140L6320Q0024 – Solicitation Amendment #1 – Q&A

RDO Housing Units

Questions & Answers

1. Question: Foam is calling for two inches but R21, that would be 3 inches.

Answer: CORRECTION - Foam spray should be a minimum of 3".

2. Question: Only asking for 3 shelves in an 8’ tall cabinet. Seems like would be 6 or more

Answer: There would be a minimum of 3 shelves for the cabinets. More could be proposed. It would be preferable to construct shelves in a way that more could be installed, if desired, or the height of the shelves could be changed. We want to ensure there is space between the shelves for backpacks and gear.

3. Question: 24” wide by 36” deep on the desk?

Answer: Should be 36" wide by 24" deep but these are approximate dimensions. The actual size would depend on the room layout.

4. Question: On the electrical panel and disconnect. Are you looking for a transfer switch by “split”?

Answer: No. Power would only be generated by a generator.

5. Question: Would it be possible to use a nema 3 panel outside with a main breaker?

Answer: Yes. But it needs to be weatherproof/waterproof and it needs to have a lock.

6. Question: In the Solicitation and in the Statement of the Work I am not reading who is responsible for the permitting to the locations. Is the Contractor responsible for the permitting?

Answer: The contractor would be required for getting all necessary permits to the transport the housing units to Umiat and Inigok.

7. Question: Are Alaska stamped engineering drawings required for the units (architectural, electrical, structural)?

Answer: No, does not require an Alaska specific PE stamp.

8. Question: Spec calls out for Hydraulic leveling supports to ease installation/leveling of the building.

Can hydraulic leveling supports be replaced with mechanical leveling jacks? We’ve found mechanical leveling jacks work more reliably under extreme cold conditions (and they are more cost effective).

Answer: Mechanical leveling jacks can be used.

9. Question: Soundproofing insulation specification calls out for an STC of >.60. Is this supposed to be >60? (.6 is very little soundproofing)

Answer: Yes, this was a typo, it should be 60 STC.

10. Question: Spec calls for fire resistant plywood painted with intumescent paint. Can 5/8” sheet rock be substituted for the fire resistant plywood?

Answer: No, the fire resistant plywood can't be substituted for for 5/8' sheet rock due to lack of durability.

11. Question: Spec calls for epoxy coating for flooring. We’ve had very bad experiences with epoxy coatings cracking due to the freeze/thaw cycle. Can we substitute a 0.8 mil thick Polyshield HT100F elastomeric polyurea coating instead of the epoxy coating? We’ve used Polyshield HT100 with great success for decades in custom projects and our rental fleet. If Polyshield HT100F is not acceptable please provide a detailed spec on the epoxy to be used.

Answer: This is a change - epoxy coating should not be used, instead a durable coating that can hold up during the freeze/thaw cycles should be used such as a 0.8 mil thick Polyshield HT100F elastomeric polyurea coating.

12. Question: Is supply and installation of anchoring (duckbill ground anchor or similar) included as part of the project?

Answer: Yes, supply and installation of anchoring should be included as part of the project.

13. Question: Spec calls for extra-long 39” wide single bunk beds. Are mattresses and sheets are to be included?

Answer: Mattresses should be included but not sheets.

14. Question: Form 1449 speaks to a delivery date of August 30, 2021 and in the SOW on page 3 of 3 it speaks to September 2021 as the delivery date -in the RFP.

Answer: Final delivery date for final leveling adjustments and installations can be done through September 2021.

15. Question: Is there a page count limit as it relates to (i) Technical Capabilities (ii) Past performance?

Answer: Yes, page limit for the technical capabilities is ten (10) pages. Past Performance References limit is two (2) pages.
