civil War, World Wars I and II, Korea and Vietnam. Located in the historic French Quarter of New Orleans is the park’s main visitor center. This center interprets the history of New Orleans and the diverse cultures of the Louisiana Mississippi Delta region. It also serves as the JELA and JAZZ Park’s headquarters New Orleans Jazz National Historical Park (JAZZ) was created in 1994 to celebrate the origins and evolution of jazz, America’s most widely-recognized genre of music. The current water source heat pumps within the park’s headquarters building are 20+ years old, have reached the end of their life expectancy, and are not as energy efficient as newer units. These older heat pumps break down frequently, which leaves the headquarters building without proper climate control.
2.0 SCOPE
The intent of this contract is to replace nine(9) older water source heat pumps within the park’s headquarters building with new more energy efficient units of the same capacity as the existing units.
3.0 REQUIREMENTS
1. The Contractor shall furnish all supervision, labor, materials and equipment necessary to accomplish the work of this contract.
2. Upon contract award, the contractor shall provide the COR with a proposed schedule for approval that includes dates and times to conduct the work of this contract.
3. All work conducted in association with this contract shall meet or exceed industry standards with regards to the use and selection of materials and the methods utilized to accomplish each task.
4. The contractor shall follow all of the Park’s policies, procedures and guidance with regard to performing work activities on federal property.
5. Contractor shall replace the water source heat pumps units listed below with new:

6. Contractor shall remove existing water source heat pump equipment and allow NPS to recover the refrigerant from each unit.
7. Contractor shall properly dispose of old equipment after the refrigerant has been recovered.
8. Contractor shall remove any existing drain pans and install new drain pans, new safety float switches, and new drain lines for all 9 units.
9. Contractor shall install new braided hoses, Y strainers with a back flush valve, and fittings for each of the new water source heat pump units.
10. Contractor shall install new duct transitions at each new water source heat pump location and ensure that all transitions and duct connections are sealed air tight.
11. Contractor shall reconnect all electrical connections to the new pump units.
12. Contractor shall reconnect all controls devices to the new pump units and make confirmation with the COR that all previous functionality has been restored.
13. Contractor shall be responsible for removing and reinstall all duct detectors to the new units as needed.
14. Contractor shall minimally provide a 1 year labor warranty and provide documentation of all manufacturers’ equipment warrant information.
15. Contractor shall provide equipment operation and maintenance manuals for newly installed units.
16. The contractor shall provide 8 hours of owner operation training after installation of the new units has been completed.
4.0 WORKING HOURS
Available Work Hours: Monday-Friday, 6:30 a.m. - 2:00 p.m. A proposed service schedule shall be developed by the contractor and approved by Contracting Officer's Representative (COR) prior to any services being performed. No work shall be performed during observed Federal Holidays.
The ten (10) Federal Holidays observed are:
New Year’s Day - January 1st Martin Luther King's Birthday - 3rd Monday in January Presidents Day - 3rd Monday in February Memorial Day - Last Monday in May Independence Day - July 4th Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veterans Day - November 11th Thanksgiving Day - 4th Thursday in November Christmas Day - December 25th
5.0 SAFETY REQUIREMENTS
1. The contractor will enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.
2. The contractor and their employees will comply with all Occupational Safety and Health Administration (OSHA) standards at all times.
3. The Contractor shall ensure that all reasonable precautions are taken to protect the public, government and contractor employees in the areas where work is being performed.
4. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.
5. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public during times the Contractor is on the project performing work under this contract
6. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to insure the safe performance of work. It is the Contractor’s responsibility to prepare the JHA. A JHA must be prepared by the Contractor and approved by the COR for each major work task of this contract, prior to the Contractor performing the work.
7. Prior to performing work with inherent hazards, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who will be performing the work. The Government may request advanced notification of the time and date of the above JHA Tool Box safety meeting for Contractor employees, so that the Government may attend such reviews. A copy of the approved JHA’s shall be available at all times to workers at the job site and a copy shall be provided to the Government.
6.0 ACCIDENT REPORTING
1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately.
Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).
2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property, at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract payment.
7.0 PHYSICAL SECURITY
1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.
2. The contractor will help to secure all doors or gates given access to after the completion of contracted work activities.
3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.
9.0 ENVIRONMENTAL PROGRAM
1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.
2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.
3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled, leaked or disposed of on Government property.
4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.
5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.
6. The Contractor shall identify all hazardous waste associated with conducting required work activities and properly label, handle, and dispose of such waste in accordance with applicable regulations.
7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.
10.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES AND VEHICLES
1. The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification.
Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.
2. All contractor owned vehicles that are to be used on government facilities while performing work under this contract, shall have the company's name prominently displayed in not less than two inch letters on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.
11.0 CONDUCT OF CONTRACTOR EMPLOYEES
1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.
2. Continued or egregious unprofessional or unsafe behavior will be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.
3. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor will be promptly made in writing if time and circumstances permit. Otherwise, notification will be verbal and confirmed in writing as soon as possible.
4. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.
5. No such removals of contractor employees as described above will reduce the contractor's obligation to perform any of the work required under this contract.
6. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.
