Solicitation Number 140L3922R0014 Sunrise / Mineral Mastication Questions & Answers
Q1) Time Frame – If fire danger is too high on/or after September 15th, will there be consideration for time extension. There have been times where we have not been permitted to start work until mid-end of October due to high fire danger? Same question as is relates to wet weather conditions.
A1) Fire Danger--We can be flexible with this, the primary concern is that it gets snowed out, usually by the second week of December. This is what happened with the Mineral unit last year. Mineral will become inaccessible sooner than the Sunrise unit. Extension would likely be possible on the Sunrise unit if needed.
Q2) Is camping allowed on the project site?
A2) Camping is allowable on site, however prior contractors in the area have had problems with vandalism.
Q3) Are there specifications for brush that is up against rocks?
A3) Brush against rocks--to the extent practicable meet the guidelines, but there is no expectation that equipment get damaged (take what you can). Since the majority of the unit is a mosaic treatment for the brush component, I would advise including the rocky parts in the untreated portion of said mosaic.
Q4) Are known survey monuments in the vicinity of the three sites?
A4) The nearest known survey monuments are generally located along SR-159. Please see attachment showing the known survey monuments along SR-159.
Q5a) Are there three separate Points of Diversions (wells) for each of the three areas (Red Rock NCA, Red Rock Canyon Fire Station, and Red Rock Campground). Or is there only one Point of Diversion that is proposed to serve all three?
A5a) There is only one Point of Diversion (Bonnie Springs) that is proposed to serve all three locations (Red Rock Visitors Complex, Red Rock Fire Station, and Red Rock Campground).
Q5b) Are the wells existing or proposed?
A5b) Two wells are proposed—one near the Fire Station, the other near the Campground.
The existing well serving the Red Rock Visitors Center Complex would be relocated to within 300’ of its current location.
Q5c) If proposed, are the locations defined in the field?
A5c) The exact location of the two new wells and relocation of the existing well has not been determined at this time. Generally, the two new wells will be located near the existing facilities (Fire Station and Campground) and the existing well serving the Red Rock Complex will be located within 300’ of its current location.
Q6) Is the submittal provided you as attachments in FedConnect only, or would you like a hard copy (# of copies)?
A6) Submitting a complete package via FedConnect is acceptable and will not require a follow up with a hard copy submission.
Q7) Do we understand correctly that the experience is to be not more recent than 6 months and no older than 12 months?
A7) The experience can be more recent than 6 months. The RFQ – Past Performance section asks for Recent and Relevant experience so it is requested that the experience be within the last 12 months but additional relevant experience can be submitted as well. Offerors without Recent and Relevant references should submit a statement to such effect in order to be considered as having “neutral” past performance history.
