Questions and Answers BLM Nevada State Office, Burning Man 22 Event
RFP 140L3922R0007_001
Q1. Will the solicitation Line Items 00010 and 00020, the funded Base year and Option Year One, be evaluated separately?
A1. No, The cost of the base year (2022) and the option year one (2023) will be considered together as the total cost for the proposal in regard to evaluation consideration.
Q2. Confirm the 2023 option year performance criteria and/or selection criteria?
A2. The solicitation Statement of Work describes the performance criteria for both the base year, and the option year. The evaluation criteria is noted in the Request for Proposal clauses and provisions section.
Q3. Does the JOC network require any non-internet connectivity to other networks or infrastructure?
A3. Yes, there are multiple LAN segments and VLANs that would be non-internet connections. Burning Man dispatch computers require a link back to the BLM switch which is in another trailer. In the past the vendor would install a switch within Burning Man dispatch configured as a trunk to the BLM switch.
Q4. Which 2022 date is planned for (construction/temporary office) trailers to be placed and energized with power, to facilitate backbone installation?
A4. The Statement of Work states the system must be built, deployed, tested and operational by Thursday August 18, 2022, at 23:59 hours. Each vendor will have to include in their proposal package a Technical Approach, to include any assumptions, conditions, or exceptions.
Q5. The “indoor workspace for Network personnel” that the BLM is provided under Government Furnished Requirements - will this space meet temperature-controlled cooling and dust-free requirements to house server/network equipment, in addition to network personnel working areas (desks/chairs)? What physical footprint (dimensions) and power connections (plug type, voltage, amperage) would be accommodated in the BLM supplied “indoor workspace for Network personnel”?
A5. The environment is in construction site type trailers and can get dusty from the playa. Everything will get dusty. Doors are kept closed to mitigate the amount of dust. There are airconditioned units on each trailer. Most outlets are standard 120 Volt/15-amp outlets. All power is from generators on site. One or two small tables are provided with chairs. Most previous contractors have preferred to work from their own trailers near the JOC.
Q6. For BGP capability, is a particular AS number and/or IP prefix being provided by the BLM to facilitate routing?
A6. BLM has not provided this in the past.
Q7. Are additional internet transit connections planned outside of this SOW, but could be integrated into this network as a failover option?
A7. Yes, we facilitated this last event to have a second route established if failure were to occur, but it is not intended to be used in that way.
Q8. For the JOC jail cameras, is real-time RTSP streaming access preferred and/or synchronized archived file copies to the NAS?
A8. Real time streaming is preferred to allow for monitoring. Here is a link to NAS Camera Compatibility:
URL: https://www.synology.com/en-us/compatibility/camera
Q9. What model/make of FAX machines will be utilized within the JOC facility, if these are not known ahead of the event - will these units be capable of T.38 and/or reduced baud rate (maximum of 9600 bps setting) to be connected to an ATA that will do T.38?
A9. In the past we have had Brother 8710 MFCs and they were able to connect to an ATA. These devices are rented and not known until they are delivered.
