COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 140P2123R0051 and the solicitation is issued as a request for proposals (RFP). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC 2023-04) and Federal Acquisition Regulation (FAR). This is a Firm Fixed Price, Total Small Business Set-aside procurement under NAICS classification code 611430, Professional and Management Development Training, with a size standard of $12M million.

The National Park Service requires the following services:

This project is to provide suicide prevention training to provide NPS employees with skills and knowledge about suicide prevention with the expressed purpose of reducing the risk of suicide to employees. The vendor will provide an online, asynchronous training product on Workplace Suicide Prevention that is current, credible, and research based. The training product will be designed for a diverse audience and will be part of the wellness training program for potentially over 20,000 NPS employees.

Electronic proposal submittal shall be accepted for this Request for Proposal (RFP). Facsimile proposals shall not be accepted.

Proposals shall be emailed to tomica_cooper@nps.gov by August 23, 2023 at 5PM EDT.

Proposal must be good for 90 calendar days after close of solicitation.

Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov at the time of award, pursuant to applicable regulations and guidelines.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) of this paragraph in a subcontract for commercial items.

The Contractor need not proceed with direction that it considers to have been issued without proper authority. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

1452.228-70 Liability Insurance (JUL 1996)

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Purchase order number, contract line item number(s), invoice number and amount.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor Performance Assessment Reporting System (December 2015)

1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the

Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).

Information in the report must be protected as source selection sensitive information not releasable to the public.

4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c. All information provided should be reviewed for accuracy prior to submission.

d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

PERFORMANCE WORK STATEMENT

Suicide Awareness and Prevention Training

1.0 Background

1.1 The National Park Service (NPS) is committed to the safety and well-being of its employees. It is recognized that death by suicide is a preventable public health issue that continues to put NPS employees at risk. Death by suicide ranks as the tenth leading cause of death of all ages in the United States, and the rate of suicide in adults continues to increase. Suicide Prevention Training is a tool used in workplaces to provide employees the skills to address personal suicide risk as well as recognizing and acting on warning signs in coworkers and others. The NPS proposes to be proactive in protecting its most valuable resource, its employees, by training all employees on suicide awareness and prevention. The NPS workforce consists of approximately 22,000 employees who perform a variety of jobs and come from diverse backgrounds.

1.2 In 2016, the Associate Directors of Workforce Management and Visitor and Resource Protection chartered the Suicide Awareness and Prevention Team, consisting of representatives from at least ten programs and disciplines, from national, regional, and park-level perspectives to evaluate existing resources and services related to suicide prevention, identify best practices in suicide awareness and prevention programming, and prepare recommendations on what NPS can do to implement systems necessary to increase awareness and prevent suicides. The Team’s findings and recommendations were released in 2019. Among the key recommendations of this report was to train all employees in suicide awareness and prevention.

Research has demonstrated that awareness and education as well as stigma reduction are powerful tools in preventing death by suicide.

2.0 Scope

2.1 Identify a vendor to provide an effective, science-based, well-reviewed Suicide Prevention Training. This initiative is a training project designed to provide NPS employees with skills and knowledge about suicide prevention with the expressed purpose of reducing the risk of suicide to employees. The training will be designed to diminish stigma around discussing and managing mental health issues as well as providing action-oriented instruction on addressing suicide risk both personally and in others.

The overall objective is to create a work force empowered to recognize and act on the signs and symptoms of suicide, thereby reducing its prevalence. Specific objectives for the training are to:

(1) increase awareness of the signs and risk factors of someone who may be suicidal;

(2) increase knowledge and confidence on assisting someone who may be suicidal;

(3) increase incidence of connecting someone who is suicidal to immediate help; and

(4) decrease incidence of suicide among employees.

Learning Outcomes: By the end of the training, participants will be able to: (1) identify the warning signs of suicide; (2) feel more confident in discussing suicide with others; (3) know action steps to take when suicidality is suspected in oneself or others; (4) discuss steps for help-seeking and help-giving when mental health issues surface; (5) understand the importance of suicide prevention strategies; (6) understand risk factors and the basic signs of someone who is suicidal; (7) engage in conversations about suicide and suicide risk with coworkers (and, by extension, friends and family members).

3.0 Work to be Performed – The Vendor will provide an online, asynchronous training product on Workplace Suicide Prevention that is current, credible, and research based. The training product will be designed for a diverse audience and will be part of the wellness training program for potentially more than 20,000 NPS employees.

3.1 Task 1: Online Training

3.1.1 Learning outcomes for the training are:

By the end of the training, participants will be able to: (1) identify the warning signs of suicide; (2) feel more confident in discussing suicide with others; (3) know action steps to take when suicidality is suspected in oneself or others; (4) discuss steps for help-seeking and help-giving when mental health issues surface; (5) understand the importance of suicide prevention strategies; (6) understand risk factors and the basic signs of someone who is suicidal; (7) engage in conversations about suicide and suicide risk with coworkers, friends, and family members.

3.1.2 Training will be asynchronous and available online through the NPS network. The preferred duration of the training is between 60 and 90 minutes, and no longer than 2 hours. The training will incorporate engaging multi-modalities (e.g., use of scenarios, videos using real people (not cartoons) in a variety of disciplines and situations, links to resources) and interactive techniques to encourage active participation. Content should reflect best practices in suicide prevention and mental health stigma reduction.

3.1.3 The training includes supplemental learning materials, handouts, summaries, and/or any other appropriate materials for further review or future use.

3.1.4 The training and source materials may be off-the-shelf, but the offeror shall make minor customizations (e.g. scenarios, images) to make relevant to NPS employees.

3.1.5 The training will include contact information to help employees who may be considering suicide before or during the training.

3.1.6 The offeror will provide certificate of completion to all participants who complete the training.

3.1.7 The offeror shall ensure the training and all supplemental materials provided to students comply with Revised 508

Standards defined in this contract and shall provide supporting documentation upon request (see Attachment 1).

3.2 Task 2: Training Platform

3.2.1 Offeror will provide the (electronic) platform for the training, maintain the platform, and ensure technical access for NPS employees. The offeror will work with the NPS Learning & Development team to link training from the NPS learning platform.

4.0 Location of Work – Work will be performed at the contractor’s facility. Deliverables will be shared with the NPS electronically.

Period of Performance – Period of performance is one year from the award date.

• Base Year: Contractor will continue to maintain the training platform (as described in 3.2 Task 2) and make the training available to up to 10,000 employees with an option based on need to provide for an additional 5,000 based on the need.

• Option Year 1: Contractor will continue to maintain the training platform (as described in 3.2 Task 2) and make the training available to up to 5,000 employees.

• Option Year 2: Contractor will continue to maintain the training platform (as described in 3.2 Task 2) and make the training available to up to 5,000 employees.

• Option Year 3: Contractor will continue to maintain the training platform (as described in 3.2 Task 2) and make the training available to up to 5,000 employees.

• Option Year 4: Contractor will continue to maintain the training platform (as described in 3.2 Task 2) and make the training available to up to 5,000 employees.

Contractor will provide the following within two (2) months of award: customized training, supplemental learning materials, and evaluation component.

Contractor will demonstrate working training – accessible to NPS employees – on its own platform within two (2) months of award and continue through the period of performance.

6.0 Performance Standards – It is expected that 100% compliance will be achieved for each task. Should an issue arise with the platform on which the training is housed, repair will occur immediately.
