Questions and Answers Solicitation 140L3920Q0095

1. We would like to go look at the fence sites, can you tell us if we can access all of the fence lines with a 4 wheeled dully truck? Also can you tell me if the fence lines are in an area where there has been a fire burn? What is the topography of the fence lines ie.. is the ground steep or mountainous or is it pretty flat areas? Can all the fence lines be accessed with skid steers or equipment?

Answer: The majority of the fence lines were put in after fires, however some of them were quite a while ago, so the vegetation has grown in. They will likely be able to get close to the fence lines with a duley vehicle but probably not all of them. Topography varies on each fence line but equipment can access most of them.

2. Can you tell what type of fences are to be removed? Do you have a picture of the actual fence?

Answer: There will be both smooth wire and barbed wire. Pictures are not available.

3. Per our discussion, Page 19 of the SOL under the environmental interruption of work, it states that “an allowance has been included in the contract time for all environmental delays. The count of contract time will therefore continue during all periods of suspension due to normal weather conditions including fire danger”.

Our concern is that there is no way to quantify how many days or how long a weather or fire event would occur for, and thus I don’t see how that amount of time can be accounted for in the contract already. Please clarify the intent.

Answer: The intent of this is to allow the contractor an allowance based on the period of suspension due to circumstances beyond the contractors control such as weather or fire. If a weather event occurs across the entire district which inhibits work for 5 days, you will be allowed a 5 day extension to your contract. Please refer to FAR 52.212-4 (f) – excusable delays for more information and applicability. Language will contradicting FAR 52.212-4(f) will be removed at time of award.

4. Other than barbed wire, and easy fence panels, can you please clarify if there any other fence type materials. Any wood products?

Answer: Other fence materials to include: steel and wood corner posts, smooth wire, fence clips, staples, and stays.

5. Are any existing post concreted in? Do post holes have to be filled after removal.

Answer: There shouldn't be any concreted posts; however, since many of the fences were put in prior to my time, there isn't a guarantee that they won't run into this. If the contractor encounters this, then yes we would ask that they refill the holes.

6. Your scope of work talks about saving tea posts and packaging them up to return to the Elko headquarters, Can you clarify if there is a minimum quantity required? Our concern is that some may not come out straight and if there is an expectation of amount of effort required to salvage what’s there?

Answer: The SOW states that they will be returned in bundles of 200 posts and that care must be taken to ensure they are returned straight and useable. If at the end of the contract, there are only 50 posts, then those would be bundled and returned together. If the t-post is not useable when extracted, then the contractor would dispose of it with the other material.
