Tonopah Field Office UTV Statement of Work
1.0 Background
The Tonopah Field Office, Range and Minerals Programs, identified the need to purchase one (1) high cargo capacity Utility Terrain Vehicle (UTV) for TFO programs. Our team at TFO is expanding, and as a part of this expansion an additional UTV will significantly enhance our ability to accommodate the already growing workforce. The Tonopah Field Office monitors and inspects BLM-NV lands in the Battle Mountain District. These lands consist of mostly unmaintained roads and brush. For the employees to effectively inspect the lands, it requires a 4-wheel vehicle. A traditional 4X4 truck does not have the maneuverability to travel into tight spaces and have sufficient space to turn around. Employees travel to remote locations that involve traversing rocky and possibly high-altitude areas with supplies and equipment.
2.0 Scope
One offroad utility vehicle must be capable of carrying any equipment and supplies needed to safely accomplish their mission. The need for increased ground clearance due to the terrain is a must.
3.0 Objectives
· (1) highly capable, high cargo weight, 2 passenger UTV.
· Will be used to maintain BLM-NV land and to inspect mines.
4.0 Tasks
· 2 axles with at least 25” tires or equivalent to ensure 12 inches of ground clearance.
· Independent Suspension front and rear
· Ground clearance minimum of 12”
· ROPS protection must meet International Standards Organization (ISO) 3471:2008 and Society of Automotive Engineers (SAE) J2194
· Engine Displacement 950 cc or more
· Liquid Cooled Engine.
· 2WD/4WD with differential locking.
· Width 65 inches or less.
· Minimum 600-pound bed cargo capacity.
· The bed must have the capability to tilt and dump contents.
· Minimum hitch tow rating of 1500 pounds.
· Must have a rear receiver hitch and draw bar for towing.
· Must have standard 2 in. receiver.
· Must include full windshield.
· Must include full rear window.
· Must include doors (Fabric acceptable as long as it protects passengers from the weather)
· Must have a fire extinguisher and bracket.
· Must include skid plates protecting undercarriage.
· Must include front bumper and brush guard.
· Must include hard roof (Rigid plastic acceptable).
· Hydraulic disc brakes front and rear.
· Power steering.
· Automatic transmission.
· Minimum crew cab seating capacity 2 adults.
