Amendment A0001 makes several minor changes, as follows:

1) The Pre-Proposal Meeting video is added for everyone to use. Additionally, the

Pre-Proposal powerpoint presentation is included.

2) The Questions and answers for the project are included, updated on 1/8/2021.

3) Delete page 12 of the RFP, Contract Price Schedule, and PDF page 13 of Attachment 4

(PSP), and replace both with the revised Contract Price Schedule. The Contract Line Items were revised to be in the same order as the Specifications Contract Line Items. No additions or changes, simply the order of the CLIN's were revised.

4) Delete all of attachment 3, Wage Determinations, and replace with new attachment 3.

PROJECT DESCRIPTION

The project consists of the rehabilitation of multiple roads, overlooks and parking areas within Shenandoah National Park. The scope of the project includes: pavement work for 9 different routes along the north end of Skyline Drive (parking lots, overlooks and roads), including repair/rehabilitation of pavement with a variety of methods including; pavement repair, minor drainage repair, replacement of curb stops, curb repair, new pavement striping, crack sealing, and minor regrading of the shoulders as necessary.

Project consists of applying the following road treatments:

BASIS FOR AWARD

1. The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.

2. The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.

3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:

• The Government may reject any or all proposals if such action is in the Government’s interest.

• The Government may waive informalities and minor irregularities in proposals received.

• The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.

FACTOR 1 – PROJECT EXPERIENCE

Submit the attached "Project Experience" form addressing specific experience elements below for up to THREE (3) relevant projects completed in the last five (5) years. Submit separate forms for each project.

Provide major subcontractor’s “Project Experience” information if general/prime contractor not self-performing asphalt pavement effort. NOTE: Submit the same prime and subcontractor project information for Past Performance (Factor #4) as submitted under this factor.

Logistics, Coordination and Process - Construction in congested areas of high public interest or public use that are similar in scope, magnitude, and complexity to this solicitation while maintaining safe public access, full use of adjacent buildings; and minimizing visitor and public disruption.

Natural, Cultural, & Historical Resources - Construction and permitting complying with NEPA in close proximity to and protecting natural resources and sensitive cultural resources similar in scope, magnitude, and complexity of this solicitation.

Means/Methods – Construction of large, complex, statistically-accepted asphalt paving projects that include milling, overlay, and crack seal treatments, and involve coordination with customer staff (e.g.

FACTOR 2A – PROJECT TECHNICAL APPROACH

Technical approach is your means and methods to complete the technical aspects of the required work in this solicitation. Submit a written narrative limited to two (2) pages describing your technical approach for the specific elements below. Up to 4 pictures can be included and will not count towards the page limitation. There is no preprinted form for this submittal.

Logistics, Coordination and Process - Submit a written detailed technical approach for performing this construction project. Address the successful execution of the project including construction and permitting complying with NEPA and protecting the park’s resources, maintaining park operations, and minimizing impacts to Park visitors in congested areas of high public use. Address the successful execution of a large, complex, statistically-accepted asphalt paving project that includes milling, overlay, and crack seal treatments, and involves coordination with customer staff (e.g.

National Park Service staff), federal highway (FWHA) acceptable testing laboratories, and 3rd party testing facilities. Consider any unique considerations relating to project scope, and creative and innovative ideas to execute the project in an expeditious manner. Demonstrate a clear understanding of the project scope and offer realistic strategies and methods for addressing the overall project scope.

FACTOR 2B – CONSTRUCTION SCHEDULE

Submit your proposed construction schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative.

Submit your schedule in MS Project Gantt Chart format; assume a 487-calendar day period of performance starting with a Notice of Award date of 1/19/2020, includes a winter shutdown, and then commencement of on-site work during the spring of 2020, and similar for 2021. Include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, and key considerations and constraints. There is no preprinted form for this submittal.

FACTOR 3A – MANAGEMENT APPROACH

Management Approach is organizational structure and business processes to manage, control, and oversee your firm's operations. Submit a written narrative limited to two (2) pages describing your management approach to the specific elements below. Describe how the subcontractors will be managed and coordinated. Describe the approach to manage and maintain the contract’s schedule, cost and scope. Describe how safety requirements will be incorporated into all activities. Describe how the quality control requirements will be performed to ensure the Government receives a quality project. Four (4) pictures can be included and will not count towards the page limitation. There is no preprinted form for this submittal.

Logistics, Coordination and Process - Submit a general management approach narrative for maintaining and managing project safety, quality control and coordination, cost management, and schedule management. Address how these general management procedures will be applied specifically to the scope, location, and schedule of this project.

Capacity - Submit a written narrative of your firm’s capabilities and assets that are available for this project. Indicate existing capacity to perform this work concurrent with existing ongoing projects. Describe your firm’s resources and equipment that will be used for the work on this project.

Roles and Responsibilities - Provide an organizational chart identifying specific roles, responsibilities, and lines of authority of the proposed prime contractor, key personnel, and all subcontractors. Address project management including scheduling, quality assurance, quality control, and other management-related objectives. This organizational chart does not count toward the 2-page limit.

FACTOR 3B – KEY PERSONNEL AND KEY SUBCONTRACTORS

Submit resumes limited to one (1) page each for key personnel as identified in this solicitation at Section H and listed below. All personnel proposed are subject to substitution requirements contained in this solicitation. Key Personnel include: Project Manager, Job-site Superintendent, Safety Manager, and Quality Control Manager. Submit subcontractor resumes limited to two (2) pages each for key subcontractors also. There is no preprinted form for this submittal.

Past Performance: Submit Past Performance information for the same projects submitted under Project Experience (Factor #1) using the attached Past Performance Questionnaire for prime and major subcontractor. Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other construction activities.

Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If available, offerors may submit a Contract Performance Assessment Reporting System (CPARS)/Past Performance Information Retrieval System (PPIRS) evaluation report in lieu of the Past Performance Questionnaire. Submittal process for the Past Performance Questionnaire is as follows:

1) Complete Section A (Contractor Information) and B (Contract Information) only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and submit the survey to the email addresses and point of contacts noted in Section E. of the questionnaire by the due date and time for proposal receipt.

2) Submit copies of the questionnaire that you forwarded to your references with their questionnaire Section C (Reference) point of contact information in this proposal Volume I.

3) Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory.

Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record.

The offeror shall be responsible for any follow-up communication required to ensure that all the forms are completed by the reference and are emailed to NPS point of contacts no later than the date and time proposals are due.

SF1442: Standard Form 1442, Solicitation, Offer, and Award, (Construction, Alteration, or Repair):

Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror’s company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102. The SF- 1442 will be reviewed for completeness.

AMENDMENTS: Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of Standard Form 30. Amendment acknowledgements will be reviewed for timely and proper acknowledgement.

SECTION B CONTRACT PRICE SCHEDULE: Enter the proposed dollar amount for each line item in the Price Schedule, including any optional items, if applicable. Proposed pricing will be evaluated for fair and reasonableness. Reasonableness will be determined considering comparisons to competitive pricing and to the independent Government Cost Estimate (IGCE). Proposed pricing that differs significantly from the competition or IGCE will be reviewed to assess potential performance risk and the offeror’s understanding of contract requirements. If multiple contract line items are included in the price schedule, prices will be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

SCHEDULE OF VALUES: Provide a detailed Schedule of Values that supports the Contract Price Schedule by line items and total price. Proposed Schedule of Values will be evaluated for completeness and that they support the Contract Price Schedule by line item and total price

The Government reserves the right to award any or no options at or after the time of award. At the option of the Government, the period for exercise of options at the proposed prices shall extend 180 calendar days from the date of award. Pricing will be evaluated based on what is determined to be the best value to the Government. Options may be exercised in any combination, order, or grouping deemed in the judgment of the Contracting Officer to offer the best value to the Government.

In addition to the offer that conforms to the solicitation documents, offerors are encouraged to submit alternate proposals that will result in cost savings to the Government. Such proposals shall clearly identity why the acceptance of the alternate proposal would be advantageous to the Government, see FAR Clause 52.215-1, Instructions to Offerors - Competitive Acquisition-Alternate II and DSC-36 Clause (Instructions for Submission of Offers and Other Information) in Section L of the Solicitation.

1. The RFP includes the contract price schedule. This price schedule does not include the 8K PV

System serving the Sachuest Point National Wildlife Refuge Visitor Center bid items. Are these items alternates or should they be included in the base bid? Also, where is this visitors center?

a. The file titled “Sol_140P2021R0027” is an error and should be deleted. We are trying to get the file removed through the website. Please disregard that file completely.

There is no 8K PV System.

2. Can you provide more detail on the ½” leveling course for Skyland Drive? Is the intent to level the entire roadway before paving the 1.5” overlay? Also, density cannot be achieved with this thin lift, especially with the mix type specified in the bid documents.

a. The density check is not intended to be conducted on the leveling course, just the overlay. The 2” mill is required to address poor bond issues noted in the cores and the

½” leveling course is estimated throughout the entire length to account for potential irregularities in the milled surface prior to the 1 ½” overlay.

3. There is no mention of patching for Skyland Drive. All other areas have patching needs shown.

Will there be any patching required on Skyland Drive and if so, can you provide locations and sizes?

a. Yes. See new Table in Amendment 0001 addressing this issue.

4. Will a winter shutdown be required due to this being a paving project with seasonal limitations?

a. The 487‐day period of performance was created assuming winter shut‐downs for 2021 and 2022. Depending on the date of the NTP and the contractor's construction Schedule, there may be a need for a delayed 2021 start and/or a 2021/2022 winter shut down.

5. What Erosion Control measures will be required for roadway construction areas (Skyland Drive, Skyland Lodge Upper Parking, Big Meadows Entrance Road, and Loft Mountain Campground

Access)? Will silt fence be required (detail sheet C2B) on both sides of roadway the entire length for pavement rehab work area?

a. Erosion control is only needed where there is ground disturbance. The Contractor is required to provide an Erosion control Plan during the submittal process. It is not necessary to install erosion control fence for the length of the project. Inlet protection along the drive, and in the Parking areas will be required.

6. This contract is bid as lump sum. We are assuming mobilization costs will be distributed throughout the nine lump sum items. P&P bond costs, initial mobilization costs, etc. will be required up front. How will the contractor be compensated for this on the first pay estimate?

a. Mobilization and bond are allowable costs. They can be distributed throughout the

CLIN's, but can be 100% billed once mobilized. The contractors SOV, submitted after award, will itemize this amount for approval.

7. Section L of the SOA states that the proposal shall be submitted via email. Will scanned bid bonds be acceptable?

a. Yes, electronic copies of bid bonds are acceptable. Ensure all seals are legible in your submission.

8. The Contract Price Schedule in the RFP and the list of contract line items in the Project

Documents do not match (Contract Line Items). Which do we use for the price proposal?

a. The contract Price Schedule, along with the Price Schedule in the PSP, are being replaced with a new one that is the same as the Contract Line Items in the contract with A0001.

9. Section L. Paragraph E.3.F, Factor 4 – Past Performance directs the contractor to return Past

Performance Questionnaires directly via email to POCs noted in section E. Should these be submitted to the email address provided in Section D for proposal submission, or should they be submitted to the (2) email addresses provided in section B for the CO and CS? I do not see a contact provided in section E. Please clarify.

a. Please send the questionnaires to Jeremiah Rogers and Jim Irwin‐Vallie, emails are in

Section L, part B, “Questions”. This was clarified in Amendment A0001.

10. Skyline Drive Pavement Section on C6 indicates the limits of improvements are the edge of pavement. However Note 2 on C6 indicates that aggregate top soil and erosion control matting shall be required on shoulders adjacent to Skyline Drive. Please confirm aggregate topsoil and erosion control matting is required the entire length of skyline drive paving.

a. The project requires a mill and overlay of 2", there will be minimal shouldering required the entire length. Shouldering will be required where the finished edge of pavement is higher than .5", and any areas disturbed during construction will need to be shouldered and vegetation established per the shouldering and seeding specification.

11. Two different Curlex erosion control matting products are listed in the specifications, one with biodegradable netting and one without. Which product will be required for this project? Is the

Park aware of a specific product that is an acceptable alternative to the Curlex product?

a. These are 2 acceptable erosion control products used and approved in the Park on previous projects. If the contractor would like to submit an equal, that will be reviewed by the technical branch and the Park resource staff.

12. Specifications Section 01 11 00 para 1.3.F indicates a Hauling restriction of 40,000 lb on Skyline Drive Between May 1 and November 30th without a permit. For bidding purposes is the contractor to assume that the Park will issue a permit to exceed the specified wight limit of

40,000 lbs? If so, will the maximum weight allowed by the Park be those listed at the end of paragraph 1.3.F for 3, 4 and 5 axle single and combination units or will higher limits be permitted?

a. Historically a Permit has not been issued for additional weight. The contractor can request a permit, but it should not be expected and provided.

13. Please clarify if a Hard Copy of the Bid Bond must be sent to Denver for this proposal?

a. See #7 above.

14. Factor 1 – Project Experience requests up to 3 projects to demonstrate relevant project experience. Factor 1 also requests major subcontractor’s project experience if the Prime will not be self‐performing the asphalt paving effort. Do key subcontractor projects counts towards the total of 3 projects requested in Factor 1 or should they be in addition to the up to 3 provided by the prime?

a. Only a maximum of 3 projects shall be submitted. They can be for the prime or subcontractors, but only a total of 3.

15. Factor 2B indicates a 487 Calendar Day period of performance from Notice of Award however the 1442 indicates the 487 Calendar Day duration is from Notice to Proceed. Please Clarify. In addition the assumed award date is listed as 1/19/20. Could you please provide a revised date for the assumed award and an assumed NTP date for purposes of developing the proposed schedule?

a. The POP is 487 from the Notice to Proceed date, which is dependent on the contractors

Division 1 submittals. Therefore, when submitting the construction schedule, you should assume a Notice of Award of March 1st, then include non‐POP time to complete Division

1 submittals. Then the Notice to Proceed date, and start of contract time, will begin once all Division 1 submittals are accepted.

16. Please confirm the profile measurement requirements listed in spec section 32 12 16.02 para

3.08 are required for this project.

a. Profile measurement is required per 3.08 of this section.

17. Several pay factors are listed for spec section 32 12 16.02 acceptance. Considering there are no unit prices provided for the types of paving, how will the pay factors be calculated as this is a lump sum project?

a. The contractors Division 1 Schedule of Values, submitted following award, will outline unit pricing per CLIN. This is a negotiated and agreed upon price in order to value the pay factor.
