SYNOPSIS:

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE

THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement to examine, compile, evaluate, and synthesize publicly available information about natural gas pipeline releases, their historical impacts to the environment, and develop technical information to use in development of pipeline gas release estimates for National Environmental Policy Act (NEPA) oil and gas scenarios. The estimated period of performance for this requirement is twenty-four (24) months from date of award.

The purpose of this combined synopsis/solicitation is to solicit quotes as described in the attached solicitation. The Government anticipates a Firm Fixed Price type award as a result of this solicitation. This procurement is being conducted in accordance with FAR Part 13.5, "Simplified Procedures for Certain Commercial Products and Commercial Services". The North American Industrial Classification Systems (NAICS) code is 541620, Environmental Consulting Services, with a small business size standard of $19.0 million. This solicitation is being issued on an unrestricted basis.

All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) at the time an offeror of quotation is submitted.

SECTION 1

PRICING

1.1 GENERAL INFORMATION

The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM) anticipates awarding a Firm Fixed Price (FFP) Purchase Order, in accordance with Federal Acquisition Regulation (FAR) Part 13.5 – Simplified Acquisition Procedures for Certain Commercial Items and FAR Part 12 – Commercial Items. The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services, with a small business size representation of $19.0M.

1.2 ANTICIPATED AWARD TYPE

CLIN 00010 is a Firm Fixed Price (FFP) line item for all services required to perform the work in Section 2. Invoices may be submitted in accordance with the Partial Delivery Payment Schedule in Section 1.4 below.

1.4 PARTIAL DELIVERY PAYMENT SCHEDULE

Partial delivery payments are authorized for this Purchase Order. Payment shall be made once the following deliverables have been received and accepted by the Government in accordance with FAR Clause 52.212-4(i), Payment. Upon completion of each deliverable and acceptance by the Government, the contractor may submit an invoice to BSEE in the amount identified in the table below. STATEMENT OF WORK

Pipeline Gas Release Impacts, Frequency, and Scenario Estimates

2.0 STATEMENT OF WORK

2.1 INTRODUCTION

The Outer Continental Shelf Lands Act (1953), as amended (OCSLA), established a policy for the management of energy and mineral resources on the Outer Continental Shelf (OCS) and for the protection of the marine and coastal environments. The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) is the administrative agency mandated by OCSLA to identify, monitor, and assess impacts of OCS activities on the human, marine, and coastal environments.

Pipelines are among the safest methods to transport natural gas. However, natural gas pipelines are associated with potential hazards and risks that could lead to a natural gas pipeline failure resulting in the release of natural gas. The relationship between proposed OCS oil and gas activities and potential gas releases is a common question heard by BOEM. Public concern about gas releases is heightened due to the potential impacts on sensitive resources and a recent offshore gas pipeline release of processed dry natural gas (98.67% methane), in State waters of Cook Inlet, Alaska (ADEC 2017).

BOEM’s National Environmental Policy Act (NEPA) analysts use information about the general effects of natural gas releases, release volume, duration, and location to estimate the impacts to biological, social, and economic resources in Environmental Impact Statements (EISs). BOEM, Alaska Regional Office generally develops two types of EISs. One type of EIS is for OCS oil and gas leasing (BOEM 2022, 2016, 2015) and the other type is for oil and gas development and production (BOEM 2018). The amount of information available about pipelines is variable depending on the type of EIS. For a lease sale EIS, an Exploration and Development (E&D) scenario (BOEM 2021) provides a set of hypothetical oil and gas activities to frame BOEM’s environmental analyses and to inform decision-makers and the public of the potential environmental effects of the proposed action (to hold a lease sale). A lease sale E&D scenario includes pipeline information on the estimated diameter of the natural gas pipeline, length of the natural gas pipeline, its location either onshore or offshore, and the annual volume of natural gas produced. If a Development and Production Plan (DPP) is submitted, detailed information about the proposed project, including pipeline design parameters, is available (Hilcorp Alaska, LLC 2017).

BOEM uses pipeline information from the E&D Scenario or the DPP to develop pipeline gas release estimates for the oil spill and gas release scenario used in the NEPA analysis. An oil spill and gas release scenario includes generalized estimates about pipeline natural gas releases including the frequency of a pipeline natural gas release, the amount of time over which the release occurs, and the volume of release.

BOEM collates information about natural gas pipeline release hazards, their consequences or impacts, frequencies, or the spatial and temporal footprint of the hazard. BOEM uses readily available technical information and historical data about gas releases, modeling results, statistical analyses, and professional judgment to estimate information about natural gas releases. Better summarized and synthesized information on natural gas release hazards, their historical impacts to the environment, release frequencies, and quantitative information from gas pipeline release models or mathematical algorithms would facilitate informed and refined NEPA analyses of potential natural gas release impacts.

The consequences or impacts of historical natural gas releases to the environment are not widely reported and are often located in incident reports produced by the operator or regulatory agency.

However, some information on the impacts of natural gas to resources is dispersed throughout the body of scientific and gray literature.

Gas releases from pipelines have varying potential to occur from activities associated with oil and gas exploration, production, or transportation on or adjacent to the OCS. Data related to pipeline accidents in the United States are collected by the Pipeline and Hazardous Materials Safety Administration of the U.S. Department of Transportation (PHMSA 2022) and the U.S.

Department of Interior, Bureau of Safety and Environmental Enforcement (BSEE 2023a,b).

These data can be used to estimate the frequency of occurrence of U.S. onshore, offshore, and offshore OCS natural gas pipeline releases, ruptures, and ignition using relevant historical information (Lam and Zhou 2016).

Quantitative gas release scenario elements, such as the hazard area, are difficult to generate without modeling or mathematical calculations. Serious impacts can occur from the release, dispersion, fire, and/or explosion of natural gas. Fire and ignition of a gas release can increase the impact area, as compared to dispersion. Depending upon the circumstances and conditions, the type of open fire may vary. For example, ignited releases can produce jet fires, vapor cloud fires, or fireballs (Shan et al. 2020). Mathematical algorithms or models can be used with confidence to estimate the hazard distance or hazard area from a natural gas pipeline release (Stephens 2000; S.L. Ross et al. 2009).

BOEM would benefit from up to date, compiled, technical information on natural gas pipeline releases for pipelines relevant for OCS development. This study will supplement existing studies, synthesize information, and provide an additional technical basis for BOEM analyses of natural gas pipeline release impacts, frequency, and gas release scenario estimates in EISs, Environmental Assessments, and decisions for lease sales, exploration plans, and DPPs. BOEM would use the technical information developed and synthesized from this study as an authoritative reference of best available information to assist in developing natural gas pipeline release scenarios and impact analyses for NEPA documents.

2.2 OBJECTIVES

BOEM seeks to examine, compile, evaluate, and synthesize publicly available information about natural gas pipeline releases, their historical impacts to the environment, and develop technical and Scenario Estimates Page 6 of 71 information to use in development of pipeline gas release estimates for NEPA oil and gas scenarios. Specific study objectives include:

Synthesize technical information on the frequency, volume, spatial and temporal footprint of the hazard, modeling, and consequences of historical U.S. natural gas pipeline releases.

Estimate the frequency of occurrence of U.S. onshore, offshore, and offshore OCS natural gas pipeline releases using relevant historical information from the U.S.

Department of Transportation, Pipeline and Hazardous Materials Safety Administration and the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement.

Estimate the frequency of occurrence of onshore, and offshore pipeline gas releases resulting in ignition, fire, and explosion. Estimate frequencies for the Alaska North Slope and Cook Inlet region. Discuss causal or other factors that are similar to or different from the onshore and offshore continental U.S.

Utilize typical pipeline release scenarios and a software system or mathematical algorithms to model the behavior, dispersion, ignition, fire, and explosion of natural gas in order to quantify the spatial and temporal footprint of the hazard.

2.3 SCOPE OF WORK

The Contractor shall complete the following tasks:

2.3.1 Task 1: Project Management, Post-Award Meeting, and Summary

Task 1 encompasses planning and administration of the study program, including coordination with BSEE acquisition and BOEM technical personnel. The Contractor shall operate under a Project Management Plan (PMP).

2.3.1.1 Subtask 3.1.1: Post Award Meeting, Draft Project Management Plan, and Agenda

The Contractor shall hold a Post-Award Meeting with BOEM via videoconference within three

(3) weeks of award. The Contractor shall prepare and provide a draft Project Management Plan (PMP) and Post-Award Meeting agenda at least one (1) week before the Post-Award Meeting. In the draft PMP, the Contractor shall clearly and concisely describe project responsibilities, any proposed subcontracting arrangements, communication and coordination, record keeping, and scheduling of all tasks, subtasks, meetings, and deliverables. The Contractor shall discuss its procedures for managing the project, criteria for assuring quality and acceptability of the deliverables, and details regarding the schedule and coordination of this project. The Contractor shall also discuss plans for ensuring successful completion of individual tasks on time, on budget, and of the highest quality and to meet the requirements specified in subsections a., b., and c. The draft PMP will be reviewed and discussed by BSEE, BOEM, and the Contractor during the Post-Award Meeting to resolve any technical or managerial issues.

The Contractor shall prepare a Data Management Plan (DMP) to be included in the draft PMP.

The DMP shall include Quality Assurance/Quality Control (QA/QC) procedures and the following:

a. Formatting Requirements. All products generated by this contract shall be submitted in accordance with Section 2.5. BOEM report formatting and footprint specifications can be found at http://www.boem.gov/Environmental-Stewardship/Environmental- Studies/Environmental-Studies-Program-Report-Specifications.aspx

b. Access of Digital Reports by Individuals with Disabilities. Section 508 of the Rehabilitation Act of 1973 (found at 29 U.S.C. 794d) requires access to and use of information by individuals with disabilities. All deliverables including reports, presentations and other materials (e.g., PDF files) to be placed on the web (either on the agency's web server or the company's), video footage, or other digital data such as CD- ROMs to be distributed shall meet Section 508 guidelines. Digital files shall be formatted so that they are "readable" by assistive technology devices such as screen readers.

c. Scientific Integrity. Scientific integrity is vital to Department of the Interior (DOI) activities under which scientific research, data, summaries, syntheses, interpretations, presentations, and/or publications are developed and used. Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications, but will damage DOI’s reputation and ability to uphold the public’s trust. All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent, as provided by their organization or State law.

After all QA/QC procedures have been completed, the final products from analyses will be submitted to the BOEM Contracting Officer’s Representative (COR) and others identified in Section 2.6.

2.3.1.2 Subtask 3.1.2: Post-Award Meeting Summary and Final PMP

The Contractor shall prepare the Post-Award Meeting Summary and final PMP for submittal within one (1) week of the Post-Award Meeting. The Contractor shall adhere to the final PMP throughout the duration of the project.

2.3.1.3 Subtask 3.1.3: Prepare Monthly Progress Reports

The Contractor shall prepare and submit Monthly Progress Reports throughout the project describing current status and upcoming plans as they pertain to the signed contract and scope of work. The Monthly Progress Reports shall be in enough detail to describe all work accomplished and results achieved during the previous month and shall include a discussion of the planned actions for the next month.

2.3.2 Task 2: Literature Review, Information and Data Collection, and Synthesis and Scenario Estimates Page 8 of 71

The Contractor shall conduct a literature review and compilation of all relevant information on natural gas pipeline releases for purposes of this study. Information sources consulted should include, but not necessarily be limited to technical reports from government agencies or scientific research groups, working papers from research groups or committees, white papers, pre-prints, published peer reviewed literature, gray literature, and conference proceedings.

2.3.2.1 Subtask 3.2.1: Review Environmental Impact Statements

The Contractor shall review at least two (2) lease sale final Environmental Impact Statements (FEISs) and one (1) development FEIS and the associated DPP (e.g., BOEM 2022, 2018, 2016, 2015; Hilcorp Alaska, LLC. 2017) to become familiar with: (1) the types of information about natural gas pipelines available at the OCS lease sale and development and production stage; (2) the types of gas release estimates BOEM uses in an oil spill and gas release scenario; (3) available information about gas releases; and (4) the categories of resources BOEM analyzes in an EIS. Types of information available about natural gas pipelines in an EIS include diameter of pipeline, length of pipeline, location of pipeline, and others.

2.3.2.2 Subtask 3.2.2: Compile Information on Hazards and Historical Impacts of Natural Gas Pipeline Releases to Physical, Biological, Social, and Economic Resources.

The Contractor shall research, document, and synthesize the types of onshore and offshore natural gas pipeline release hazards (e.g., dispersion, fire, explosion, hydrogen sulfide [H2S]) and the general categories of damage a pipeline gas release could cause to receptors (e.g., flammability, toxicity, smothering). The Contractor shall research, document, and synthesize historical consequences, impacts or effects, including degree of recovery, from natural gas releases to physical, biological, social, and economic resources from onshore and offshore natural gas pipeline releases. This review shall concentrate on study results that are relevant to impacts to resources commonly evaluated in BOEM’s NEPA analyses for oil and gas exploration, development, production, and decommissioning (Table 1). The primary focus shall be releases of natural gas from utility, gathering, and transmission pipelines and their impacts to physical, biological, social, and economic resources within and adjacent to the Alaska OCS.

However, information found related to impacts from releases of other gas or infrastructure types should be reviewed for potential relevance to this analysis. Consideration should be given to whether or not including international research in countries with limited regulatory control over these activities may skew the outcome of the analysis. The review shall document and synthesize historical natural gas release consequences, impacts, or effects, including degree of recovery by resource for the resource categories listed in Table 1.

2.3.2.3 Subtask 3.2.3: Compile Relevant Information for this Study on Natural Gas Releases

The Contractor shall research, document, and synthesize historical information from onshore and offshore natural gas pipeline releases, ignition, fire, or explosion that document and validate elements of the BOEM EIS pipeline gas release scenario, analysis of historical rates, and validation of model or mathematical algorithm calculations used in this study. This information includes but is not limited to the hazard zone or area of influence, gas release rate, volume of release, and total time of release.

2.3.2.4 Subtask 3.2.4: Document Mathematical Algorithms and Models.

The Contractor shall research, document, synthesize, and identify readily available gas release mathematical algorithm(s) or model(s) to develop quantitative natural gas pipeline release scenario elements that BOEM currently uses in EISs (e.g., length of release, volume of release) or could be readily incorporated into future gas release scenarios for NEPA analyses (e.g., hazard zone or area of influence, gas release rate). The Contractor shall consider the results in developing Task 5.

2.3.2.5 Subtask 3.2.5: Annotated Bibliography

The Contractor shall develop an annotated bibliography detailing the results from the literature search for subtasks 3.2.2, 3.2.3, and 3.2.4 in an electronic format. This bibliography should be provided in Endnote Version X20 using standard bibliographic reference format fields or a format compatible with Endnote Version X20 to be decided upon in consultation with BOEM.

Incorporated information shall include, but not necessarily be limited to: Reference Type, Author(s), Primary Title, Book, Conference or Journal Name, Cover Date, Publisher, International Standard Serial Number (ISSN), Subject, Start Page, End Page, Volume, Issue, Uniform Resource Locator (URL), Digital Object Identifier, Abstract, and Keywords. A list of standardized keywords shall be developed for this purpose in consultation with BOEM. The Contractor shall also provide a copy of references in Adobe portable document format (PDF) that are difficult to obtain. Difficult to obtain shall be determined in coordination with the BOEM COR. Reports or documents that are already in BOEM’s possession, are readily accessible from the internet, the Alaska Resources Library & Information Services (ARLIS), or through the Department of the Interior (DOI) interlibrary loan program (https://www.doi.gov/library) or are subject to subscription or copyright restriction need not be provided.

2.3.3 Task 3: Interim Progress Meetings

The Contractor shall convene two (2) Interim Progress Meetings with BOEM via videoconference. One meeting shall be convened in accordance with the Schedule of Deliverables to discuss results of the literature, data, and information collection from Task 2 and Scenario Estimates Page 10 of 71 including the progress on the annotated bibliography and refine the scope of the subsequent analysis in Tasks 4 and 5. The goals of the first meeting are to ensure that: (i) the literature, data, and information search is providing the necessary information, and (ii) the Contractor and BOEM agree on the proposed analysis approach in Tasks 4 and 5. The Contractor shall hold another interim meeting to develop two (2) to four (4) pipeline gas release scenarios with BOEM for use in Task 5. The Contractor shall provide a draft agenda at least one (1) week prior to each meeting. Within one (1) week after each meeting, the Contractor shall deliver a Meeting Summary to the participants, providing an overview of the discussions and agreed upon details.

2.3.4 Task 4: Develop Historical Rates for Onshore and Offshore Natural Gas Pipeline Releases

The Contractor shall conduct a careful review of datasets and develop historical rates for onshore and offshore natural gas pipeline releases relevant for OCS lease sale and development and production EIS gas release scenarios and subsequent gas release analyses. The Contractor shall review, discuss causal factors, and collate dataset records used in the final analyses.

a. The Contractor shall evaluate U.S. databases and information regarding natural gas pipeline releases and identify relevant dataset(s), pipelines (e.g., utility, gathering, transmission), categories (e.g., onshore, offshore, offshore OCS), types (rupture, leak, ignition, fire, explosion), exposure variable(s), and timeframe(s), for analysis of historical natural gas pipeline release rates.

b. The Contractor shall collate datasets of natural gas release records and exposure variable information in tabular format to develop historical rates.

c. The Contractor shall conduct analyses of natural gas releases from natural gas pipelines to develop historical release rates that can be used to estimate the frequency and number of natural gas releases for a BOEM EIS natural gas pipeline release scenario.

d. The Contractor shall conduct analyses of natural gas releases from natural gas pipelines to develop historical rates leading to ignition, fire, and/or explosion for natural gas pipeline releases.

e. The Contractor shall conduct analyses to determine causal or other factors for onshore and offshore pipeline gas releases resulting in ignition, fire, and explosion. The Contractor shall review a subset of onshore and offshore pipeline gas releases resulting in ignition, fire, and explosion for the Alaska North Slope and Cook Inlet regions. The Contractor shall discuss Alaska North Slope and Cook Inlet regions’ causal and other factors that are similar to, or different from the onshore and offshore continental U.S. and the OCS.

f. The Contractor shall evaluate factors contributing to uncertainties in the historical rates for onshore and offshore pipeline gas releases and develop confidence intervals for these release rates.

2.3.5 Task 5: Apply Mathematical Algorithms or Models using Gas Pipeline Release Scenarios

The Contractor shall use the results of Task 2 to identify and apply appropriate gas release mathematical algorithm(s) or model(s) to develop quantitative pipeline gas release information.

a. The Contractor shall use natural gas pipeline information available in a lease sale EIS, lease sale Exploration and Development Scenario, or DPP for the Alaska OCS.

b. The Contractor shall work with BOEM to identify and develop two (2) to four (4) typical gas pipeline release scenarios of interest for Alaska OCS NEPA analyses (e.g., S.L. Ross et al., pp. 3–6).

c. The Contractor shall apply mathematical algorithm(s) or software model(s) to two (2) to four (4) typical gas pipeline release scenarios for calculating quantitative parameters about natural gas releases. Quantitative parameters shall include but are not limited to the hazard zone or area of influence, gas release rate, volume of release, and total time of release.

2.3.6 Task 6: Organize Results and Prepare Report, Technical Summary, and Footprint (Draft and Final)

The Contractor shall prepare and submit the Draft Report, Draft Technical Summary, Draft Footprint, Final Report, Final Technical Summary, and Final Footprint produced by the Contractor’s Principal Investigator(s) and staff. The Contractor shall prepare a report that describes the methodologies used, and organizes and synthesizes the substantive results obtained, based on but not limited to, Tasks 2–5. The Contractor shall organize the report by major sections, including each of Tasks 2–5. The Contractor shall describe, the compiled and tabulated results of this study, using appropriate graphics and other visual aids as needed. The Contractor shall identify any additional information needs relevant to environmental impact analyses related to natural gas releases and offer a suggested approach to filling such needs, as appropriate. The Contractor shall describe how the results and analyses can be used to develop and apply quantitative information about natural gas pipeline releases. As warranted, the Contractor shall propose and discuss hypotheses based on study results that engineers and scientists could test in future studies or use to develop indicators for use in impact analyses of natural gas pipeline releases.

2.3.7 Task 7: Prepare Summary Study Information

The Contractor shall prepare and submit summary information about the study.

2.3.7.1 Subtask 3.7.1: Prepare Information Sheet

The Contractor shall provide a one-page information sheet designed to increase the public’s understanding of natural gas pipeline releases including their potential hazards, impacts, and frequency of occurrence. At least one derivative product created from the literature synthesis, analysis, or modeling/mathematical algorithm calculation shall be included in this one-page information sheet and discussed in plain English.

2.3.7.2 Subtask 3.7.2: Prepare Presentation of Major Findings and Closing Meeting

The Contractor shall present the study to BOEM via videoconference. The Contractor shall develop presentation slides, using language that is easy to understand by the general public. In and Scenario Estimates Page 12 of 71 the presentation, the Contractor shall clearly give interested BOEM personnel and partners an overview of the study and major findings of the research.

2.4 DELIVERABLES

The Contractor is responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to BOEM. The Contractor shall submit all manuscripts intended for publication in journals and all abstracts (as requested) or summaries prepared for oral presentations, based on this contract, to the BOEM COR at least two (2) weeks in advance for review and comment prior to submittal to the journal or conference authority. The following deliverables shall be submitted, and meetings held in accordance with the schedules specified in Section 2.5 below.

2.4.1 Post-Award Meeting, Agenda and Project Management Plan (Draft) (Deliverable 1)

The Contractor shall hold a Post-Award Meeting with BOEM by videoconference as soon as possible but no later than three (3) weeks after the date of contract award. The Contractor shall provide a meeting agenda and draft Project Management Plan (PMP) at least one (1) week before the Post-Award Meeting to the Contracting Officer (CO) and Contracting Officer’s Representative (COR). The draft PMP will be reviewed and discussed by BSEE, BOEM, and the Contractor during the Post-Award Meeting and any technical or managerial issues will be resolved. No changes to the terms or conditions of the contract are authorized unless approved in writing by the Contracting Officer via a modification.

2.4.2 Post-Award Meeting Summary and Project Management Plan (Final) (Deliverable 2)

The Contractor shall prepare and submit a Post-Award Meeting Summary detailing the discussions of technical and managerial issues and any mutually agreed-to decisions, along with the final PMP, within one (1) week following the Post-Award Meeting. The Contractor shall adhere to the final PMP as reviewed by the government following the Post-Award Meeting.

2.4.3 Monthly Progress Reports (Deliverable 3)

The Contractor shall prepare and submit Monthly Progress Reports. The Contractor shall distribute Monthly Progress Reports via e-mail to the parties listed in Section 2.6 in accordance with Section 2.5. The Monthly Progress Reports shall include a brief discussion of the following topics:

1) A summary of all work performed during the month including an explanation of overall progress made against the work schedule;

2) A brief summary of funding status, expenditures, and milestones to date;

3) A brief summary of any resolutions agreed to between Contractor and BOEM regarding problems encountered and anticipated delays;

4) A brief summary of significant technical, schedule, or cost problems encountered, including an assessment of their probable effects on meeting contract provisions and proposed remedies; and

5) A list of all significant meetings held, or other contacts made in connection with the and Scenario Estimates Page 13 of 71 contract, including a brief summary of the participants, proceedings, date, location, and outcomes or major decisions.

2.4.4 Draft Annotated Bibliography (Deliverable 4)

The Contractor shall prepare an annotated bibliography citing all documents reviewed and included in this synthesis. Preliminary versions of the annotated bibliography shall be provided for examination and discussion at a scheduled interim meeting. The final annotated bibliography shall be submitted in a readable catalog-style format as a MS Word document, as well as in an Endnote Version X20 or an electronic format agreed upon by BOEM that is compatible with Endnote Version X20. The Contractor shall also provide a copy in Adobe portable document format (PDF) of references that are difficult to obtain. Reports or documents that are already in BOEM’s possession, are readily accessible from the internet, the Alaska Resources Library & Information Services (ARLIS), or through the Department of the Interior (DOI) interlibrary loan program (https://www.doi.gov/library) or are subject to subscription or copyright restriction need not be provided.

2.4.5 Interim Progress Meetings (Deliverable 5)

The Contractor shall convene two (2) Interim Progress Meetings with BOEM via videoconference. The Contractor shall hold one interim meeting in accordance with the Schedule of Deliverables in Section 2.5 approximately six (6) months after award. The Contractor shall discuss the Task 2 Literature Review, Information and Data Collection, and Synthesis including the progress on the annotated bibliography. The Contractor shall discuss results of the literature, data, and information collection from Task 2 and refine the scope of the subsequent analysis in Tasks 4 and 5. The Contractor shall hold another interim meeting coinciding with development of the pipeline gas release scenarios. The Contractor shall provide a draft agenda at least one (1) week prior to each meeting. Within one (1) week after each meeting, the Contractor shall deliver a Meeting Summary to the participants providing an overview of the discussions and agreed upon details.

2.4.6 Final Annotated Bibliography (Deliverable 6)

The Contractor shall prepare and submit the final annotated bibliography at least six (6) months prior to the end of performance. The Contractor shall prepare and submit for BOEM review the Draft Report, Draft Technical Summary, and Draft Footprint documents at least four (4) months prior to the end of performance. The Draft Report shall include an analysis of relevant literature and data and shall be a stand-alone document, which does not refer the reader to interim study reports for additional details. The documents shall be submitted to BOEM, in accordance with the Schedule of Deliverables in section 2.5, for scientific and editorial review in a format as specified at the BOEM website: http://www.boem.gov/Environmental-Stewardship/Environmental- Studies/Environmental-Studies-Program-Report-Specifications.aspx. BOEM and designated reviewers, shall have thirty (30) days to review the Draft Report, Draft Technical Summary, and Draft Footprint and notify the Contractor of any required changes, corrections, or additions.

2.4.8 Task 4 Final Datasets (Deliverable 8)

The Contractor shall provide the collated Final Datasets of pipeline natural gas release and ignition records and exposure variable information, used in Task 4 to develop historical pipeline gas release and ignition rates, in tabular format. The Contractor shall submit the datasets in accordance with Section 2.5.

2.4.9 Final Report, Technical Summary, and Footprint (Deliverables 9)

The Contractor shall revise the Draft Report, Draft Technical Summary, and Draft Footprint documents, per BOEM review comments, and incorporate changes, corrections, and additions identified within forty-five (45) days of receipt of BOEM comments on the Draft versions. A cover letter accompanying the Final Report, Final Technical Summary, and Final Footprint shall discuss how BOEM review comments were addressed and explain the reasons for any BOEM review comments not accommodated. The Contractor shall discuss any questions about the review comments with the COR. The Contractor shall submit a Final Report, Final Technical Summary and Final Footprint, referred to as the “Review Copy”. The Review Copy shall be prepared as if it were the Final version (i.e., with identical pagination, format, cover art, forward matter, figures, tables, etc.) and shall be submitted as per the schedule listed in Section 2.5, within forty-five (45) days of receipt of BOEM review comments. The Review Copy will go through review to determine Section 508 compliance and incorporation of BOEM review comments prior to the Final Report. Final Technical Summary and Final Footprint being deemed accepted by BOEM. All corrections, including addressing Section 508 compliance deficiencies, shall be incorporated into the Final Report, Final Technical Summary, and Final Footprint. The final documents shall be submitted in accordance with Section 2.5.

2.4.10 Compact Disc (CD) Archive copies Final Report, Technical Summary, and Footprint (Deliverable 10)

The Contractor shall submit two (2) CDs containing digital copies of the MS Word files and PDF/A files of the Final Report, Technical Summary, and Footprint documents in accordance Section 2.5. Other portable media (e.g., DVDs or external drives) may be substituted for CDs with BOEM approval.

2.4.11 Information Sheet (Deliverable 11)

The Contractor shall submit to BOEM a Draft Information Sheet within two (2) months prior to the end of period of performance for BOEM review and comment. BOEM and designated reviewers, shall have twenty-one (21) days to review the Draft Information Sheet and notify the Contractor of any required changes, corrections, or additions. The Contractor shall incorporate corrections into the Final Information Sheet within 30 (days). The final documents shall be submitted in accordance with Section 2.5.

2.4.12 Final Study Presentation and Closing Meeting (Deliverable 12)

The Contractor shall prepare and deliver a Final Study Presentation and Briefing (Closing Meeting) to the BOEM Alaska Regional Office in Anchorage, Alaska via videoconference. The Contractor shall prepare and submit to BOEM a Draft PowerPoint presentation summarizing the findings and achievements of the project. The Contractor shall provide all draft materials for the presentation two (2) weeks before the Closing Meeting for BOEM review and comment. The Contractor shall deliver the Final Study Presentation and Briefing to the BOEM two (2) weeks before the submission of the Final Report. The Contractor shall submit to BOEM a Final PowerPoint presentation summarizing the findings and achievements of the project in accordance with Section 2.5.

2.5 SCHEDULE AND DISTRIBUTION OF DELIVERABLES

During the contract period, deliverables shall be submitted to the addresses shown in Section 2.6, below in accordance with the following schedule. All reporting deliverables shall be submitted in electronic form using the latest version of Microsoft Word and Adobe Acrobat pdf formats.

All deliverables must comply with Section 508 of the Rehabilitation Act requirements (see Section 3.14).

2.7 GENERAL ACCEPTANCE CRITERIA

As set forth below, general quality measures will be applied to each work product received from the contractor under this statement of work:

Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted style elements.

Clarity - Work Products shall be clear and concise. Any/All diagrams shall be easy to understand and be relevant to the supporting narrative.

Consistency to Requirements - All work products must satisfy the requirements of this statement of work.

File Editing - All text and diagrammatic files shall be editable by the Government.

Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified Directives or Manuals.

Timeliness - Work Products shall be submitted on or before the due date specified in this statement of work or submitted in accordance with a later scheduled date determined by the Government.

The COR will review, for completeness, preliminary or draft documentation that the Contractor submits, and may return it to the Contractor for correction. Absence of any comments by the COR will not relieve the Contractor of the responsibility for complying with the requirements of this project. Final approval and acceptance of documentation required herein shall be by letter of approval and acceptance by the COR, CO and/or by other representatives designated by the CO and Scenario Estimates Page 18 of 71 under task order. The Contractor shall not construe any letter of acknowledgment of receipt material as a waiver of review, or as an acknowledgment that the material is in conformance with this project. Any approval given during preparation of the documentation, or approval for shipment shall not guarantee the final acceptance of the completed documentation.
