Questions Addressed 140L6220Q0098 CYFO LEK Study App137
1. Is this statement restricting all lek assessments to the hours between 11am and 5pm, or is it restricting assessments to leks that do not have sage-grouse present at the time they are visited?
a. We are asking for the assessments to be completed during 11 am to 5 pm for the leks because we have 7 leks that are classified as occupied (18 leks are listed as undetermined/unoccupied). We do not want to disrupt the birds on the 7 occupied leks during their mating dance (sunrise to 10am) because according to protocol, Availability of Sagebrush Cover is determined by standing in the middle of the lek. This is the protocol as well for taking photos of the four cardinal directions in the middle of the lek, hence the 11am to 5pm. Simply put, I do not want to disrupt the birds, if there are any, while they are doing their mating dance. We do not know if the 18 leks classified as undetermined/unoccupied truly have birds at those locations, which is why we put in the caveat that the contractor can go to the lek during lek hours (sunrise to 10am) to truly confirm the presence/absence of birds on the lek. Now if there are truly no birds, then the contractor can proceed on complete the S2 Form after determining that the lek is truly undetermined/unoccupied during the hours of sunrise to 5 pm.
2. Many of the leks are “Unoccupied” or “Undetermined” and are not likely to have sage-grouse present at all. Can they be surveyed outside of the 11am to 5pm window if sage-grouse are not observed on or near the lek?
a. Yes. That is why I added that it is strictly voluntary for the contractor to observe the lek (sunrise to 10am) and if the lek is truly unoccupied or undetermined then the contractor can proceed to complete the S-2 Form after confirming that the lek does not have any Sage Grouse present.
3. Would you be able to provide the BLM Guidelines for Implementing the Sage-Grouse Habitat Assessment Framework, January 2020 as referenced in the Statement of Work for Solicitation?
a. Please see attachment, Habitat Assessment Guidelines 2020.
