Solicitation Number 140L3921Q0019 Elko Spring Shrub Planting Questions & Answers
Q1) It looks like the period of performance is March 1st-31st. Only working weekdays is 23 days, I imagine one person could plant 500-1000 per day depending on the site conditions, if there was no incremental weather delays that would require a minimum 2 crews of 12 each to finish the job before April. Based on your experience can you tell me if this estimate is correct?
A1) Yes, the Period of performance is March 1st through the 31st as indicated in the solicitation. It’s up to each contractor to determine how many employees would be required to meet the requirements in the period of performance requested.
Q2) I am looking at a cost per acre, can you tell me the range of prior contracts similar to this?
A2) The government cannot provide the estimated cost for this project or the average cost per acre for prior projects. Interested contractors can search on Beta.Sam (https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fbeta.sam.gov%2F&data=04%7C01%7Cmbmerritt%40blm.gov%7C0131e55e21c34491f2de08d8c9f507da%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C637481401518486529%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=QSDBNctVAdyZlWb8yV0kst117G%2Bv%2FLs0CxmRUTtXPAo%3D&reserved=0 ) in Contract Opportunities (FBO) or Contract Data Reports (FPDS Reports) for previous contract information if interested.
Q3) Can it be billed incrementally or just once when the project is complete?
A3) Progress payments would be authorized as work is completed.
Q4) In the past how many solicitors like this are filled by H-2A visa holders?
A4) The BLM doesn't have access to this information.
Q5) What is the Davis Bacon for people planting- $10.95?
A5) This project is subject to the Service Contract Act, no the Davis Bacon Act. A new Wage Determination (1969-0113 Rev No 62) is added to the solicitation with this amendment. The minimum rate for tree planter, along with the Health and Welfare (fringe benefit) rate, is listed on this Wage Determination. See attached.
