1.0 OVERVIEW

1.1 BACKGROUND

The United States Park Police (USPP) is a federal law enforcement agency of the National Park Service (NPS), a bureau of the United States Department of the Interior. The USPP is responsible for providing law enforcement services to NPS administered properties throughout the National Capitol Region as well as other NPS properties throughout the country. The USPP Central District Station (CDS) was built and placed in operation in 2019. The USPP CDS houses both administrative and operational law enforcement units. The facility also houses a prisoner processing area. Construction of the USPP CDS included the installation of an intercom system that operates throughout the facility. The USPP has determined that some Intercom system components have failed and surpassed all manufacture and/or vendor provided warranties. The current communication solution platform (hereafter referred to as intercom system) is comprised of a Vingtor Stentofon AlphaCom XE1 gateway, numerous TCIV-3 and TCIV-6 intercom devices, and various other cabling and hardware.

1.2 OBJECTIVE

The objective of this project is to repair and/or replace failed components of the Intercom system at the USPP CDS and restore complete system functionality.

2.0 GENERAL REQUIREMENTS

2.0.1 The Contractor shall furnish and supply all tools, equipment, cabling, connectors, hardware, supplies, and all other components necessary to complete the work described herein.

2.0.2 The Contractor shall supply all labor, supervision, and management necessary to complete the work described herein.

2.0.3 The Contractor shall be a Zenitel Channel Partner or provide alternate proof of completion of applicable Zenitel Technical Training Sessions. At least one Contractor employee, who has completed the aforementioned training, must be physically present while any work is being performed on the intercom system.

Other Contractor employees need not have completed this training so long as they are working under the direct supervision of the physically present trained employee.

2.0.4 If the Contractor proposes intercom hardware not manufactured by Zenitel, the Contractor shall demonstrate proof that an employee(s) assigned to the project has completed training commensurate with the requirements of Section 2.0.3.

2.0.5 All work described herein shall comply with all applicable provisions of the National Fire Protection Association 70, National Electrical Code.

2.0.6 All work described herein shall comply with all applicable Building Industry Consulting Service International standards.

2.0.7 All work described herein shall comply with all applicable Occupational Safety and Health Administration standards. This may include, but is not limited to, Personal Protective Equipment such as eye protection.

2.0.8 The Contractor is responsible for removing and disposing of any refuse generated during the project. The Contractor shall ensure that all work areas are left neat and clean at the conclusion of each workday.

2.0.9 All hardware, including intercoms, removed during the work shall be turned over to the Contracting Officer’s Representative (COR). The COR will inspect the hardware and retain it or turn it over to the Contractor for disposal.

2.0.10 No Government hardware shall be removed from the worksite and taken to an alternate location for troubleshooting, configuration, or any other reason.

2.0.11 All functional system components (i.e., those not being repaired as part of this project) must remain functional without interruption during the project unless scheduled and approved by the COR.

2.0.12 The Contractor shall provide a warranty of three years for all parts and labor furnished as part of the project. In the event of a hardware failure during the warranty period, the Contractor shall be responsible for managing any manufacturer provided warranties. The warranty period shall begin on the date of overall project completion acceptance by the Government.

2.0.13 All manuals and other associated paperwork for newly installed equipment shall be turned over to the COR at the completion of the project.

2.0.14 The Contractor shall provide the COR with a list containing the model numbers, serial numbers, IP addresses, MAC addresses, and names of all newly installed components at the conclusion of the project. The Contractor shall also provide the COR with product cut sheets for all newly installed equipment. Both shall be provided in electronic form.

2.0.15 The Contractor shall demonstrate the full and complete functionality of each piece of equipment installed during this project.

2.0.16 Configuration, integration, and other tasks requiring access to the intercom system shall take place using Government furnished workstations. A Government representative shall be present and provide oversight during all tasks requiring system access.

2.0.17 The intercom system functions on a “closed loop” security network within the facility. The Contractor shall not establish a connection between this network and any other network or hard drive without COR consent and oversight. A Government supplied internet connection will not be available to the Contractor.

Contractor workstations or drives shall not be connected the network without consent and oversight of the COR.

2.0.18 The Contractor shall assign a Project Manager and an Alternate Project Manager who shall function as the Contractor’s sole representative with the Government after a contract is awarded. This includes, scheduling, billing, warranty assistance, and all other post award communications with the Government.

2.0.19 All hardware shall be installed in accordance with manufacturer’s instructions.

2.0.20 All outdoor installations shall be weatherproof (IP66).

2.0.21 All hardware furnished pursuant to this contract shall be compliant with the John

S. McCain National Defense Authorization Act for Fiscal Year 2019.

2.0.22 All Contractor furnished hardware shall be “new in box.”

3.0 TASKS

3.1 Intercom Location Alpha (Rear Parking Lot Employee Entrance)

3.1.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-3 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-3 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.2 Intercom Location Bravo (Rear Vehicle Gate)

3.2.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-6 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-6 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.2.2 The Contractor shall test and repair or replace the ethernet cabling from the network switch in the server room to the intercom as necessary. All newly installed cabling shall be outdoor rated direct burial CAT6 cable, including cabling installed in existing conduit or other similar pathway.

Initial Government cabling tests indicate open or short. All cabling shall be terminated with CAT6 RJ-45 connectors with strain relief boots. All newly installed cabling shall be labeled on both ends. Failed cabling shall be removed and disposed.

3.3 Intercom Location Charlie (Vehicle Sally Port)

3.3.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-3 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-3 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.4 Intercom Location Delta (Gym Exterior)

3.4.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-6 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-6 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.5 Intercom Location Echo (Public Entry Sidewalk)

3.5.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-6 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-6 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.6 Intercom Location Foxtrot (Public Lobby/Property Pickup)

3.6.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-3 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-3 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

3.7 Intercom Location Golf (Exterior Door-Adjacent to CPU)

3.7.1 The Contractor shall furnish, install, integrate, and configure one intercom to replace the failed Zenitel TCIV-3 intercom. The Contractor shall propose a device that meets or exceeds the specifications of the existing Zenitel TCIV-3 intercom and integrates with the existing gateway. If a new mount or housing is necessary, the Contractor is responsible for any additional licensing or integration requirements, if needed, for the proposed intercom.

4.0 SCHEDULE

4.1 DAYS/HOURS

All work described herein shall be completed Monday through Thursday between the hours of 6:30am and 3:30pm at a date(s) agreed upon by the COR. Work shall not take place on federal holidays.

4.2 CANCELLATIONS

As this is an active law enforcement facility, the COR may cancel scheduled workdays/hours with little or no notice due to exigent circumstances that arise in or around the facility (i.e.- high volume arrests, civil unrest, elevated threat to facility).

The COR will endeavor to provide ample notice and minimize such cancellations.

The Contractor shall not levy additional charges for short notice cancellations.

5.0 LOCATION

All work herein shall take place at the USPP CDS located at 1200 Ohio Drive, SW, Washington, DC. This includes the adjacent parking lots and grounds.

6.0 GOVERNMENT FURNISHED INFORMATION

6.1 Upon request after award, the COR shall provide IP schemes and hardware naming conventions to the Contractor.

6.2 Upon request after award, the COR will make construction drawings and specifications available to the Contractor for review.

7.0 SECURITY REQUIREMENTS

7.1 All Contractor employees assigned to the project will undergo a background investigation by the USPP. After award, the Contractor will be required to submit forms containing the following information for each employee: last name, first name, middle name, applicable suffix, date of birth, place of birth, Social Security Number, race, sex, signature, photograph, and government issued photographic identification.

Upon favorable adjudication of this background investigation, the Contractor Employee will be issued a USPP credential. The USPP issued credential must be worn at all times while on the USPP CDS property. Contractor employees who do not undergo a background investigation or who do not achieve a favorable adjudication will not be allowed to access the facility.

7.2 All Contractor employees working on the site are required to display valid Contractor provided credentials in addition to USPP issued credentials. These credentials shall include the Contractor name, the full name of the employee, and a photograph of the employee.

7.3 The wearing of uniforms or apparel with the Contractor’s name or logo is preferred through not required so long as all employees maintain an orderly and professional appearance.

7.4 The use of vehicles with the name or logo of the Contractor is preferred though not required.

7.5 All Contractor vehicles, tools, equipment, and personnel entering the worksite shall be subject to thorough inspection for weapons, contraband, and explosives. This may include canine searches.

8.0 POST AWARD CONFERENCE / PROGRESS MEETINGS

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the Contracting Officer and COR will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

9.0 CONTRACTING OFFICER’S REPRESENTATIVE (COR)

9.1 The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

9.2 The COR, and/or his/her designated USPP point of contact (POC), will regularly inspect the Contractor’s performance. The Contractor shall correct any deficiencies on the spot, when possible, and in all cases, as promptly as practicable. The

Contractor’s Project Manager and/or Alternate Project Manager shall coordinate with the COR to resolve any issues, or any other identified deficiency as agreed upon.

10. INVOICES AND PAYMENT PROCEDURES

10.1 All invoices shall be electronically mailed (email) to the COR for review. The invoices shall clearly identify the work that was completed by the task identified in this Statement of Work (SOW).

10.2 The Contractor must be able to invoice and receive payments electronically via the Government’s Internet Payment Protocol (IPP). The Contractor’s invoice(s) must have been reviewed and approved by the COR before the Contractor submits the invoice(s) to the IPP for payment approval.
