1. Identification of the agency and the contracting activity
a. Agency: National Park Service
b. Contracting Office: National Capitol Region
2. Description of the action being approved:
The National Park Service (NPS) shall be soliciting for Name Brand Bobcat Skid Steer Model UW56. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR).
3. Description of supplies and services:
Bobcat Skid Steer Model UW56
4. Authority:
FAR 13.106-1(b)(1) circumstances of the contract action deem only one source reasonably available (Brand Name)
5. The description of the product’s unique qualifications or the unique nature of the acquisition:
The park is in need of an additional Bobcat Skid Steer. The park currently has another Bobcats and various attachments that are interchangeable. In order to keep government costs down, the park is requesting another Bobcat Skid Steer be purchased so that the existing attachments will be usable on the new Skid Steer. If the park was to purchase another brand of Skid Steer, they would also have to purchase all new attachments required for the various work to be completed around the park. This would drive up the cost of the procurement and therefore, would not be in the best interest of the government to accept another Brand of Skid Steer.
6. Efforts to obtain competition:
Due to the specific requirements needed by the park for this procurement, no efforts to obtain competition exist.
7. Determination that costs will be fair & reasonable:
Price analysis will be conducted using the techniques as described in FAR 13.106-3(a).
8. Description of the market research conducted:
Market research was not conducted due to the specific requirements on this procurement.
However, this procurement was originally solicited through GSA, where it was determined that Bobcat is no longer available for purchase on that Supply Schedule. However, two vendors submitted Open Market Quotes that were used to help determine price reasonableness.

9. Other facts supporting other than full & open competition:
a. Reason why documents suitable for full & open competition have not been developed:
The park already owns a Bobcat Skid Steers along with multiple interchangeable attachments.
It is in the best interest of the government to purchase another Bobcat Skid Steer to avoid driving up procurement cost with the additional attachments that would be required if another brand skid steer was purchased.
b. Data, estimated costs or other rationale as to the extent or harm to the Government:
Quotes were received through GSA, as this procurement was originally to be purchased on that supply schedule. However, during solicitation, it was determined that Bobcat is no longer available for purchase on GSA. Two vendors submitted open market quotes, and these quotes were used to verify price reasobableness.

None have expressed interest.
11. Actions to remove barriers to competition in the future for similar acquisitions:
None
12. Technical Certifications:
a. I do hereby recommend the use of the Brand Name products noted above for the procurement noted above.
