AMENDMENT-1 _140P1518R0010

GLCA-Replace Down Lake Roofs

Solicitation, SOW, & Site Visit Questions & GOV Responses

1. Is the Government not requiring a bid bond?

1. GOV Response: Bid bonds are not required, but Performance & Payment bonds will be required of the winning Contractor.

2. Is the pre-bid site visit mandatory?

2. GOV Response: The GOV is required to offer a Site visit for Construction and Service contracts. It gives the

Contractors a look at the site for which work will be performed. Contractors are not required to attend, but if the Contractor decides not to attend the site visit, it shall not be an excuse for any under estimated quantities or mistake in proposal costs. Contractors are responsible to verify all measurements and components.

3. The SOW calls for new roof jacks and there is no mechanical equipment visible on the roofs -not from front side of the roofs. Could the Government provide pictures of the back side of the gable roofs for the 8 units?

3. GOV Response:

4. May bidders propose a different brand of R-panel, or is the Enduracote panel mentioned in SOW being specified by the

Government?

4. GOV Response: The Enduracote is the preferred brand, but other equal brands may be proposed. It is suggested that the preferred brand is proposed along with any equal brands submit an equal brand data spec sheet with the proposal. Lowest price is most important.

5. In the SOW point 2, letter f states: Contractor shall notify GLCA facility management of any damaged and deteriorated areas which the components are to be mounted to, and allow GLCA employees time to make any required repairs in a timely manner. This type of reroof work usually entails replacing some roof deck panels. These damaged components are completely known only after the roof tear off takes place. How much time does GLCA need to replace these? According to industry standards these are replaced on the spot in order to immediately install the roof felt after tear off. It may be more advantageous for the Government to allow the roofer to replace any damaged roof deck panels at an agreed beforehand price per 4’x8’ sheet and left aside for COR to verify. This way there is no interruption of work for contractor and deployment of crew somewhere else, no jeopardizing of home by increasing the number of hours the roof is permeable and GLCA will have one less problem to take care of.

5. GOV Response: Contractor’s shall create a cost line in the proposals their cost to demo & replace one (1) sheet of 4x8 plywood as a firm fixed price cost per sheet. This will be the same coat for each additional sheet found during the demo process of all roofs. When proposals are reviewed, this one sheet cost will be part of the overall total for the proposal submitted.

6. Please verify that the Government is providing roofing materials for WW 120-122 (except roof jacks & vents), because we will assume this means metal, gutters, fascia, downspouts, underlayment & flashings. Is that accurate?

6. GOV Response: Yes, The Government will provide all materials except roof jacks & ridge vents.

7. Please verify if we have to use FABRAL metal or if we can use Berridge or similar matching alternative for metal on the other 4 roofs where we are supplying the materials?

7. GOV Response: The Enduracote is the preferred brand, but other equal brands may be proposed. It is suggested that the preferred brand is proposed along with any equal brands submit an equal brand data spec sheet with the proposal. Lowest price is most important.

8. Please verify if the existing gutter, fascia and downspout details are to be replaced with same detail as the existing on all buildings?

8. GOV Response: The Government is providing the gutter machine and all gutter materials. The

Contractor will create the gutters using the materials provided and the machine to make them.

9. Please verify that there is adequate space for materials to be staged at this location?

9. GOV Response: Yes.

10. What type of material warranty is required?

10. GOV Response: Contractor shall submit all manufacture warranty information and the

Contractor shall be responsible for all work defects one year after completion of work and final inspection date.

11. When is this work scheduled to begin?

11. GOV Response: Normally 10 to 15 days after award. The awarded Contractor shall submit all post award deliverables, i.e. Bonds, work schedule, materials submittals, etc… and attend a pre-construction meeting before actual work begins.
