WINNEMUCCA DISTRICT
OFFICE
MCDERMITT BARRACKS
2024 ELECTRICAL SYSTEM
REPAIR
STATION 22 ELECTRICAL SYSTEM STATEMENT OF WORK
A. Scope of Work Description and Summary –
The Winnemucca District Office needs repairs to the electrical system at Station 22 in McDermitt, NV. The system needs a new 400 amp disconnect with fuses for the well pump system and a ground audit for the main electrical panels where the main power service enters the site. Contrac-tor to be responsible for de-energizing main electrical panels from the BLM power panel (at the Harney Electric Cooperative meter) and complying with OSHA and electrical best practices. Con-tractor to be licensed for the work performed.
Work shall include:
Contractor shall demolish existing broken 400 amp disconnect and fuses (3) and replace with new 400 amp disconnect and fuses (3). All equipment shall be replaced in kind. See attached sketches for photos of existing equipment. Additionally, Contractor shall conduct a grounding audit, which shall consist of:
1. Visual inspection of the grounding system, noting damage, corrosion, wear on grounding electrode, conductors and busbars. Document with photos and descriptions.
2. Resistance testing in accordance with relevant electric codes.
3. Compliance verification with relevant electric codes.
4. Remediation recommendations based on documented findings.
The ground audit recommendations must be sufficiently detailed and specific for the government to produce a future scope of work that will bring the electrical panel system into compliance with current electrical code. Contractor will need to de-energize the whole power incoming to the fa-cility to safely conduct the work.
Background:
The McDermitt BLM Fire Station is experiencing health and safety issues due to a hazardous disconnect to the well pump power. The damaged electrical system powers the well which serves as the only water source for the site. Staff at the site contacted an electrician to investigate the issue noted that the main power disconnect for the well system has broken central disconnect and that the grounding for the main electrical panels appears to not be grounded properly. Disconnect resets cannot be safely made with the current system. As-Built Drawings are unavailable, therefore a prospective contractor is responsible for obtaining accurate information through a pre-bid site visit.
B. Delivery Location and Delivery Specifics –
McDermitt BLM Fire Station 22 51825 Hwy 95 & N Reservation Rd.
McDermitt, NV 89421
C. Hours of Operation –
Facility Hours of Operation are Mon-Friday between 8:00 a.m. to 5:00 p.m. Please contact the COR in writing five days before beginning work.
D. Schedule -
Winnemucca District is requesting the repairs to the electrical panel to be made expeditiously due to the hazardous disconnect situation. Repairs to be completed within a 30-day period.

2. Fuses: Product Data. Provide Prior to installation.
3. Ground Audit Recommendation and Documentation. Provide once completed.
Contractor to perform a ground audit on the main power systems from the main line, document findings with images and text and provide to the Contracting Officer Representative with recommended corrective actions. Contractor to document any unsafe conditions or non-code compliant existing electrical conditions from where the power enters the site, in the associated main panels and connective systems, until power leaves for distribution through the site. Scope of work includes investigation of main power line above the main electrical panels and of those main electrical panels.
Obtaining required permits and inspections will be the contractor’s responsibility.
Figures provided with this Statement of Work are for reference.
For reference, the existing fuse which has the broken bus-bar is a Littelfuse Powr Gard gard class RK5 FLSR with copper ends. The contractor is to replace in-kind indicating style fuse.
The information on the fuse could not be read by non-electricians as the panel remained energized so the contractor will need to field verify the information at the pre-site visit.
