About this file

This document contains notes from a site visit regarding Solicitation Number 140P4323Q0079 from the Department of the Interior National Park Service Northeast Region for hazardous tree remediation services. The contract requires tree take downs, pruning services under a base contract and three option periods if funds are available, and specifies requirements for traffic control, soil protection, and debris disposal. Work must begin by the end of September for initial tree removal, but the majority of tree removal cannot occur until November due to bat habitat restrictions. Contractors requested clarification on wood chip disposal and tree marking that was provided. Extension requests will be considered on a case-by-case basis according to contract terms. The contact officer will be available during performance to assist with any issues.

Questions and Answers, and Notes from the site visit held on 1 Aug

Notes:

Summarized the contract and its requirements, highlighting requirements for traffic control, soil/earthwork protection, and when and how tree debris can be left onsite.

Mentioned that there was a base contract (for tree take downs) and three options for pruning, that we would complete if funds were available.

Mentioned that the contract needed to start before the end of September, but that we cannot cut down trees, due to bats, before November. As a solution, we would need to take down the four trees identified at the Parkers Battery unit in September but would remove the remaining trees starting in November. If the options were able to be funded, they could be completed in September as well.

Questions and Answers

In response to the PoP limitation, the contractors asked if we would be open to extending into January or February if needed. Any contract extension will be handled on a case-by-case basis, in accordance with the clauses in the resultant contract, with the facts of the given situation being taken into consideration.

Contractors asked about wood chips. The COR stated that they could be spread in the woods.

Contractors asked if the trees will be marked in the field. I told them that they are not currently marked, but that there is the possibility that they may be marked with spray paint by the time the contract is started. The COR will come into the field to help resolve any questions that arise during the contract.
