Attachment 6 – Questions and Answers
Q1. The Statement of Work for the Snowshoe Hare Pellet Study in the Location of Project section on page 1 states that “control plots will be in the forest stand within 3 miles of the treatment stands.”
However on page 3 under the heading Vegetation Surveys within Primary Lynx Habitat states that a portion of the points in the treatment areas and others “in adjacent stands outside of, but within 1-mile of, the treatment areas.” The GIS mapping also shows a 1-mile buffer. To confirm, is the buffer area extending 1-mile beyond the treatment boundaries?
A2. Yes, control plots will be in adjacent forest within lynx habitat and within 1-mile of treatment areas. 3-miles is not correct.
Q2. The revised solicitation states that the BLM established and surveyed 40 points in 2021 and the contractor will establish an additional 40 points in 2022 along with resurveying efforts in 2023 for all 80 points. All points will be determined by the BLM. To more accurately assess the logistics of this project, can the BLM provide GIS for the 40 points established in 2021 and if possible the 40 points to be established in 2022?
A2. For the plots to be surveyed in 2021 - I have attached the 40 points. They are all points in the treatment areas. There are 10 additional oversample points in each treatment area in case the main points need to be dropped for some reason. The attribute table specifies 'sample' and 'oversample'. Until the points are completed this year and we find out for sure where the first treatment sites will be, I don't have the points that will be sampled for the first time in 2022.
