1.0 Background

The STIS Unit Historic Districts have contributing structures that are targets for vandalism and unsafe trespass by visitors. Less invasive methods of securing these structures have been undertaken for resource protection and public safety. Vandalism and unsafe trespass continue to occur at Battery Weed and Fort Tompkins in the Fort Wadsworth Historic District and Hanger 38 in the Miller Field Historic District. Damage to the resources negatively impacts visitor experience during tours.

2.0 Scope

This materials procurement action shall supply Gateway National Recreation Area, STIS Unit, with materials and ancillary components to erect 1,125 Linear Feet of 8’ Security Fencing. Security Fence Material shall be equivalent to Ameristar Impasse II Gauntlet Security Fence.

3.0 Objectives

Purchasing and utilizing NPS day labor to erect the specialized security fence will improve Historic Resource Protection for the contributing structures in the STIS Historic Districts. These structures should only be accessed by visitors when accompanied by an NPS employee. Hardening the fencing materials around these contributing structures will also improve visitor safety at the STIS Unit.

Decreasing the frequency of vandalism will support the Gateway National Recreation Area Strategic Goal to provide exceptional visitor experiences at the Park.

4.0 Tasks

1. Successful supplier shall provide all components necessary to erect 1,125 Linear Feet of 2 rail, 8’ security fence.

2. Successful supplier shall provide two (2) 4’ leaf, single gate assemblies.

4. Successful supplier shall ship all materials necessary for erection of the security fencing to

Gateway National Recreation Area.

5. Offloading Materials shall be the responsibility of the NPS.

6. Material quantity take off shall be submitted with supplier’s proposal to allow for technical review by NPS Contracting Officer’s representative.

7. Proposals shall include proposed manufacturer’s specifications and shop drawings for review by the Contracting Officer’s Representative.

5.0 Material Requirements

1. Security fence vertical posts shall be I-beam posts with post caps. Posts shall be pre-punched for multiple rail placement options.

2. Horizontal rails shall be pre-punched for mechanical attachment to I-beam posts and Pale attachment points. Rails shall be at least 12 Ga. steel material.

3. Vertical Pales shall be palisade recurve pales to prevent scaling of security fence. Pales shall be at least 14 Ga. steel material.

4. Fasteners shall be security drive heads to prevent tampering and removal by common tools.

5. All attachment points shall be recessed to prevent cutting of the security bolt heads.

6. Gate post shall be sized according to manufacturer’s specifications.

7. Gate hinges shall be tamper proof.

8. Posts, rails, and pales shall be base steel material that is hot dipped galvanized in accordance with ASTM A653/A653M.

9. Posts, rails, and pales shall be Phosphate and Conversion Coated for corrosion control.

10. All fence components shall be powder coat finished in black. Supplier shall supply Powder

Coat RAL code. Finish Color TBD.

6.0 Options

No Options are being bid for this action.

7.0 Security

Material delivery shall be coordinated with the Contract Officer’s Representative at least 72 hours in advance. Access to materials storage will be granted only when an NPS employee is present. No keys will be issued to the delivery driver.

Material delivery shall take place during regular duty hours, Monday-Friday, 7:00 AM-3:30 PM.

8.0 Place of Performance

Materials shall be delivered to the Facilities Building at Miller Field in the STIS Unit.

9.0 Period of Performance

Gateway National Recreation Area shall receive all materials for erection of the security fence within 100 days of award.

10.0 Payment

A Schedule of Material Values shall be furnished by the contractor before the start of work.

Payments shall be based on work completed per the SOV.

The contractor will notify the Contract Officer's Representative when material is onsite. The Contract Officer’s Representative will inspect material condition, inventory, and issue a list of deficiencies if necessary. When the deficiencies have been corrected by the supplier and re-inspected by the COR, final payment will be approved.
