14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
Contracting POC: Farrell Cross, fcross@blm.gov, 503-808-6197.
The purpose of this amendment is to answer some questions regarding the statement of work.
1. Please follow local, State and Count guidelines regarding COVID.
2. Is it working in constructed dirt roads or off? Majority of the work will be off road
(ie masticating within the unit). Also, as listed in the solicitation, there are areas of roadside compliance work, these are within the City of Eugene and next to heavily traveled paved roads. In those locations the equipment would need to work off the roads and operate along the shoulders. One of the reasons the solicitation requires rubber tires/tracks is

140L4321Q0057/0002 because there are times when the equipment will need to cross or drive on paved roads
2. How far high does it need to reach? What¿s the diameter of brush being masticated? If trees, up to what diameter? The vegetation to be masticated is generally blackberry thickets, seedlings, saplings, small trees, and shrubs.
While the solicitation does not specify an upper limit on the tree diameter, the average diameter range of small trees targeted for mastication is generally 6-8 DBH
3. Is it mostly an excavator with a mulching head? Or a skidsteer with mulcher head? Similar to your initial question, either piece of equipment could potentially meet the solicitation requirements. Historically, this work has been performed by a skidsteer with a mulcher head.
4. What type of machine is preferred? The mastication solicitation states : minimum equipment horsepower requirement would be 80 HP with attachment to grind stumps, small trees, and brush. In addition, the minimum equipment requirement would be rubber tired/rubber tracked, with low ground pressure (less than 6.5psi).
5. The tree rounds of treatment of 16-20 acres, is this the same property masticated multiple times per year or different acreage? Generally, the mastication work is rotated to focus on areas where blackberries and brush are taking hold.
However, the 16-20 acres of roadside compliance work are the same areas treated 2-3 times. The need is based on the growing conditions, but we generally schedule one treatment in early June, a second in early July, and a later season treatment in Sept/Oct.
6. Also, with sidewalks involved in some of these areas this is going to mean they will have to be closed as debris flies 300-400 feet with mulching heads. Is this something we would simply contact city of Eugene on implementing this and are they aware of your intentions on masticating these areas, etc? In regards to the
City of Eugene Compliance work: The City is aware that we treat these areas. The BLM and the
City personnel coordinate regularly in the West

Eugene wetlands areas. Historically, it's been the contractor's discretion on working with sidewalks open or closed. Some choose to do sidewalk work early in the morning to limit concerns.
7. Homeless population......are you aware of any problems in the areas you are wanting masticated?
Would we need to get police to sweep areas first?
Yes, there may be homeless in some locations.
We generally do not have LE sweep areas before equipment work. However, we have good relations with local LE officers and they will respond as needed.
