Introduction
1.0 Background
Steamtown N.H.S is a live rail yard and a museum complex in Scranton Pa.
We offer park tours and live steam rail excursions in and out of the yard.
Contractor shall adhere to all park rules while performing the prescribed scope of work.
The scope of work shall not be deviated unless approved by the Contracting Officer and the COR concurs.
Work hours are Monday through Friday 7:30am till 4:00pm. No weekend work unless approved by the Contracting Officer.
Contractors and Sub- Contractors must show proof of certification for each equipment operator, for the use of all heavy equipment and lifting equipment and the inspections of all equipment that they are safe to operate and meet all OSHA, state, local, and federal codes and regulations for safe operation before the start of any work begins.
Contractor shall follow all OSHA regulations for fall protection, leading edge, for employees while performing the prescribed scope of work. OSHA 29CFR Fall Protection-1926.76 Contractor and Sub-Contractors employees’ are required to attend a safety briefing and the park rules and regulations briefing before they perform any work Note: All measurements are approximate; Contractor shall be responsible for verifying all measurements and quantities.
Contractor shall at all times provide an onsite superintendent for the duration of the project.
No work shall be performed unless a designated superintendent on site.
Contractor shall be responsible for all tools, materials, labor and equipment, required to perform the prescribed Scope of Work.
Contractor shall be responsible for the disposal of all waste generated and dispose of offsite to a certified land fill.
Contractor shall provide copies of all landfill waste manifest sheets for the parks sustainable practices report at the completion of the project so the park can report the amount of waste that was generated.
Contractor shall provide on-site safety manual or safety plan prior to the start of any work.
Safety Note: Contractor to be aware of the overhead electrical wires and overhead wires that span the road and railroad tracks and the height clearances for any equipment that will be required to travel on park grounds.
Contractor shall be aware of the live electrical lines attached to the buildings.
Contractor shall be aware of the live railroad tracks within the yard. Track safety and rules to be discussed at pre construction meeting.
2.0 Scope
Subject: Remove and replace rubber membrane roofs and repair gutters and downspouts at Roundhouse.
Roof areas to be replaced is approximately 38,956 square feet.
Contractor shall insure that roof is water tight from leaks in the event of suspected rain during rubber membrane removal and installation.
Contractor shall coordinate installing membrane roofing system components so insulation is not exposed to precipitation or left exposed at the end of each workday.
Contractor shall remove and re-install the existing Roof Ventilators and components in kind if required and insure the curbs are made water tight to insure no leaks and the ventilators are operable.
Contractor shall be responsible for lock out tag out procedures when removing and replacing the roof ventilators electrical connections if required.
Contractor shall provide and install sewer vent rubber boot according to the manufacture recommendations if required.
Contractor shall provide and install walk pads according to the manufactures recommendations to any roof vent or component as required by the rubber roof manufacture.
Contractor shall provide and install fall protection anchor points to various locations of the roof. Anchor points must meet OSHA regulations for the proper sizes and type of roof. Anchor points must meet the manufactures recommendations to any fall protection anchor or component as required by the rubber roof manufacture.
Manufacturer: Subject to OSHA requirements provide products by one of the following:
Fall Protection Pros.com Global Industrial Co.
Gamut.com Or all OSHA approved equals.
Contractor shall prepare existing roof according to the manufactures recommendations.
Contractor shall remove the existing rubber membrane roof material and board insulation and dispose of offsite in a certified land fill.
EPDM: ASTM 4637, Type II, NON- reinforced, uniform, flexible EPDM sheet.
Manufacture: Subject to compliance with requirements, provide products by one of the following:
Carlisle SynTec Incorporated.
Firestone Building Products.
GAF Materials Corporation.
GenFlex Roofing Systems.
Johns Manville Corperation.
Versico Incorporated.
Thickness: 60 mils (1.5mm), nominal. Exposed Face Color: BLACK.
All auxiliary membrane roofing materials to be installed shall be compatible with the membrane roofing system manufacturer.
Contractor shall replace any deteriorated roof edge boards in kind if required.
Contractor shall provide and install 3 inch thick rigid insulation board and vapor retarder over the existing roof surface and fasten according to manufactures specifications and recommendations. Insulation board shall have a minimum R-Value of 17.4 Vapor retarder to be fully adhered.
Insulation board to be free of formaldehyde.
Contractor shall provide and install new metal drip edge to the entire roof perimeter according to the manufactures recommendations and match the existing. Color to be RED Drip edge and flashings to match existing. Colors are BLACK / RED.
Contractor shall install termination strips according to manufactures specifications and recommendations where required.
EPDM rubber roof to be fully adhered according to the manufactures recommendations.
3.0 Objectives
Contractor shall provide and install the new rubber roof membrane.
Note: EPDM single layer rubber membrane roof system to have a minimum of 25 year service life warranty.
Contractor shall remove and replace any flashings according to the manufactures recommendations.
Contractor shall provide and install new flashing and termination strip against building according manufactures specifications and recommendations.
Contractor shall install new roof system matching the existing roof.
Contractor shall install under the 3 inch insulation, 1 layer of 6 mil sheet plastic around all the existing smoke jacks out 20’ in all directions.
Contractor shall remove and reinstall any existing gutter system components if required to replace the rubber roof system.
Subject: Gutters and Downspouts Roundhouse.
Contractor shall inspect the entire gutter and downspout system and repair any failed seams, loose brackets, pin holes, out of pitch sections and insure gutter system is 100% functional; to include any touch up to painted surfaces. Color to match existing. RED.
There is approximately 850 linear feet of existing 6” half round gutters and approximately, 720 linear feet of 5” Downspouts.
4.0 Tasks
Contractor shall remove and replace three sections of rubber membrane roofs that are approximately 38,956 square feet.
Contractor shall have two access points to the structure for the replacement of the rubber membrane roofs.
Contractor shall be responsible for traffic control when accessing the building from the city street for material deliveries and equipment deliveries.
Contractor shall provide road guard’s with traffic safety devices if required.
5.0 Delivery
Submittals Submittals and Approval Procedures.
All submittals shall be transmitted using National Park Service DCC-1(CS), dated 11/95.
No action will be taken on a submittal item unless accompanied by the transmittal form included at the end of this section.
All submittals that pertain to products to be installed by the Contractor should go directly to the Contracting Officers Representative. (William Farrell) of Steamtown, National Historic Site, for review.
Contractor shall submit enough copies for his/her needs plus three copies to Steamtown National Historic Site.
Contractor shall forward submittals at least 15 working days before need of approval.
Samples: Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.
Manufactures’ Catalog sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products for use.
Note: Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
Approved Equals; for each item proposed as an “approved equal,” submit supporting data, including:
Drawings and samples as appropriate.
Comparison of the characteristics of the proposed item with that specified.
Changes required in other elements of the work because of the substitution.
Name, address, and telephone number of vendor.
Manufacture’s literature regarding installation, operation, and maintenance, including schematics for electrical systems, and parts lists.
Describe availability of maintenance service, and state source of replacement materials.
A request for approval constitutes a representation that Contractor:
Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
Will provide the same warranties for the proposed item as for the item specified.
Has determined that the proposed item is compatible with interfacing items.
Will coordinate the installation of an approved item and make changes required in other elements of the work because of the substitution.
Waives all claims for additional expenses that may be incurred as a result of the substitution.
Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements.
Forward submittals that are related to or affect one another as a package to facilitate coordinated review.
Each transmittal shall contain data specific to that individual submittal
Submittal Identification:
Contractor Officer will provide a project identification stamp which shall be applied by the Contractor. Identification shall include the park package number, project title, contract number, and transmittal number.
All sets of shop drawings, manufacture’s catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information stamped on the submittal.
Identification information shall be applied to the bottom right margin on each page.
Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to the sample.
Submittal Numbering:
Number each submittal consecutively.
For re-submittals use the original submittal number, plus a letter suffix beginning with A.
Additional re-submittals of the same item shall contain the original number with the next consecutive letter.
Contracting Officer’s Review:
Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on back of submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or do not show evidence of Contractor’s approval.
6.0 Government Furnished Property
Water and electrical services are available onsite for the use of the contractor. A designated restroom will be available for use of the contractor.
7.0 Security
Contractor shall insure visitor safety and insure access to the Visitor Center at all times during construction. Contractor shall provide and install caution tape around and under roof work areas.
8.0 Place of Performance
Steamtown N.H.S. Scranton Pa. 18503 History Museum (SEB), Option 1Theater, and Option 2 Visitor Center.
9.0 Period of Performance
Contractor shall have 120 days to complete the prescribed Scope of Work.
