STATEMENT OF WORK STATEMENT (SOW)
New Mexico Cultural Resource Information System (NMCRIS) Database Access Maintained by the
New Mexico Historic Preservation Division Archaeological Records Management Section
1.0 General: This contract to provide quarterly data extractions from the New Mexico Cultural Resource Information System (NMCRIS) database maintained by the New Mexico Historic Preservation Division, Archaeological Records Management Section (ARMS) and facilitate the incorporation of cultural resource data into the NMCRIS entered only by authorized Bureau of Land Management (BLM) personnel.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, and other items necessary to provide the New Mexico BLM archaeologists and other authorized BLM employees access to the NMCRIS database. NMCRIS will allow authorized BLM employees to obtain data extractions on a quarterly basis, as well as on an as needed basis. Authorized BLM and ARMS Historic Preservation Specialists will have permission to incorporate new and existing BLM cultural resource data into NMCRIS to include paper, digital, and mapping services. ARMS Specialists, when requested by authorized BLM personnel, will also provide specialized data requests such as but not limited to scanned documents, customized database and map queries and technical assistance.
BLM Archeologists and their counterparts in other federal, state and tribal agencies regularly consult the NMCRJS to characterize cultural resources within their project areas and inform resource management decisions. The NMCRJS also serves as the project tracking software through which the BLM and other agencies manage their consultations with New Mexico's State Historic Preservation Officer (NMSHPO) as required by the National Historic Preservation Act of 1966.
1.2 Background: There are over 227,000 cultural properties known to exist in New Mexico, and many new sites are discovered and recorded as more land is surveyed for cultural resources.
The New Mexico Historic Preservation Division, Archaeological Records Management Section (ARMS) has established and continues to maintain an inventory of all cultural resources within the State of New Mexico including archaeological sites and historic buildings. Access and use of NMCRIS is required by the State Historic Preservation Office in conjunction with BLM NM’s ongoing compliance with Section 106 of the National Historic Preservation Act (54 U.S.C.
306108; hereafter referred to as “Section 106”). BLM’s access to and use of the NMCRIS, including the providing of data related to cultural work conducted on BLM land, is also required by the New Mexico State Protocol Agreement between the New Mexico BLM and the New Mexico State Historic Preservation Office (SHPO) regarding the manner in which BLM will meet its responsibilities under the National Historic Preservation Act (NHPA) of 1966, as amended (Protocol). In addition to archiving and organizing paper records relating to cultural resources investigations, ARMS has established and maintains a comprehensive computer database for more effective management, analysis, and retrieval of cultural resources information. Part of this database consists of a geographic information system (GIS) of archaeological sites, survey boundaries and associated attribute data. Both the paper records archive and the computer database are vital to conducting cultural resources investigations relating to Section 106 compliance by any agency or entity within New Mexico. BLM, as a result of its ongoing land management activities within the State of New Mexico, both requires information from ARMS and generates new information that is subsequently incorporated into the ARMS data system. NMCRIS and ARMS stores data regardless of land management or ownership status, data which is vital to obtain by New Mexico BLM because of its multi-use mandate and Section 106 duties often held by the agency on non-BLM lands.
1.3 Objectives: To provide access to NMCRIS and receive a quarterly data extraction of cultural resources data housed in the tabular and spatial geodatabase. These reports ensure BLM’s compliance with the National Historic Preservation Act (54 U.S.C. 100101; hereafter “NHPA”).
1.4 Scope: The Contractor shall provide BLM archaeologists and other authorized BLM employees access to NMCRIS. BLM archaeologists and other authorized BLM employees incorporate shall have the ability to enter data provided by BLM into its records repository section of NMCRIS, and the contractor shall provide a quarterly data extraction to BLM authorized BLM employees, when requested, for use in BLM’s own internal archeological database.
