NPS Solicitation 140P2021R0165 Rehabilitate Main Immigration Building Fire-Life Safety (STLI-226872)

Statue of Liberty National Recreation Area, Ellis Island, New York County, New York Architect-Engineer Construction (Title III) Services

NOTICE OF INTENT

Notice of intent to solicit and negotiate with only one source under the authority of 6.302. In accordance with FAR 5.203(a), the NPS hereby allows a 15-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The National Park Service, Denver Service Center, 12795 W. Alameda Pkwy, Lakewood, CO 80227 intends to solicit and negotiate a sole source requirement with John G. Waite Associates (JGWA), Architects, PLLC, 384 Broadway, Floor 3, Albany, NY 12207-2903, under the FAR Authority 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The project will rehabilitate an existing fire-life safety system to meet current National Fire Protection Association (NFPA) and building codes, and to comply with the Architectural Barriers Act Accessibility Standards (ABAAS). Project work includes rehabilitation of the existing wet and dry pipe sprinkler systems to provide appropriate coverage.

The fire detection and alarm system will be replaced to provide accurate and timely data to the park’s first responders and provide required audio and visual alarm indications for visitors and employees. The life-safety existing system for the Main Immigration Building at Ellis Island, which was originally installed as part of the 1980’s era rehabilitations, is no longer compliant with modern fire-life safety code requirements. Nor is it compliant with the standards for notification and alarm under the ADA-ABA. This project will address accessibility by correcting deficiencies which do not provide the required visual or audible alarms required. The work under the proposed Architect-Engineer (A-E) standalone contract consists of A-E Services during Construction, to include s submittal review, Request for Information (RFI) response, coordination of sustainability requirements, office services, and site visits.

The requirement is for architect-engineer construction services for the project identified in the preceding paragraph previously performed by JGWA to include s submittal review, Division 1 submittal review, request for information (RFI) review, office services, as-constructed drawings and site visits. JGWA was selected the designer of record in accordance with Brooks Act procedures and previously furnished services under a recently expired A-E IDIQ contract. As the designer of record, this is the only firm with knowledge and information to perform required follow-on services while also maintaining contractual responsibility as the designer of record.

Another firm would be required to duplicate the entire design effort, creating unnecessary and substantial delays and costs to the Government that are not warranted or recoverable. The estimated costs are below the simplified acquisition threshold and award is expected to be completed prior to November 8, 2021.
