STATEMENT OF WORK
SHEPHERD PARKWAY AND ANACOSTIA PARK
NATIONAL CAPITAL PARKS-EAST
WAYSIDE EXHIBIT PLANNING, DESIGN, AND PRODUCTION SERVICES
I. BACKGROUND
Shepherd Parkway and Anacostia Park are located on the eastern side of the Anacostia
River in Ward #8 in Washington, DC. Major interpretive themes relate to environmental history and the legacy of civil rights. The park units became part of the
NPS system in 1933, however, the history of the area ranges from the First Peoples, the Nacostines, from where the name “Anacostia” is derived to the Civil War, Integration of recreational spaces, and Black Power Movement.
II. PURPOSE
The purpose of this task order is to provide the National Park Service (NPS) with planning, design, production, and audio description of wayside exhibits for Anacostia Park and Shepherd Parkway.
III. SCOPE OF WORK
The contractor shall provide the NPS with all labor, materials, equipment, facilities, and travel necessary to plan, design, fabricate, install and audio describe wayside exhibits for Anacostia Park and Shepherd Parkway.
This Task Order includes the following phases of work as detailed in the Wayside Exhibit Planning and Design Specifications: Section 1 Programmatic Accessibility, Section 2 Site Analysis, Section 3 Wayside Exhibit Proposal, Section 4 Research, Section 5 Wayside Exhibit Plan, Section 6 Graphic File Preparation, and supporting Attachments in Section
X.
The Contractor shall:
A. Create Proposal for up to 15 subjects.
B. Create production ready design layouts for twelve (12) unique wayside exhibits and three (3) identification signs. Subjects are as follows:
1) upright – Shepherd Parkway Orientation
2) upright - Fort Greble with large tactile element
3) low profile – Shepherd Parkway Overlook interpretive panel
4) low profile – Fort Greble, Bellview, plantation
5) low profile – Nacostines, First People of Anacostia
6) low profile – Bonus Army in Anacostia
7) low profile – Pool Riot of 1949 Anacostia
8) low profile – Seafarers Anacostia
9) low profile – Skating Pavilion Anacostia
10) low profile – Malcom X Day Anacostia
11) low profile – Sousa Bridge Anacostia
12) low profile - Natural history of the river Anacostia
13) three (3) identification signs stating “Shepherd Parkway”
C. Create all text. Content experts and reference material shall be provided during site visit.
D. Create one (1) simple, Adobe-Illustrator-style two-dimensional (2-D) map for Shepherd Parkway Orientation to include accessible trail information. (refer to Shepherd Parkway DCP for guidance)
E. Edit one (1) Government furnished map to make suitable for wayside exhibit. Map and graphics to be provided at the kickoff meeting.
F. Create two (2) full color illustrations representing Bellview Plantation as a plantation with enslaved workers and one for the Pool Riot of 1949 in Anacostia Park. Both illustrations will include people, animals, plants, and buildings.
G. Research and purchase all graphics.
H. Fabricate two (2) upright 36” x 48” upright panels, ten (10) 36” x 24” high-pressure laminate wayside exhibit panels, and three identification signs according to Wayside Exhibit Panel Specifications.
I. Fabricate two (2) upright 36” x 48” upright panels, and ten (10) 36” x 24” upright inground aluminum bases painted NPS brown, according to Wayside Exhibit Base Specifications.
J. Fabricate upright (wooden) mounts for identification signs according to NPS standards.
K. Design and fabricate two (2) bronze tactile elements with braille and raised letters:
1) One (1) approximately 36” x 16” x 1/2” thick with table to mount in ground to accompany one of the 36” x 48” upright exhibits. The tactile shall be representative of the original profile of Fort Greble. Contractor to determine best mounting to associated upright. Tactile shall include fort with some detail, old trace, and a legend for You Are Here location, scale, north arrow, and identifiers.
2) One (1) approximately 800 square inches to be mounted on top of low profile panel bolted to frame and backing plate. Subject to be determined.
L. Create audio description text for all exhibits.
IV. TRAVEL, MEETINGS, AND PRESENTATIONS
A. Kick-off/Post-award call
The project manager shall participate in a 15-minute conference call to discuss contract, communications, and site visit.
B. Site Visit
A project manager, planner, designer, and illustrator shall travel to Anacostia Park, Washington, DC, to meet with the Contracting Officer’s Representative (COR) and
NPS staff for two (2) eight-hour (8-hour) days to visit each wayside exhibit location for the purpose of creating the proposal. The project manager shall document each site for audio descriptions.
C. Conference calls
Ongoing calls: The contractor shall conduct periodic conference calls to facilitate a collaborative work process and to conduct submittal reviews. The contractor shall prepare agendas and take notes for each meeting, and submit proposed agendas and meetings notes to the COR.
V. DELIVERABLES AND DESTINATION POINTS

-Accessible PDF for each exhibit. All images shall have unique ALT text.
At a minimum, the PDF shall pass the Adobe Acrobat Accessibility Full

B. On-Site Installation, and Audio Description Meeting
Project Manager, COR, and park staff shall meet at the park for one eight-hour day. The agenda for this meeting includes the following:
1) Assess existing conditions which impact the installation, removal, and audio description of exhibits.
Field-verify all exhibit locations, including removals, against any all production documentation.
2) Fully document each wayside location to enable audio describers to write detailed and artful descriptions.
3) Review staging area for the exhibits, contractor materials, and installation equipment. The project staging area shall be established at the parking lot of Fort Foote Park. The contractor shall be responsible for securing equipment, supplies, and exhibit parts within the staging area.
C. On-Site Final Walk Through
Project Manager, COR, and park staff shall meet at the park for one four hour day upon completion of installation and removal of the exhibits for the Final Walk Through. The agenda for this meeting includes the following:
1) Verify that all new wayside exhibits identified in the production documents have been assembled and installed and all old existing waysides have been removed and surrounding areas have been restored to smooth ground level.
2) Identify punch-list deficiencies (items that need to be corrected by the contractor). The contractor shall record and maintain a list of the punch-list deficiencies as they are identified by the COR and provide a PDF of the list to the COR after the walk-through inspection.
D. Deliverables 1) through 8) (one set of full size prints) and 10) shall be sent to COR –
1900 Anacostia Drive SE, Washington, DC 20020.)
E. Deliverables (one set of full size prints) shall be delivered to National Capital Parks-
East, 1900 Anacostia Drive, SE 20020. No loading dock at this location. Please contact maintenance division supervisor before delivery. Deliveries shall arrive no later than
2:00 pm.
VI. TIME FOR COMPLETION
All work, including review and approval, shall be completed on or before September 30, 2022.
VII. REVIEW AND APPROVAL
The COR will notify the contractor, in writing, of approval or rejection of the work within
21 days. Any additions or corrections shall be completed within 21 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.
VIII. POINT OF CONTACT FOR DELIVERY
Prior to delivery, the contractor shall contact the COR to advise of exact dates and arrangements made for delivery.
IX. PAYMENT SCHEDULE
Payments shall be made upon acceptance of invoice for the following deliverables:
