Egan Basin Mastication Question & Answer

Following are questions that were either asked at the December 21, 2020 site visit for the Egan Basin Mastication, or prior to the site visit. Answers are provided for the questions.

1. Question: Do you want this project to start right away, or can we wait until July?

Answer: The project must start as soon as possible after contract award, not to exceed 14 days. Must complete 150 acres or more by February 28, 2021. See Section V.E. of Performance Work Statement (page 6).

2. Question: The solicitation states we can only work weekdays and during the day unless authorized by the COR. Will we be allowed to work weekends or holidays or at night to meet the acreage requirement?

Answer: Yes, work on weekends, holidays and after-hours will be authorized but must be closely coordinated with the COR at all times.

3. Question: What are the diameter sizes of trees?

Answer: Range is from 1-inch to approximately 23-inch diameter at root collar (DRC). The majority of trees fall within 6-12 inch DRC. Larger diameter trees are at the higher elevation of the project unit, but are limited in number.

4. Question: Can you send photos of tree size and density?

Answer: Photos attached below

5. Question: Is there mahogany in the unit?

Answer: There are a few mountain mahogany at higher elevations of the unit, and they should be avoided and remain intact.

6. Question: Can we camp on the site?

Answer: Camping is allowed, but campsite must be approved by BLM. See Section I.E. of Performance Work Statement (page 2).

7. Question: Can we work later into March?

Answer: The March 1 to July 1 timing restriction is due to sensitive resources. There is a possibility BLM may receive a waiver to allow work to continue to March 15 but that is dependent on weather and wildlife activity. The waiver cannot be requested until later and the outcome is unknown. Therefore interested offerors should know the waiver is not guaranteed and take this into consideration when submitting a bid and determining their proposed schedule. In the event a waiver is not granted, no additional time will be added to the performance period.

8. Question: What are the requirements for storing a fuel tank onsite?

Answer: Proposed fueling and equipment maintenance areas must be approved by the COR prior to use. All fuel tanks parked onsite must include a containment barrier to prevent spills from entering the soil. The containment barrier must have a wall or side to contain any spills inside (i.e., a regular tarp will not suffice). See Section I.D. of Performance Work Statement (page 2).
