GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the beta.SAM website at www.beta.sam.gov . Proposal documents shall be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.
Vendors can search for opportunities and award history on www.beta.sam.gov without registering. The beta SAM (www.beta.sam.gov) website has an Interested Vendors List and a Watchlist where you can add your company’s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. No questions submitted through the Beta.Sam.Gov and FedConnect site will be answered during any portion of the solicitation.
Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government.
This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.
Proposed Solicitation Issue Date: Estimated on/about February 3, 2020.
This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.
The NAICS Code for this requirement is 339992 with a size standard of 1,000 employees.
Title of Project: Wind Chime Fabrication Completion, Flight 93 National Memorial, FLNI 200729B Description:
The National Park Service, Denver Service Center requires a firm fixed price supply contract to assemble 40 large wind chimes for the “Tower of Voices”. The effort will be to combine various Government provided materials, with other contractor provided materials, either fabricated per the design or obtained from various commercial or custom sources, into the final chime assemblies. Final assemblies may require minor refinement of the designed components. The final 40 chime assemblies will then be installed by others at the 93 foot tall concrete tower to function as a monumental musical instrument. The tower is located at the entrance to the park and functions as the first and last feature visitors see as they arrive and depart the Memorial. The final design of the chimes assemblies is predominately completed, however some final design will likely be required during assembly. The chimes tubes are 8 inch outside diameter with 1/2 inch thick walls, are made of aluminum and range in length from 5 to 10 feet. The total assembly length is a maximum of 18 feet approximately.
Please note: This procurement will contain an extremely tight delivery schedule and will require a creative and dynamic firm with the resources and scheduling abilities to deliver unique high profile musical instruments meant to honor the passengers and crew of Flight 93.
Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.
Estimated Price Range: Between $500,000 and $1,000,000.
Estimated Period of Performance: March - June 2020
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents
A pre-proposal meeting is not anticipated at this time.
All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
