Flatt Fire Inventory and Mapping 2023
STATEMENT OF WORK
A. INTRODUCTION
This contract involves two parts: inventory, and mapping of noxious weeds. Inventory would be considered intensive and extensive inventory. In other words, a search (“windshield survey) for listed noxious weeds from routes used to travel from one known treatment area to the next, verifying on GIS that it’s not marked blue a noxious weed area treated by other contractors or in house The intensive inventory areas will be gridded for Scotch Thistle and diffuse knapweed for the specific target species and for any of the 55 weeds designated as “noxious” in Utah by the
Utah Secretary of Agriculture as well as any additional noxious weeds as designated by the Iron
County Commission (bull thistle, puncturevine, western whorled milkweed). The BLM, Cedar
City Field Office, requires inventory and mapping of noxious weed infestations, as described in this statement of work, this requirement has a total of 10,672 acres of inventory and with the option to add acreage if additional funding becomes available. Payment will be based on acres inventoried, and recorded.
Scotch thistle is the most abundant species which will be encountered while fulfilling this contract. The goal for Inventory is finding all the Scotch thistle and other noxious weeds in the area and getting them entered into our weed GIS database and for treatment getting a high percentage kill so that, in combination with other ongoing weed control efforts, these species will eventually be eradicated from BLM-administered lands within the area of the Cedar City Field
Office. This contract would involve GPS mapping using the BLM National Invasive Species
Information Management System (NISIMS). Chemical treatments will only be applied on those days when weather permits, manual treatment can be done anytime, and actual acres treated and inventoried will be based on funding availability, this will be communicated to Contractor prior to start of Contract. Currently known noxious weeds within the contracted area will be marked blue on GIS data, these areas are going to be treated by a UCC crew.
GPS mapping will occur on 1) any new populations of target species or any of the 55 weeds designated as “noxious” in Utah by the Utah Secretary of Agriculture as well as any weeds designated by Iron County Commission that are discovered during inventory, 2) Tracking areas inventoried, this can be done on a separate device or same depending on gps capabilities.
B. DESCRIPTION OF WORK:
Weed Inventory:
The Inventory areas in the Flatt Fire will be intensive inventory (gridding) within the mapped areas as well as extensive (windshield) from oiled or dirt roads while traveling to and around project area during fulfillment of this contract, as described in the introduction. Transects in the project areas will be conducted at 15-meter intervals.
Though Inventory mapped polygons are estimated to be 10,672 acres The Government will pay the contractor based on actual acres inventoried based on fixed price per acre and dependent on funding availability which will be known prior to Contractor start date.
Actual acres inventoried as evidenced by the NISIMIS data provided by the contractor and the PAR records, with option to add acres at the quoted fixed price per acre for inventory at any point prior to contract completion (if within approved window) based on funding availability and if it fits with in the Contractors work time frame. Random inspections will be conducted by the project COR or PI to verify accuracy of the contractor information provided. COR and Contractor keeping in contact with one another to make sure we stay within the budget of the contract.
Maps of environmentally sensitive areas are attached if any. Control work within these areas will be subject to Standard Operating Procedures, Mitigation Measures and Conservation
Measures (attached). GIS data files, shape files, etc. of environmentally sensitive areas will be provided on an as needed basis.
The contractor will plan their work and keep the BLM informed of progress by synchronizing their NISIMS data within two days after they begin work. After the initial synchronizing of data, it will be required that data be synced as frequent as possible to assure there are no problems with Inventory & treatments or data collection both while inventorying and/or treating.
Inventory areas need to be tracked to provide area covered within the project areas. While planning work, the highest priority for treatment should be given based on the phenological progression of the target species so that they are treated before they go to seed (see also section
G. of this contract).
Final payment will be based on the BLM’s acceptance of both useable and accurate GPS data and actual inventory of weeds according to the requirements above.
Weed Mapping and Recordation:
At the pre-work meeting there will be coordination during which the BLM will provide the contractor with necessary information and training as needed on the NISIMS field data collection process. Field data collection will require mobile Android devices using the ESRI Collector app or field map app which can be attained from the Google Play Store. The Contractor will be required to get ArcGIS mobile account and Fill out Rules and Behavior and get a login to the Geoplatform. The contractor is required to provide an adequate number of mobile
Android devices, capable of utilizing the NISIMS, to adequately fulfill the data needs of this contract. The BLM GIS specialist will attend the pre-work meeting. Meeting maybe held virtually or in person at the Cedar City Field Office.
NISIMS – The National Invasive Species Information Management System (NISIMS) is designed to collect field-based infestation and treatment data for invasive species found on public lands, then store it in a standard database to facilitate data sharing and reporting at local, state, and national levels. The NISIMS database consists of a series of feature datasets that have been published as a feature service in AGOL. The Contractor will be part of a group in AGOL which will allow the synchronization of data collected in the field.
The Contractor is required to accurately complete all mandatory fields in the GPS NISIMS.
C. LOCATION
Work under this contract is located on BLM lands in Iron County. The work location area and known weed species are shown on the attached map. See Map 1 Flatt Fire Inventory 10,672 acres.
D. ACCESS TO THE WORK
Paved and dirt roads, vehicle trails and off road and/or foot or horseback travel. Cross country travel is generally allowed (except in environmentally sensitive areas as mapped if any) with care not to create ruts in inclement weather and saturated soil conditions. Standard safety precautions for field surveys in rugged terrain and variable field conditions (temperature extremes, rugged terrain) are recommended. The Contractor should be aware that venomous reptiles may be present in the project area, and that field conditions require that sufficient water be carried to prevent dehydration and other heat-related problems. Vehicle access to designated parking/staging areas is primarily via unimproved two-track routes. Vehicles with four wheel drive capabilities are required to negotiate some routes and it is recommended that each vehicle carry, at a minimum, a tow chain, two spare tires, and other basic survival type supplies and equipment. Most of the known weed populations are relatively close to dirt roads, range improvement projects, etc. and are relatively accessible with some populations being scattered across the burn areas and are best worked with an ATV/UTV/Horseback equipped with a sprayer. Other infestations are in steep terrain and drainages where motorized vehicles are unsafe to operate or where they are not allowed, making a backpack sprayer or horseback sprayer the best choice and require hiking or horseback. If horses are used, certified weed free hay must be fed to animals. Off road travel and chemical spraying is not allowed in certain areas occupied by Utah prairie dogs, a threatened species.
E. CERTIFICATION
Contractor will furnish BLM with a copy of the certification that the Contractor and any employees who will apply chemicals are certified herbicide applicators with the State of Utah.
This certification must be supplied to BLM prior to starting work on the contract.
F. WORK TIMING AND GEOGRAPHICAL LIMITS
Work would begin when the contract is accepted by the Contractor and Notice to Proceed is given by BLM, this being typically around May 15th, the project area needs to be free of snow and weed species need to be in growing stage so that they can be detected. Work would end when the job is complete or when weeds are so advanced in their maturation that “control” is ineffective, as decided by the Contracting Officer. The Inventory can go through End of August but any treatment would need to be completed prior to early July. Depending on the developmental state of the weeds, treatment work could end as early as July depending on whether flowers on plants have matured and produced seed. All deliverables, including weed treatment work and GIS NISIMS data must be made available to BLM by September 15th.The outer perimeter of the work area is defined on the attached maps. On site inspection prior to bidding on the contract is highly recommended. To get a feel for the land and due to the high variability, from year to year, in density of the target species and other site conditions.
G. SPECIAL REQUIREMENTS AND PENALTIES
Progress will be monitored by BLM’s designated Project Inspector(s) (PI) and the COR.
Inventory transects need to be kept at 15 meter intervals and tracked.
H. CONTRACTOR-FURNISHED ITEMS
All personnel, materials, and equipment required to complete the project. This includes all vehicles, fuel, water, and any other associated tools and equipment. Contractor shall furnish adequate numbers of mobile Android devices to support NISIMS. It is recommended that the
Contractor furnish a minimum of one crew (at least 2 person’s) and vehicles. ATVs/ UTVs or
Horseback are recommended to assist in covering the areas during inventory. It is also recommended that crews are equipped with cell phones for good communication with the PI and
COR and for safety reasons. It is recommended that the contractor have in place a safety plan, considering the remote locations of the work.
I. METHOD OF TREATMENT
The weeds can generally be treated by use of either herbicide or digging and/or pulling or a combination of both. This does not include plants flowering These plants are not treatable under this contract. Required buffers for herbicide treatments in Wetland and Riparian areas are 25 feet when spraying from vehicle, 10 feet hand application and at water’s edge if selective spot spraying with a backpack. Treatment in water may only occur with an herbicide labeled for aquatic use or with a hand tool.
J. GOVERNMENT -FURNISHED PROPERTY:
C size scale Map, and GPS NISIMS system instructions for contractor to get on their device.
K. INSPECTION
The COR or PIs will make inspections as a basis for monitoring progress in relation to completion payments and to make recommendations for adjustments in work. The PI and COR will communicate regularly with the Contractor or their designated representative and with on the ground work crews. Contractor will be required to sync NISIMS field data to COR/PI upon request during the performance period of the contract and provide PAR upto that point.
L. ACCEPTANCE
Work performed according to the specifications will be considered acceptable for payment.
M. PAYMENT
Final payment will be based on the BLM’s acceptance of both useable and accurate GPS data and treatment and inventory of weeds according to the requirements above. Final payment requires submission of GPS data which includes PAR forms hand copies submitted (see section B). Payments will be based upon compliance with all specifications and actual acreage treated/inventoried. Price and payment will be full compensation for the work described in this section and Contractor shall be paid a firm-fixed price for the services performed under the contract with payments made as follows:
A) Payment for inventory upon completion with acceptance of Tracks and GPS data submitted to GIS specialist.
B) Payment for treatment upon completion with acceptance of GPS data submitted and hand
PAR records and other associated documents submitted to GPS Specialist and COR.
C) Payment for areas not completed or unsatisfactory will be deducted from the payment at the rate per acre specified in the final contract. The standard for acres not treated will be based on data collected by PI/COR or the GPS data provided by the contractor.
A partial payment may be made by proper invoice from the Contractor, approval by the
Contracting Officer, and upon acceptance of deliverables for work completed (per GPS data and
PAR reports up to that point).
