Amendment One is issued to address questions and add the horse corral map.
Questions and Answers:
1) In the solicitation the main task is identified as loading hauling and disposing of the manure. However, in the solicitation it mentions: "There are 22 separate holding pens that will need to be cleaned during each removal event¿. What is meant by ¿cleaning¿ of the holding pens? Is this referring to removal of any smaller piles of manure, or is this referring to the washing or the holding pen structure itself? Know what cleaning is required will allow to make sure we can cover that need as requested.

2) The solicitation mentions that "Manure will be piled by BLM ahead of removal events¿. So, after the manure is piled up, would we still be required for checking the holding pens and area in general for any manure perhaps left behind or not collected, or is the expectation that we will simply focus on what has been piled up? Our goal is to completely remove the manure, while also causing the least amount of wear or impact to the grounds. So, knowing this will allow to be more effective and minimize our impact to the area.
Answer - After manure is piled by the BLM, contractor will only be required to remove piled manure/excessive manure buildup immediately adjacent to the piles.
3) Due to the size of the pens listed as
"approximately .25 to 3 acres¿ will small machinery be allowed during the cleaning of these pens and removal of manure, for example a small skidsteer/bobcat and/or small excavators?
Answer - The size and type of machinery used is at the discretion of the contractor, so long as removal occurs during the allotted performance time stated in the contract.
4) We are making arrangement to create a beneficial use for the manure. Would the BLM or the contracting officer be interested in receiving any follow up reports on how the manure is being used thereafter to accomplish with that desired goal of having a beneficial end result?
If so, how should such reports be delivered?
Answer - BLM does not have a desire to receive additional submittals regarding how the manure is being utilized after it is removed from the corral facility.
5) The solicitation mentions the closing and securing of gates and pens. How are these gates normal secured? Will there be a need to have access to any keys, pad locks or use of chains or other fastening materials?

Answer - All gates are secured with chains and fastening clips. There are two exterior gates that are chained and locked by BLM except when manure equipment is accessing those holding pens.
BLM will unlock these gates during removal events.
6) Since the payment is based off of amount of
Cubic Yards (CY) and not the weight. Should we use the general capacity of the loader truck beds in order to determine this amount, or is the a preferred way to calculate this amount that is not referencing weight?
Answer - The capacity of the truck used to haul and/or the capacity of the bucket used to load the material are acceptable methods to document the volume of material removed.
7) If it is possible for us to know, is this the first time this requirement/task has been solicited by the BLM?
Answer - BLM has previously procured this service under contract.
