About this file
This document is an amendment to a solicitation for fuels reduction services on Bureau of Land Management property in Idaho. The Bureau of Land Management seeks to treat approximately 200 acres across two units through piling and burning of cut materials. Contractors will need to access the project area on foot as equipment access will be established after award. Interim payments of 25%, 50%, 75%, and 100% will be allowed based on completed acres. The previous phase one of this project was awarded to Summitt Forests, Inc. for $264,404 but the scope and acreage are not comparable to this phase two work. The solicitation number is 140L3723Q0135 and responses are due on the unspecified date and time listed in the original Statement of Work. No addendums have been issued prior to this amendment.

Cabin Creek Phase II Solicitation Number 140L3723Q0135
CONTRACTOR QUESTIONS GOVERNMENT RESPONSE
1. Is this unit currently accessible by vehicle? Is the road open?
1. You will need to walk the units, but upon award of the project you will have full access to both units for vehicles/equipment. Full public access to project area can be attained from Cabin Creek Road.
At time of award, equipment access will be established to units thru a temporary gate.
2. Is the payment schedule negotiable? For example, 1/2 payment at 50% completion and the other 1/2 payment at 100% completion?
2. Yes, interim payments will be allowed at 25%, 50%, 75%, 100% of acres fully completed to spec.
3. What are the details on phase one? When was it completed, by who, how many acres, and for how much money? What were the terms of the contract?
3. The awardee was Summitt Forests, Inc., in the amount of $264,404. Neither the work/labor nor the acreage are comparable to Cabin Creek Phase
II.
4. Does the BLM plan on chipping cabin creek piles like they are doing on Goldie divide?
4. No, BLM plans to burn all piles once cured.
5. Why not give option to masticate or pile material?
5. Mastication is not the tool BLM wants for desired end state for all resource and future management actions.
6. Can I get a plan holders list/bidders list or mandatory prebid list?
6. No site visit was scheduled, and no specific vendors were solicited. This solicitation is for all eligible vendors with NAICS code 115310 who are a small business.
7. Can you confirm the bid date and time listed in the SOW are unchanged?
8. No dates or times have been changed, which would have been issued via an amendment.
8. Have any addendums been released? 9. No addendums or amendments have been issued prior to this amendment.
9. What is the construction cost estimate or a construction cost range for the project
10. This is a fuels reduction project, not a construction project, so there is no ceiling/price range.
10. Can we cut and chip the trees rather than making piles?
10. While there are times BLM may utilize chipping as a mitigation tool, at this time for desired end state of resources and land management goals, chipping is not part of project objectives.
