Restore the Historic Livestock Corrals at Bitner Ranch Solicitation No. 140L1222Q0044
Questions and Answers
Question 1: In the SOW, p. 12 the hours are defined as 7:00 AM-5:00 PM and the Solicitation SF 1442 p.
14, H1 the hours are defined as 7:30 AM- 5:30 PM. Please advise on the hours that are correct.
Answer 1: Work hours will be considered 7:00 AM – 5:30 PM.
Question 2: Can we assume that we are only responsible for removing the sage brush where it affects our ability to access and rebuild corral fencing and are not responsible for any specific width out from corral?
In other words, do we need to remove all of the sage brush along the entire length of fencing for each corral?
Answer 2: The contractor is responsible for removing sage brush where it affects their ability to complete the work of the contract. The contract does not specify a requirement to remove sagebrush within a specific distance from the fence line.
Question 3: In the SOW, p. 8, SAGE BRUSH REMOVAL, it says "cut sage brush," so are we to assume that removal by machinery like skid steer is unacceptable or to be avoided? Should we provide for removal by cutting with sawzall or electric chain saw or similar? Please advise if there are any important restrictions like soil disturbance or equipment restrictions.
Answer 3: The method of sagebrush removal will be determined by the contractor. All methods mentioned in the question above are acceptable.
The term “cut sage brush” is used on SOW page 8 under the “Material Disposal” heading which states:
“Contractor is responsible for disposal of all construction material, cut sage brush, unsalvageable fence materials and other construction debris.”
Question 4: Would we be able use a skid-steer mounted or gas powered auger to drill post holes, or backhoe for post removal?
Answer 4: Yes.
Question 5: Is the schedule of completion slightly negotiable as far as the stockade's actually 100% completion? We would like to adhere to the tasks outlined in the SOW, but due to the nature of attempting to use salvaged material, we wouldn't decidedly know how much would be reusable until we replaced all of the corrals. At that time, the stockade would be where we would be able to use the shorter, salvaged pieces as the infill, vertical posts.
Answer 5: The planned schedule of completion is not negotiable prior to contract award. As on-site work progresses the government will consider specific circumstances as needed to determine if an extension to the period of performance is necessary.
Question 6: Do we have the ability to request a SAT phone via the BLM for emergency/logistics? If so, can we write that into our Emergency Plan? Or should we make other arrangements for emergency communication?
Answer 6: No, BLM will not provide a SAT phone.
